This document contains a Request for Information from the National Oceanic and Atmospheric Administration's Office of Space Commerce seeking information on existing or planned commercial sensors, tracking services, and related capabilities for tracking objects orbiting Earth that will be available from 2022 through 2030. Responses are requested by March 21, 2022 to inform plans for an Open Architecture Data Repository and other acquisitions related to commercial space situational awareness.

The RFI seeks data products including observations, state vectors with covariance, ephemerides, conjunction assessments and associated metadata. Desired capabilities include tracking debris and objects not currently well-tracked, objects in the southern hemisphere, tasking observation assets to refine orbits, and tracking calibration satellites. Coverage, standards conformance, data attributes, delivery methods, and security controls are additional areas of interest.

The recently published NOAA Space Object Commercial Data RFI asks for capabilities available in the 2022 through 2030 timeframe. Does this indicate that only solutions that are available by 2022 are of interest, or are services that are planned to be operational by 2025 of interest as well?

OSC is interested in diverse data capabilities expected to be available as late as 2030.

Is the “NOAA Space Object Commercial Data” RFI a potentially new requirement or are there any incumbents? If it is the latter, could you provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?

The RFI is for new requirements.

Are foreign companies allowed to respond to the RFI, or are responses limited to companies in the United States?

Since this is just an RFI and not an official solicitation for quotes or proposals, foreign companies are also invited to provide a response. If you are having trouble filling out the google form because you're unable to provide certain information that entities who regularly do business with the US Government can only provide (e.g. Please provide your company's DUNS # and CAGE Code.), we can email you an excel spreadsheet that you can populate.

On question 7 of the Google Form it specifically calls out “which data product does your company currently offer commercially”, for questions 8-10 of the Google Form is it to be assumed that they are data products currently offered commercially? Or, are those questions open to under development offerings a company is pursuing?

NOAA is interested in current offerings and those that will be available between 2022 and 2030. The Google Form allows you to type a response so you are able to note the status of any future offerings and when your company anticipates they will become available.

If I have a paragraph with an image in it and I copy all of it into the form, will the image be rejected or should it transfer over as is?

Google Forms does not accept images in questions that require a response in text; however, there are questions in the Google Form that allow you to attach documents.
