(3) All standard text shall use normal kerning (spacing between individual characters). Line spacing shall be no less than single space with double line spacing between paragraphs.

The font size for blank lines shall not be reduced.

Offerors are cautioned when inserting graphics, images, or other objects into the file to ensure that scaling of the object does not create a non-conformance.

(8) Proposal volumes that are not page-limited (i.e., Volume III - Cost and Volume IV – Model Contract) do not need to abide by the font, size, margin, or line-spacing requirements of the page-limited volumes, although the Offeror should ensure readability, with font size not recommended below twelve (12) point size. Task Description:

The Offeror shall propose their approach and fully burdened resources for performing the requirements described in ST-3. The Offeror shall develop a TOP to support the MSFC study for the GWSO concept. The scope of the study is to provide SMA technical and resource estimation expertise to develop an approach to provide system safety (PWS section 3.1), reliability and maintainability (PWS section 3.2), and quality assurance (PWS sections 3.3, 3.4, and 3.5) services in support of the design, development, test, and manufacture and delivery of the GWSO hardware and software to Japan. During the actual GWSO program it is assumed that there will be no MSFC civil service support to the GWSO in the SMA disciplines, with the Offeror expected to provide full SMA support. MSFC Engineering and programmatic work will be performed by a combination of MSFC civil servants and other support contractors. The expected output of the study is to identify:

a. SMA products and schedules to support the GWSO and MIXI schedule milestones

b. Proposed estimates to support the GSWO and MIXI project, including personnel, and other direct costs

c. Estimate the amount of travel required, and any co-location of personnel.

d. Opportunities or ranges that may affect cost estimations

e. Programmatic risks in the SMA disciplines

Period 1: 5/1/17 – 09/30/17

Deliverable Products

a. TOP and BOE and associated proposal information in accordance with Mission Suitability

Subfactor 3, Task Order (TO) Scenarios.

b. A listing and schedule of the SMA products for the entire GWSO and MIXI lifecycle, and the fully burdened resources, with BOEs, for SMA functions during the entire GWSO and MIXI lifecycle, completing with the post-shipment functional test of the GWSO upon arrival in Japan.
