PRE-PROPOSAL CONFERENCE
FAR 15.201 Exchange With Industry Before Receipt of Proposals
Establishes procedures for information exchange
Encourages exchange of information consistent with procurement integrity requirements (See FAR 3.104).
Any discussions, comments, etc., made by Government personnel during this Pre-Proposal Conference / Site Visit are considered unofficial until incorporated into the RFP.
Any Amendments made thereafter, take precedence over all exchanges made during this Pre-Proposal Conference and Site Visit.
Written response(s) shall govern, if different than verbal.
OPENING REMARKS
All questions to the RFP are due in writing no later than12:00 p.m.
(EST) April 13, 2017.
The Government reserves the right to post all questions received during this conference as an amendment to the RFP.
Potential offerors are responsible to check the electronic posting for amendments issued prior to the solicitation due date.
No oral understanding or agreement shall be binding on either party.

Contractor would assist in reviewing for potential environmental impacts, gather necessary information to make NEPA recommendations to NEPA Manager. Many actions are excluded or fall under a Categorical Exclusion. Some actions require full Environmental Assessments (EA) which could be handled under IDIQ.
Important - Environmental is involved from project planning to project completion

REQUEST FOR PROPOSAL
Section B - Supplies or Services/Prices Firm Fixed Price (FFP) CLIN X001 – Environmental Support Services Indefinite Delivery Indefinite Quantity (IDIQ) Services for nonrecurring work ordered through the issuance of Firm Fixed Price Task Orders (TOs) or Purchase Card Orders (P-Card) to be covered under CLIN 0002 or Cost-Plus-Fixed-Fee Task Orders (TOs) under CLIN 0003.
• The pre-priced schedule of rates & labor categories established in Section B, Clause B.5 are to be used for establishing the Firm Fixed-Price and P-Card orders; or used as a basis for negotiating Cost-Plus-Fixed-Fee task orders.
• Contractor shall have the capability to receive Government Purchase Card (P-Card) FFP TOs up to $3,500.00 (micro-purchase threshold).

Clause H.12, Government Furnished Information Technology (IT) Services
NASA Langley Research Center will furnish all necessary computers and related information technology services that will be connected to the NASA network infrastructure. The Agency Enterprise Service Provided contractors shall manage the information technology services.
The Contractor shall not connect any hardware to the NASA network infrastructure without the permission of Langley Research Center Chief Information Officer.

Summary of Section M – Evaluation Factors for Award Best value source selection using a Past Performance Price Tradeoff approach with Technical Proposals All unacceptable proposals will be eliminated from further evaluation after initial review in accordance with NFS 1815.305-70 Remaining proposals will be ranked by Total Proposed Price from lowest to highest priced (excluding the fixed IDIQ amounts) Technical Proposals will be evaluated against the Technical Considerations for the five (5) lowest-priced offerors, as “Acceptable,” “Potentially Acceptable,” or “Unacceptable.”
The Government will only evaluate the Past Performance and Price Factors for all technically “acceptable” or “potentially acceptable” proposals.
Tradeoff process (see FAR 15.101-1) will only be performed between past performance and price, not on technical considerations. Past Performance and Price Factors will be of approximately equal importance.
Intend to award without discussions (See FAR Clause 52.215-1); however, exchanges may occur if determined necessary by the CO (see FAR15.306).
