About this file

This is a Statement of Work (SOW) for the acquisition and installation of an Instrument Controller (NanoSwift) for a KLA G200 nano-indenter system at the National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland.

NIST's Materials and Structural Systems Division requires replacement of a faulty instrument controller that has rendered the nano-indenter system inoperable following a power outage and aging-related failures. The contractor must deliver one new NanoSwift controller compatible with the existing KLA G200 nano-indenter system within 60 days of award on a FOB Destination basis. The contractor is responsible for all delivery costs, packing, marking, and risk of loss or damage until receipt by NIST at 100 Bureau Drive, Gaithersburg, MD 20899 (Building 226, Room B237). Installation and calibration must be completed within 10 business days of delivery by a KLA Service Engineer holding current field service certification for the system. The contractor must perform function testing post-installation and submit a written report to the Contracting Officer Representative documenting installation and calibration results. NIST will conduct a 10-day operational test to verify compliance with all requirements. Any deficient or damaged products must be replaced at the contractor's expense. The contractor's liability for latent defects discovered after final inspection is prorated over the useful life of the product. Contractor personnel must comply with NIST security requirements, including restricted campus access protocols, identification badge requirements, vehicle registration, and adherence to safety and fire prevention regulations during on-site work.

Statement of Work (SOW) Title: Instrument Controller (NanoSwift) for the KLA G200 nano-indenter (NI) system

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) Materials and Structural Systems Division’s (MSSD) Infrastructure Materials Group (IMG) studies surface mechanical properties of materials (polymer, concrete, engineered composites) used for building, infrastructure, and energy applications. IMG owns and operates a nano-indenter (NI) G200 system to provide essential data for research needs. It is vital to maintain the normal operation and performance of the NI.

The instrument was purchased in 2016 and has been in extensive use since then. A recent power outage and the aging of the instrument have led to several operational issues, which are occurring with increasing frequency. Major issues include failure of the surface detection and load measurement during indentation, which has led to damage on the measured surface of various samples and has the potential to cause damage to the used diamond indenter tips. Following the recent upgrade of the control computer and software, the NI G200 is still unable to function normally. The diagnosis revealed that the instrument controller is beyond repair. Hence, a new controller is required. The use of the NI system is critical to the mission for research in EL, particularly for the STRS projects in the IMG group, the CHIPS Metrology project, and engagement with other national laboratories and US industry (NREL, UL, Southern Company). It is vital to maintain the normal operation and performance of the NI. Impact of delay or non-award:

The downtime of the NI will delay milestones and cause failure to meet project deadlines.

Purpose/Objective: The purpose of this requirement is to acquire a new instrument controller for the KLA G200 nano-indenter (NI) system, to include on-site installation and testing/calibration.

II. SCOPE

The Contractor shall deliver a quantity of one (1) Each: Instrument Controller (NanoSwift) hardware product, and shall be inclusive of FOB Destination delivery and installation.

III. MINIMUM REQUIREMENTS

The Contractor shall:

1. Provide a new instrument controller (NanoSwift) hardware product, which is compatible with the NIST-owned KLA G200 Nano-indenter.

2. Install and calibrate the new controller on the KLA G200 Nano-indenter at the NIST Gaithersburg, MD site. Installation and calibration shall be performed by a KLA Service Engineer with proof of field service certification for the system. Following the installation and calibration, the service engineer shall perform function testing to ensure the upgraded equipment is fully functional.

3. Email a report to the Contracting Officer Representative (COR) summarizing the installation as well as calibration results.

IV. DELIVERABLES

Description Quantity Due Date

Controller for the KLA G200 nano-indenter

One (1) Delivery shall be completed 60 days after award of this requirement.

Replacement of the old faulty controller and installation of the new controller

One (1) Installation shall be carried out within 10 business days after delivery of the controller.

Testing of nano-indenter operation and calibration with the replaced controller

One (1) Calibration shall be completed by 10 business days after delivery of the controller.

The Contractor shall deliver the required products on a FOB Destination basis within 60 days after receipt of the order. The Contractor shall install the required products at the NIST Gaithersburg, MD site within 10 business days after delivery.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

The contractor shall deliver all Line Items to:

NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST)

100 BUREAU DR

GAITHERSBURG, MD 20899

C/O/ TPOC/COR (BLDG 226/B237)

***Due to ongoing limited site access of the NIST facilities, the Awardee SHALL confirm with the Designated Government Official prior to ANY shipment to NIST***

V. INSPECTION AND ACCEPTANCE CRITERIA

The Government will conduct a 10-day test of the NI to ensure that the NI operates in accordance with the minimum requirements of this Statement of Work.

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government will inspect the delivery to ensure that all products are provided in accordance with the requirements identified in this Statement of Work. Delivered products found to be deficient or damaged shall be replaced by the Contractor at the Contractor’s expense.

The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming products at no cost to the Government. The Government may reject the products due to defects and/or nonconformance at any time prior to acceptance.

The vendor is responsible for latent defects discovered any time after the final inspection.

However, the extent of its liability shall be prorated over the useful life of the ordered products.

The place of acceptance shall be:

100 Bureau Drive, Building 226, Room B237, Gaithersburg, MD 20899

The computer hardware and software upgrades will be inspected by the NIST COR in the location of installation for conformance to the requirements of this document.

VI. MISCELLANEOUS INFORMATION

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Regular Business Hours. Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Eastern Time, excluding Federal holidays and NIST closures.

Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus.
