About this file
This document contains a request for information from the National Oceanic and Atmospheric Administration's Office of Space Commerce regarding commercial space situational awareness data products and services. The RFI seeks information on existing or planned commercial sensors and tracking services for objects orbiting Earth between 2022 and 2030. Data products of interest include observations, state vectors and covariance, ephemerides, and conjunction assessments. Characteristics requested for each product include format, algorithms, accuracy, latency, coverage, tasking capabilities, data delivery methods, and conformance with standards. Responses are due no later than March 21, 2022 and will be used to inform plans for an Open Architecture Data Repository and other acquisitions related to commercial space situational awareness.

NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
SPACE OBJECT COMMERCIAL DATA REQUEST FOR INFORMATION (RFI)
QUESTIONS & ANSWERS
ROUND 3
(Dated: March 11, 2022)
QUESTIONS
CONTRACTING OFFICER
RESPONSE
Would NOAA consider adding the ability to provide input on alternate approaches to data acquisition/aggregation by adding an additional question to the Google form or adding the ability to upload this feedback?
Not at this time
Would NOAA consider receiving input and feedback in an alternative format than the Google form?
You can provide your responses in the excel spreadsheet below and return it to Darrin Holland (email:
darrin.holland@noaa.gov)
National Oceanic and Atmospheric Ad You can also send any attachments directly to the CO and CS.
Are there any additional plans for soliciting market research regarding Office of Space Commerce systems beyond commercial data purchases?
OSC intends to perform market research on components of the OADR by the end of FY 22.
Can you provide clarification on how the work of ICAMS, its working group on Non- Governmental Data, and how its efforts "to foster interagency coordination on approaches to purchasing space-based commercial weather data for operational use within the Federal Weather Enterprise" is related to this RFI's stated purpose to explore "the viability of commercial tracking data of active satellites and debris in preparation of future OSC Space Situational Awareness (SSA) products"?
There is no immediate relationship as these RFIs are coming out of separate offices in NOAA.
However we are aware of each other's RFIs.
Does NOAA expect to have additional market research activities or additional RFIs on capabilities for the Office of Space Commerce – or is the commercial data buy RFI the only mechanism to provide industry insight on this requirement?
See response to question #3
The RFI states that the purpose is to solicit information for commercial data and services, but only data is asked for. Is there an additional RFI that will be addressing commercial services?
As it pertains to software or purveying of data, there are plans to perform market research on this before the end of FY 22.
Does the Gov’t intend to release a bidder’s library with OADR source code?
As it pertains to technical related documents or specifications, there are no plans to include such information in future RFIs.
However, the Government has not yet decided or planned for the type of information we plan to release in later solicitations.
Is NOAA able to share which contract vehicle they are considering for this opportunity?
Will there be an Industry Day and if so, what is the best way to stay informed?
At this time, no decision has been made yet as to which contract vehicle or acquisition strategy we will be using in order to acquire the data discussed in the RFI. Any posting for future opportunities will be subject to the publishing requirements specified in FAR Part
5. Additionally, the Office of Space Commerce also occasionally advertises opportunities and awards on their website (https://www.space.commerce.gov/).

