Stipulation XVII. Annual Reporting
A. NASA LaRC shall provide an annual status report on July 1st, to the SHPO and other Signatories to this Agreement to review implementation of the terms of this Agreement and to determine whether amendments are needed. The annual status report shall address the following:
1. Problems with implementation of this Agreement or issues encountered during the year.
There were no problems or issues encountered during the reporting period.
2. Changes NASA LaRC believes should be made in implementation of this Agreement.
There are no suggested changes.
3. A list of properties treated under this Agreement during the reporting period including activities not requiring review and activities resulting in no adverse and adverse effects to Historic Preservation Priority Category 3 buildings and structures:
Activities Not Requiring Review - The following projects/activities were reviewed by the LaRC Historic Preservation Officer (HPO) and determined that no further review was required under the terms of the PA. The properties are identified by their VDHR number, as well as their Historic Preservation Priority (HPP) Category as listed in Appendix B of the PA. The applicable section of the PA or appendix citation that was used to make the determination is also provided.

Other General Projects - throughout the reporting period, other general routine projects were reviewed by the LaRC HPO and determined to be exempt from review under the PA to include HVAC and facility systems upgrades, repair and/or replacement of research equipment and mechanical/utility systems, traffic/parking sign installation, tree planting, erosion and sediment controls associated with demolitions and construction, interior lighting upgrades, roof repairs, installation and removal of temporary trailers associated with construction and demolition, and removal of asbestos/lead based paint containing building materials. These activities are covered under various actions listed in Appendix F.
Activities Resulting in No Adverse Effect - The following projects were reviewed by the LaRC HPO with the review resulting in a determination of no adverse effect. In accordance with the PA, a SHPO Project Review Application and supporting documentation were sent to the SHPO for each project, and responses were received as shown below.

4. A list of all NASA LaRC professional training opportunities relative to this Agreement provided during the reporting period and number of participants and organizations.
NASA’s Annual Cultural Resource Management Panel Meeting and Training Session – hosted by NASA Headquarters in September 2015 at NASA’s Glenn Research Center. Attended by LaRC’s CRM Support Contractor via webex/telecom.
Advisory Council on Historic Preservation Section 106 Webinar Series – “Innovative Approaches to Section 106 Mitigation,” May 10, 2016 – Attended by LaRC’s CRM Contractor.
Overview of PA requirements – LaRC employees are provided with an overview of the CRM program and the PA requirements during the mandatory annual Facility Environmental Coordinator training. The training this year will take place in June and July 2016 and it is anticipated that approximately 75-80 employees will receive the training. The following is a list of organizations that will be represented:
Center Operations Directorate, Office of Director, Human Capital Management, Chief Information Office, Safety and Mission Assurance, Research and Engineering, Systems Analysis and Research, Science, the Office of Strategic Analysis, Communication and Business Development, and Center Maintenance, Operations and Engineering (CMOE) contractors.
Stipulation IX. Public Benefit and Education
NASA LaRC will provide a report summarizing public interpretation initiatives completed in the previous years and planned for upcoming years to the SHPO for review and comment on a biennial basis in conjunction with the annual report provided for in Stipulation XVII of this Agreement.
A. A variety of public interpretation initiatives may be undertaken by NASA LaRC for the purpose of historic preservation and as alternative mitigation measures. Such initiatives may include, but are not limited to:
1. Web-based products:
• NASA LaRC continues to develop and maintain a public Cultural Resources website in wiki format (http://crgis.ndc.nasa.gov/historic/larc) with an additional 117 pages and 111 videos added during the reporting period. The annual number of site visits in 2015 was 608,000.
• A new section called “Langley Legacies” was added to the website to capture information about past and recently deceased NACA/NASA LaRC employees.
• Another addition to the website is the Human Computers page, which includes information on the women hired at Langley between 1935 and1970 to perform calculations prior to the advent of electronic computers.
• The LaRC HPO and CRM Support Contractor continue to receive comments and requests as a result of the Cultural Resources webpage. The LaRC CRM Support Contractor is currently assisting Fox Productions in the making of the film “Hidden Figures” which is based off of the book by the same name, written by Margot Lee Shetterly. Website information on human computers, to include photos, biographies and the intern article “When Computers Wore a Skirt” is being utilized to assist the film and set design staff.

