A. Funding Opportunity Description Summary

Executive Summary:

The Embassy of the United States in Kazakhstan announces a call for grant applications to implement projects that strengthen Kazakhstan’s media market. Projects will promote professional journalism standards, implement innovative approaches in gathering and sharing accurate news, and support the development of peer-to-peer exchanges.

For all themes, priority will be given to projects that yield concrete, measurable results. Projects consisting solely of conferences or roundtable discussions, theoretical research or surveys, or the writing or publishing of books, are unlikely to be funded.

Background:

The United States of America and the Republic of Kazakhstan cooperate on a wide range of bilateral and regional issues, including support for Kazakhstan’s intentions to increase journalistic professionalism and strengthen the competitiveness of Kazakhstani media. The Embassy of the

United States in Kazakhstan supports the aspirations of the Government of Kazakhstan to further develop the professionalism of Kazakhstani journalists and expand their skills in creating high-quality local journalistic content.

The U.S. Mission in Kazakhstan has supported a broad range of grassroots initiatives to improve the media environment in Kazakhstan. Within the last four years, the U.S. Mission has supported over 40 small grants to develop investigative journalism, support Kazakh-language media, enhance media outlets’ financial sustainability, train regional journalists, and more.

Building on this previous experience, the Embassy is seeking applications to strengthen

Kazakhstan’s media market. Projects will address one of the following themes:

• Theme 1: Countering fake news and disinformation.

• Theme 2: Promoting professional journalism standards, particularly fact checking, verification, investigative journalism, and fact-based reporting, especially in the regions outside Nur-Sultan and Almaty.

• Theme 3: Promoting innovative approaches for gathering or sharing news, particularly with younger audiences.

• Theme 4: Supporting the development of peer-to-peer exchanges or grassroots networks of professionals for higher quality reporting, ethical and objective journalism.

Program Goal: Strengthen media in Kazakhstan by increasing journalistic professionalism and diminishing the negative impact of disinformation in Kazakhstan.

Project Audiences should be journalists, bloggers, media outlets, media professionals, and editors. Projects should benefit, directly or indirectly, Kazakhstani media consumers, increasing the quality of media content. Programs and projects directly targeting news reporters, journalists, and bloggers will be given preference. Projects are encouraged to target Kazakh-speaking audiences in outlying regions of Kazakhstan.

Projects should aim to achieve one or more of the following objectives:

1) Broaden access to high-quality journalism for young audiences through innovative approaches in gathering or sharing news;

2) Promote professional journalism standards across regional and national media outlets by increasing their professional fact-checking, verification, and investigative journalism skills;

3) Build the capacity of Kazakhstani media outlets including Kazakh-language and regional media outlets, to improve their financial sustainability, secure alternative sources of revenue, and adopt different media-business models and techniques for enlarging their audiences.

4) Support the development of peer-to-peer exchanges or grassroots networks of professionals for higher quality reporting, ethical and objective journalism.

5) Prevent distribution of misinformation and disinformation or mitigate its negative impact through effective campaigns, which can include analysis of media trends, development of communities, or distribution of objective reporting.

Travel: Estimate the costs of travel and per diem for this project, for both program staff, consultants or speakers, and participants/beneficiaries. If the project involves international travel, include a brief statement of justification for that travel.

Equipment: Describe any machinery, furniture, or other personal property that is required for the project, which has a useful life of more than one year (or a life longer than the duration of the project), and costs at least $5,000 per unit.

Supplies: List and describe all the items and materials, including any computer devices, that are needed for the project. If an item costs more than $5,000 per unit, then put it in the budget under

Equipment.

Contractual: Describe goods and services that the applicant plans to acquire through a contract with a vendor. Also describe any sub-awards to non-profit partners that will help carry out the project activities.

Other Direct Costs: Describe other costs directly associated with the project, which do not fit in the other categories. For example, shipping costs for materials and equipment or applicable taxes. All “Other” or “Miscellaneous” expenses must be itemized and explained.

Indirect Costs: These are costs that cannot be linked directly to the project activities, such as overhead costs needed to help keep the organization operating. If your organization has a

Negotiated Indirect Cost Rate (NICRA) and includes NICRA charges in the budget, attach a copy of your latest NICRA. Organizations that have never had a NICRA may request indirect costs of 10% of the modified total direct costs as defined in 2 CFR 200.68.

“Cost Sharing” refers to contributions from the organization or other entities other than the U.S.

Embassy. It also includes in-kind contributions such as volunteers’ time and donated venues.

Branding Requirements