Form Responses 1
Timestamp Email Address 1. What is the name of your company? 2. Please provide your company's point of contact (name, phone number, e-mail address, and title) who is authorized to answer any questions regarding their response to this RFI. 3. Please provide your company's DUNS # and CAGE Code. 4. What is the NAICS Code (see: https://www.sba.gov/document/support--table-size-standards) as it applies to your company and the data product(s) your company is providing a capability statement for (refer to the data products listed in Section III of the beta.sam.gov notice)? 5. What is your business size status for the NAICS Code you indicated in Question #4? 6. If you indicated "Small" in Question #5, please indicate all other socio-economic designations that applies to your company (e.g. 8(a), Woman-owned, HUBZONE, etc.), or type "NONE" if no other socio-economic designation applies. 7. Which data product does your company currently offer commercially (please check all that apply)? 8. If your company offers "Observations", please provide the data product characteristics requested for this product as stated in Section III of the beta.sam.gov notice. 8a. If applicable, please provide the other data characteristics requested in Section IV of the beta.sam.gov notice, or type "No Other Data Characteristics Available". 9. If your company offers "State Vector and Covariance", please provide the data product characteristics requested for this product as stated in Section III of the beta.sam.gov notice. 9a. If applicable, please provide the other data characteristics requested in Section IV of the beta.sam.gov notice, or type "No Other Data Characteristics Available". 10. If your company offers "Ephemeris and Conjunction Assessment", please provide the data product characteristics requested for this product as stated in Section III of the beta.sam.gov notice. 10a. If applicable, please provide the other data characteristics requested in Section IV of the beta.sam.gov notice, or type "No Other Data Characteristics Available". 8. In addition to the data product characteristics specifically requested for each data product, the following information is also requested: (a) a description of any current or planned satellite instruments and assets, including launch dates, operational status, and ground operations; (b) a description of your company’s ability to support a Pilot study and the earliest possible date your company can provide data to NOAA; and (c) a description of your company’s proven approaches to meet complex data requirements, such as precise and accurate calibration, latency, continuity between system generations, quality assurance, independent verification and validation; or type "No Other Information Available". 9. Examples of data products are also requested in the RFI response. These data products are representative of some of the types of data currently used for SSA services and are not in priority order. Commercial sources of such data, or any other data type that may be useful in advancing OSC's space situational awareness mission, would be of interest to OSC. In general, for tracking data to be of operational value they must be available in near-real-time. Data latency (time from observation to delivery to OSC) of 1 to 30 minutes may be required, depending on data type. For the purposes of this RFI, higher latency data may be of interest provided there is a path to achieve operational quality data in the future. Is your company able to provide samples for the data products you selected in Question #7? 9a. If you answered "Yes" to Question #9, please attach those samples here (up to 5 files can be attached, with a maximum file size of 10 MB for each file). Respondents may also send their samples via email directly to the Contracting Officer and Contract Specialist. 10. Also of special interest is enhanced tracking of objects that currently are poorly tracked (e.g., less than one track per day on average), in LEO/MEO/HEO/GEO. OSC is interested in firming up the tracking on these approximately ~4,000 objects (as of this writing) to maintain these objects with 1-3 tracks per day on-average. Is your company able to provide any opinions or provide recommendations for enhanced tracking of poorly tracked objects? 10a. If you answered "Yes" to Question #10, please provide your opinion or recommendations here. 11. Does your company have any existing relationships (i.e. contract, grant, CRADA, etc.) with DOC, NOAA or OSC? 11a. If you answered "Yes" to Question #11, please describe the nature of that relationship, including any required deliverables. 12. Please provide a description of the corporate history, resources, affiliations, other markets being served, and/or any other information to demonstrate the viability of providing sustained operations and stable data services. 13. Does your company have any Government-wide contract vehicles (e.g. GSA, NASA SEWP, NITAAC, etc.) for the data products you selected in Question #7? 13a. If you answered "Yes" to Question #13, please provide the information of that contract vehicle here, including the contract #, the agency who awarded and administers that contract, and the scope of that contract. 14. Is your company the sole industry provider of the data products you selected in Question #7? 14a. If you answered "Yes" to Question #14, please provide the justification for your sole source claim here. 14b. You may attach additional documents supporting your sole source claim here (up to 1 file can be attached, with a maximum file size of 10 MB for each file). Respondents may also send their additional supporting documents via email directly to the Contracting Officer and Contract Specialist. 15. Does your company have available price lists for the data products you selected in Question #7? 15a. If you answered "Yes" to Question #15, please upload your price list here (up to 1 file can be attached, with a maximum file size of 10 MB for each file). Respondents may also send their price lists via email directly to the Contracting Officer and Contract Specialist.