• Full Scale Tunnel (Building 643): Salvaged fan blades and hub assembly went on permanent display at the National Air and Space Museum in the fall of 2015.
• Low Turbulence Pressure Tunnel (Building 582A): 2 aluminum fan blades were salvaged and placed on display with an interpretive sign outside of the new Integrated Engineering Services Building.
• Optical Glass Pieces from Various Tunnels: will be incorporated into a feature wall in the new Measurement Sciences Laboratory (2017-2018).
5. Oral Histories:
• Ten oral histories were uploaded to the CRGIS website during the reporting period.
B. In keeping with the National Aeronautics and Space Act of 1958 which charges NASA with the widest practicable and appropriate dissemination of information concerning NASA’s activities and the results thereof, NASA LaRC may undertake its public interpretation initiatives through its cooperative agreement with the VASC, as well as other established partnerships.
NASA LaRC continues to provide materials to the VASC Education Resource Center for use in schools. Materials include copies of books and other publications such as posters and pamphlets.

Additionally, Hampton’s Air Power Park has a NASA room at the museum. Numerous items are on exhibit both inside and outside of the building.

D. NASA LaRC will provide the Band, the Catawba, and the SHPO an opportunity to comment on any archaeological displays or exhibits developed as a result of this Agreement prior to public display. All comments received within 30 days of the request will be taken into account in finalizing the archaeological display or exhibit.
No displays or exhibits were developed during the reporting period.

NASA Langley Environment Support Services
1. Reference Section L.2 Question Will the Government consider awarding more than one Firm-
Fixed Price contract for this effort? In other words can prospective offerors bid on some sections of the Performance Work Statement (PWS) based on their areas of specialization? Or will you only accept bids that cover all areas of the PWS?
Answer This requirement will be awarded as a single award contract.
Complete proposals shall be submitted in accordance with the
RFP.
2. Reference Exhibit A, PWS, Section 16 – Inspection Services Question “The number of inspections will vary according to the number of active projects, but will normally be eight (8) to thirty-six
(36) inspections per month, or approximately two (2) to nine (9) per week.” This is a potentially large requirement; can the government further define the “inspection” process? How long does the government expect each inspection to last? How often is the contractor expected to visit each active project site?
Answer The Government views the inspection process as a physical site inspection and a summary inspection report (As amended in Exhibit B, Section II Technical Work Submittal UU) delivered to the Government. The Government expects each inspection to last 1-2 hours. The number of visits is expected to be as stated in the
PWS.
PWS Section 16.1 reads, “Inspect and monitor active projects to ensure compliance with all environmental requirements and applicable policies.” Projects requiring inspection/monitoring include, but not limited to construction, demolition, renovation, land disturbing activities, maintenance, activities completed by the Center’s Maintenance, Operations, and Engineering (CMOE) contractor (excluding LF461 exempt actions), and any action with environmental risk as identified by the LF461 process.
Applicable environmental requirements include, but are not limited to, the management of construction debris, soil management and testing, erosion and sediment control, stormwater management, permit compliance/requirements, hazardous materials, fugitive dust emissions, tank compliance, and regulated wastes (e.g., hazardous wastes and toxic substances).”
Other sections of the PWS address media specific inspection requirements. Offerors are encouraged to review the entire PWS to ensure they understand all of the inspections and requirements for inspections contained therein.
3. Reference Attachment 1, Historical Staffing Data Question The Offeror understands that the requirements of this PWS are not identical to the current contract and historical information is provided for reference only. Were the proposed positions ever held by government employed personnel? Can you provide the GS-level associated with each position?
Answer The Government has no available information on performance of work by NASA civil service personnel for the positions outlined in Attachment 1, Historical Staffing Data.
4. Reference Section L.15(a) Volume 1 – Technical Proposal Question Paragraph 1.4 – states “Verification that the Treatment, Storage, and Disposal Facilities (TSDF) selected is on LaRC’s approved list…”The list provided was last updated on January 31, 2012.
Can you please verify that the list provided is the most current?
Answer The Government has provided an Updated Treatment, Storage, and Disposal Facilities (TSDF) list under Attachment 14 Supporting documents.
5. Reference SF 33/OP Form 336 and Section B.5
Question OP Form 336 and Sec B.6, among others, state maximum $1,550,000 over life of contract is for CLIN 0002. Sec B.2 states maximum $1,550,000 over life of contract is for all FFP task orders (CLINS 0001, 1001, 2001, 3001, 4001, and 0002). Please clarify.
