About this file
This is a Notice of Intent to Sole Source announcing NIST's plan to procure a KLA G200 Nano-Indenter Controller on a sole source basis from KLA Corporation, located at One Technology Drive, Milpitas, California 95035. The purchase order will be firm-fixed priced and include on-site installation, testing, and calibration services. Delivery is required within four weeks after receipt of order (ARO) with FOB Destination terms. The acquisition falls under NAICS code 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) with a small business size standard of 750 employees, and is conducted under FAR Subpart 12.102 authority.
NIST justifies the sole source determination based on the NanoSwift Instrument Controller being a proprietary component designed specifically for the G200 nano-indenter system currently owned by NIST. Installation and calibration by certified KLA service engineers are required to utilize KLA proprietary service tools, and third-party parts could cause instrument instability. No other sources are known to be capable of providing the required controller. Interested parties believing they can satisfy requirements must submit responses via email to jennifer.lohmeier@nist.gov by February 26, 2026 at 10:00 AM Eastern Time. Responses must include contractor name and address, point of contact information, SAM Universal Entity Identification (UEI), business classification as validated in SAM (with required active registration), and a capability statement.

NOTICE OF INTENT TO SOLE SOURCE
Contracting Opportunities Announcement Type: Special Notice Announcement Number: AMDTCNOI2600694 Subject: KLA G200 Nano-Indenter Controller
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with KLA Corporation, located at One Technology Drive, Milpitas, California 95035, USA. The purchase order will specifically procure a new instrument controller for the KLA G200 nano-indenter (NI) system currently housed at NIST, to include on-site installation and testing/calibration. Delivery shall be FOB Destination and made within four (4) weeks after receipt of order (ARO).
Authority This acquisition is being conducted under the authority of FAR Subpart 12.102 allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334513 — Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a small business size standard of 750 employees.
Description See attached Statement of Work (SOW) document.
Sole Source Determination The sole source determination is based on the following:
NIST currently owns a G200 Nano-Indenter (NI) model developed by KLA Corporation, which plays a critical role in the NIST research and its ability to complete several projects within the Engineering Laboratory’s programs. The new G200 NI Nano Swift controller is specifically designed by KLA for the G200 NI model. The installation and calibration of the equipment by a certified KLA service engineer is required for the use of KLA proprietary service tools. Use of third-party parts may cause instability of the instruments, in order to maintain and service such complex systems, only KLA corporation is capable of meeting the Government's needs. The NanoSwift Instrument Controller is a proprietary component designed specifically for use with the KLA G200 nano-indenter system. There are no other known sources capable of providing the required NanoSwift Instrument Controller.
Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation and questions will not be entertained.
All responses to this notice of intent must be submitted via email to jennifer.lohmeier@nist.gov so that they are received no later than February 26, 2026 at 10:00 AM, Eastern Time.
Each response shall include the following Business Information:
a. Contractor Name, Address,
b. Point of Contact Name, Phone Number, and Email address
c. Contractor (SAM) Universal Entity Identification (UEI)
d. Contractor Business Classification (i.e., small business, 8(a), woman owned, HUBZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov.
