About this file
This is a No Award Recommendation and Evaluation Synopsis document issued by the Michigan Department of Military and Veterans Affairs regarding RFP 260000001607 for molded targets, backerboard, and range equipment. The solicitation was posted on SIGMA VSS on March 27, 2026, for a 14-day period with proposals due on April 10, 2026. One bidder, Metalmasters Automated Target Systems, LLC, submitted a proposal. The contract was structured for an initial five-year term with up to three additional renewal options. The scope of work required the provision of molded targets, including E-Silhouettes and F-Silhouettes, as well as heavy-duty target backerboards made of polyfoam molded material in specific dimensions (45.5" x 48" x 3.5") for two separate facilities: Camp Grayling and Fort Custer Training Center.
A joint evaluation committee consisting of the Program Manager, Subject Matter Expert, and Solicitation Manager determined that Metalmasters met the technical requirements of the RFP with a perfect score of 100 points and submitted complete and satisfactory responses. However, the Department recommended no award based on two critical pricing concerns: the minimum quantities required for the E-Silhouettes and F-Silhouettes in the bidder's proposal significantly exceeded the annual required amounts, and the cost of the backerboards was appreciably higher compared to past purchases. Metalmasters proposed pricing of $57.05 per E-Silhouette, $37.73 per F-Silhouette, $176.96 per backerboard for Camp Grayling, and $254.12 per backerboard for Fort Custer. Bidders not recommended for award are eligible to request a debriefing session with the Solicitation Manager, Elizabeth Noffsinger, at noffsingere@michigan.gov or 989-619-6864.