Answer The total of all firm fixed-price (FFP) tasks orders issued under CLIN 0002 of this contract shall not exceed a maximum of $1,550,000 during the life of the contract. The $1,550,000 is only in reference to FFP task orders issued under the contract.
This amount does not include the Environmental Support Services FFP amount (CLINs 0001, 1001, 2001, 3001, 4001).
The Government has clarified this in Section B.2 of this amendment.
6. Reference Section L.14.A(3)
Question “Only one original hard copy is required. If for any reason more than one hard copy is provided….” The table in Sec L.9 states two hard copies are required for each volume. Please confirm two hard copies are required for each volume, with one of each volume labeled as Original.
Answer Per L.9 two hard copies are required for each volume. Of the two hard copies, one should be marked as the original.
7. Reference Section L.14.A(3)
Question “All volumes shall have consecutive page numbers.” Please confirm whether each volume should start on page 1 or the page numbers in Vol II should consecutively follow the numbers in Vol I, etc.
Answer Please start each volume on page 1.
8. Reference Section L.15(a)(2)2.2
Question Will the Government please consider removing the resumes and commitment letters from the page count for Volume I?
Answer The Government has added language under L.15(a)(2)2.2.
excluding resumes and commitment letters from the page count for Volume I, Technical Proposals.
9. Reference Section L.15(a)(1)1.1
Question Does the Government wish bidders to include Attachment 3 within the Volume I MS Word proposal, or should bidders submit the completed Attachment 3 as its own separate file, or both?
Answer Please submit Attachment 3 within Volume I, Technical Proposal.
10. Reference Sections L.14.D(1), L.14.D(3)(iii)
Question If the bidder follows the order of items requested in Volume IV, the cover letter will be the last item in the volume. Is this the Government’s intent or should bidders place the cover letter in the front of Volume IV?
Answer Per L.14.D(3) “the contract offer shall consist of the following.”
Items (i-iii) are not required to be provided in the order they are listed.
11. Reference Section L.15(c)(2)x
Question If the bidder follows the order of items requested in Volume III, Attachment 4 information will be provided within each past performance contract reference. Question 1: Is this the Government’s intent or should bidders complete Attachment 4 and place it in a different location that the Government will provide?
Question 2: Are the bidders required to submit the Attachment 4 information inside the Vol III MS Word proposal, as its own separate Attachment 4 file, or both?
Answer Answer 1: Offerors only need to submit one Attachment 4, Performance Work Matrix with their Past Performance Volume.
The Government has clarified L.15(C)(2)x by relocating this requirement to L.15(c)(5).
Answer 2: Please submit Attachment 4 inside the Volume III, Past Performance Volume.
12. Reference Section L.15(b)(5)
Question Does the Government wish bidders to include the data from Attachment 2 within the Volume II MS Word proposal, or should bidders submit the completed Attachment 2 as its own separate file, or both?
Answer Offerors shall include Attachment 2, Pricing Forms in Volume II, Past Performance Proposal. For digital copies, Attachment 2, Pricing Forms may be provided as a separate file.
13. Reference Industry Day Slides, Slide 33, Last Bullet
Question Slide 33, the last bullet states: “Offerors are not required to submit Attachments or Exhibits”. Question: can the Government clarify if this is referring to the RFP attachments or some other item?
Answer Only Attachments and Exhibits that the RFP requires the Offeror to complete need to be submitted. Attachments and Exhibits that are included in the RFP for informational purposes only are not required to be submitted within the proposals.
14. Reference Section L.9.(b)1
Question Does the font requirement apply to Vol IV sections that are from the RFP such as the SF33 (various font types and sizes) and Sections B-K (which uses primarily Times New Roman font size 12), or is the RFP provided font type and size acceptable?
Answer The RFP provided font type and size are acceptable for the Volume IV sections that were provided as part of the RFP.
15. Reference RFP Attachment 3, Required Certification, Training, and Work Experience
Question Attachment 3 provides program areas. Can the Government confirm that the Offeror can bid more than one labor category to meet each program area? Further, as long as one labor category meets the minimum requirements, can the Government confirm that the program area can be supported by other staff that may not fit the required certification, training, and work experience requirements. For example, to Support Water Quality, the certified plan reviewer and inspector will have a BS but could be supported by an environmental specialist that may, or may not, meet the minimum requirements. In other words, may we bid additional categories within each program area ensuring that the lead person in each area meets the minimum qualifications?
Answer Yes, the Offeror may propose multiple categories within each program area. However, for work areas that require a certain skill set, certification or experience, the government expects the person who meets those requirements to perform those duties
16. Reference Section L.15(a)(1)1.2
Question The RFP states “Provide evidence (e.g. certified letter) that the proposed Environmental Laboratory is certified (accredited) under the Virginia Environmental Laboratory Accreditation Program at the time of proposal submission.”
Question: What evidence is the government requiring to demonstrate that a letter is certified from the proposed
Environmental Laboratory? Is a scanned letter on corporate letterhead sufficient to meet the requirement?
Answer The government will accept any adequate evidence that the proposed Environmental Laboratory is certified (accredited) under the Virginia Environmental Laboratory Accreditation Program at the time of proposal submission. This includes a scanned or copied version of the laboratory certification/accreditation letter, or certificate. Providing a VELAP certification number would also be acceptable.
17. Reference SF 33, Section L
Question SF 33 Block 9 states the following: “Sealed offers in original refer to Section L copies for furnishing the supplies or services in the Schedule will be received at the place specified in item 8, or if hand carried, in the depository located at refer to Section L until 1400 ET local time 05/01/2017”.
1) Please confirm that, per the reference in Block 8, the information provided in SF 33 block 7 is the delivery address?
OR is the delivery address regardless of whether the proposal is hand carried in Attachment 8 (which is slightly different than block 7)
Answer Per the reference in Block 8, the information provided in the SF 33 block 7 is the delivery address. RFP Attachment 8 provides additional information for those hand-delivering their proposal.
18. Reference Volume II –Price Proposal
Question Please confirm that there is not a collective bargaining agreement in place with the current labor force.
Answer There is no collective bargaining agreement in place for this effort.
19. Reference Volume II – L.15(b) Price Proposal
Question The RFP incorporates Wage Determinations under the Service Contract Act; however, the historical FTEs only demonstrate one position subject to the Wage Determination, i.e.
Administrative Assistant. The pricing template implies that the “technicians” are “Environmental Technicians”. Assuming that not all of the positions are exempt, can the Government please clarify which positions are currently non-exempt and applicable to the Service Contract Act? For example, the Wage Determinations does not have a “Technician” Labor Category.
Answer The ‘Environmental Technician’ labor category provided in Attachment 2, Pricing Forms -Instructions, was provided for example purposes only. Addition information on current non-exempt and applicable Service Contract Act positions will not be provided.
20. Reference Section L.11 – Limitations on Subcontracting
Question Attachment 2, Price Form is for IDIQ Fully Burdened Rates;
however, per L.11, it should demonstrate that at least 50 percent of the cost of contract performance be incurred by the concern.
Where on Attachment 2 should we demonstrate the aforementioned?
Answer Attachment 2, Pricing Forms; Form E will calculate the percentage of labor for the prime and subcontractors for each contract year. This information will show if the limitations on subcontractor per FAR 52.219-14 have been met.
21. Reference RFP, Attachment 4 – Work Performance Matrix
Question Attachment 4, Work Performance Matrix, only includes PWS 5, 7, 9, 10 11, 13, and 16. Can the Government confirm that these are the only PWS elements in which they are seeking a breakdown of prime versus subcontractors?
Answer Attachment 4, Work Performance Matrix is correct, and only includes PWS sections 5, 7, 10, 11, 13, and 16.
22. Reference Section L.12
Question Can the Government please clarify that the $400,000 used to define significant subcontractors applies to the base work only?
Answer The $400,000 annually only applies to base work, and does not include work completed under the IDIQ portion of this contract.
23. Reference RFP Attachment 2 – Pricing Forms, Form G
Question Can the Government please state what auditing entity they anticipate to audit each function? In other words, generally, these functions are audited collectively by DCAA or an outside accounting firm and not individually.
Answer Attachment 2- Pricing Forms, Form G is for Offerors to provide the status of their current business systems.
24. Reference Section L.15(b)(11)
Question Please clarify that the schedule of rates you reference are those listed in section B.5.
Answer The Pre-Priced Schedule of Rates & Labor Categories for IDIQ support can be found in section B.5.
25. Reference Exhibit A, PWS, Section J
Question Section J of the RFP refers to Exhibits A through F; however, Exhibits D, E, and F do not appear to be included in the RFP.
Please provide these exhibits or clarify if the indicated information from these exhibits is included elsewhere in the
RFP.
Answer Exhibits D, E, and F will be deliverables provided by the Awardee after contract award. Exhibits D, E, and F deliverable information can be found in Exhibit B, Contract Document Requirements.
26. Reference RFP Attachment 4, Work Performance Matrix
Question Please clarify whether the "percentage of labor to be performed" is to be based on estimated labor hours or dollars. If dollars, please further clarify whether the dollar amounts used in the percentage calculation should include fee, material handling charges, and/or ODCs including the $100k plug value for waste disposal/sampling.
Answer The “percentage of labor to be performed” is based on total labor cost. The Offeror shall utilize the Total Prime and Subcontractor Burdened Labor costs calculated in Attachment 2, Pricing Forms, Form E. Clarifying language has been provided in the directions for Attachment 4, Work Performance Matrix.
27. Reference RFP Attachment 5, Contractor Vehicle and Equipment Inventory
Question Attachment 5 identifies one forklift in use on the current contract; we understand from other sources that two forklifts are currently in use. Please confirm whether one or two forklifts are currently in use on the existing contract.
Answer The current contractor is using two forklifts. However, one of the forklifts is primarily used for Recycling Services under the current contract. Recycling Services are not included in this RFP. It is the responsibility of the Offeror to determine what equipment is needed to fulfill the contract requirements.
28. Reference Exhibit A (PWS), Appendix 1 (Required Certifications, Training and Work Experience)
Question Please clarify the requirement in Exhibit A (PWS), Appendix 1 (Required Certifications, Training and Work Experience), under the “Fields Services and Inspection” area of responsibility, which requires “3 years of documented RCRA Hazardous Waste Management training in accordance with 40 CFR 262.34(a)(4);
246.16 and 265.16.” Specifically, it is unclear how the Government will determine if the requirement for "3 years of ...
training" is met. Would this requirement be met by, for example: (1) three annual repeats of a standard RCRA waste management training course (such as an initial course and 2 annual refreshers)? or (2) a combination of training and experience totaling to 3 years?
Answer Three (3) years of documented RCRA Hazardous Waste Management training is acceptable and does not have to be consecutive. No, the requirement cannot be met by a combination of training and experience totaling to 3 years.
29. Reference Section L.15(a)(2)2.2
Question Please clarify the specific content expected in the commitment letters for Key Personnel that are referred to in Section L.15(a)(2)2.2 of the RFP. What should we require in commitment letter? Position, confirmation they could start at effective date of contract period of performance.
Answer The commitment letters of Key Personnel should state the position that the person will be filling and his/her confirmed start date of employment if the Offeror is the selected awardee for this contract.
30. Reference RFP Attachment 3 and PWS Appendix 1
Question Please clarify the rationale for requiring RCRA Hazardous Waste Management training for staff performing Field Inspection Services (RFP Attachment 3 and PWS Appendix 1).
Inspections for areas such as construction, erosion and sediment control, demolition, maintenance, and other areas identified in PWS 16 do not require RCRA training. Inspections that do require RCRA training (e.g., of satellite accumulation areas) are described separately (PWS 7) and the associated qualifications including RCRA training are already reflected in the row for Waste Support in RFP Attachment 3 and PWS Appendix 1.
Answer Staff performing Inspection Services are very likely to inspect and monitor RCRA Hazardous Waste activities or follow-up on waste management directives given under the LF461 review comments.
PWS Section 16.1 reads, “Inspect and monitor active projects to ensure compliance with all environmental requirements and applicable policies. Projects requiring inspection/monitoring include, but not limited to construction, demolition, renovation, land disturbing activities, maintenance, activities completed by the Center’s Maintenance, Operations, and Engineering (CMOE) contractor (excluding LF461 exempt actions), and any action with environmental risk as identified by the LF461 process.
Applicable environmental requirements include, but are not limited to, the management of construction debris, soil management and testing, erosion and sediment control, stormwater management, permit compliance/requirements, hazardous materials, fugitive dust emissions, tank compliance, and regulated wastes (e.g., hazardous wastes and toxic substances).”
As the question mentions, other areas of the RFP require inspection services including SAA inspections. However, projects may include, but not limited to dealing with aerosol can collection, PCB related equipment, lead based paint removal, sand blasting work, or inspections of other work and activities at LaRC.Research work may have waste management concerns as well and the government may need to monitor the activity to ensure compliance with LF461 directives. Having RCRA trained staff allows flexibility in meeting the wide variety of inspection service needs that a complex and dynamic work place encounters.
31. Reference Section L.15(c)2
Question Should the Past Performance Contract writeups address all areas of the PWS (PWS 4-19) or only the 7 specific PWS elements (PWS 5, 7, 9, 10, 11, 13, and 16) that are listed in the PPQ (RFP Attachment 9)?
Answer Per L.15(c)2 ix include, “Thorough and complete description of contract work content and specific description of how prior experience is relevant to the technical performance elements of Attachment 9, Past Performance Questionnaire. This shall include only the 7 PPQ Technical Performance Elements and their applicable PWS sections.
32. Reference Exhibit A, PWS 9.8
Question “Regarding PWS 9.8 - “Inspect equipment on air permit list monthly for use and usage time, as required in the LaRC air permit and air permitting regulations. Inspect associated air pollution control equipment (ex: paint booth filters, manometers) to ensure proper installation and operation”:
o a. No deliverable is noted in TAB 05 Exhibit B Contract Document Requirements v17.pdf. Does the government expect a deliverable? If so, what is the deliverable?
o b. Additionally the Government may wish to further clarify the type of inspection desired (e.g., solely use and usage time, or something more extensive such as physical inspection of each piece of equipment?)."
Answer The “inspections” are needed to gather data and information required for air permit compliance. The Government does not expect more extensive physical inspections. No additional deliverable is expected other than those shown in Exhibit B Section II, Technical Submittals I, J, and K..
33. Reference Exhibit A, PWS 14
Question Regarding PWS 14 - Remediation:
o a. If the Record of Decision is finalized, could can it please be provided?
o b. Can the government please provide a map with the surface water locations?
Answer The Interim Record of Decision (ROD) for groundwater contaminated by chlorinated solvents has been added to Attachment 14 Supporting Documents. The Construction Debris Landfill (CDL) “site wide” ROD is being worked and is not yet available.
The Government has added a document from a previous sample event under Tab 14 Supporting Documents. This document shows the surface water sample locations.
34. Reference Section L.15(a) Volume 1 – Technical Proposal
Question The list of NASA LaRC Approved TSDF's provided with the RFP is dated Jan. 31, 2012. Can the Government please provide an updated list?
Answer Please refer to the answer provided for question 4.
35. Reference Exhibit A, PWS 11.12
Question Regarding PWS 11.12 – “Starting in October 2018, the contractor shall provide monthly (every 30 days) and annual UST tank inspection for all active USTs at LaRC. The contractor shall document the inspection and report findings to the COR” - please confirm whether the government wishes the contractor to “perform” the inspections or collect the information from others and provide that information to the
COR.
Answer The contractor shall gather information, records, and documentation for the annual inspections. Further, the facilities staff should be performing the monthly inspections of the USTs and providing documentation of monthly UST inspections.
Thus, the contractor will primarily be gathering documentation and records to show compliance. However, in the event the facilities staff cannot perform these inspections and, to ensure continued compliance, the contractor should be prepared to perform the monthly inspections. There are 6 USTs at LaRC (at 2 facilities) that would require inspections. This requirement is not expected to be a large effort.
36. Reference Section L.15 (c) 2) x – Updated to Section L.15(c)5)
Question L.15 (c) 2) x states, "The offeror shall complete RFP Attachment 4, "Work Performance Matrix," for which of the team members (prime and/or subcontractor(s)) will perform each of the sections of the PWS. Question: Is the Work Performance Matrix included or excluded from the Past Performance Volume page count?
Answer The Government has provided clarification to L.15(C)5) stating that the Work Performance Matrix will be excluded from the Volume III page count.
37. Reference Section L.15(b) 9
Question We understand that a business license with the City of Hampton, VA may be needed in order to carry out work at LaRC. Can you please confirm if that is the case, and if so whether the approx.
$6000 annual cost of this license would be allowable as an ODC on the contract.
Answer The annual cost of a business license with the City of Hampton, VA is an allowable cost, whether it is allowable as a direct or indirect cost should be in accordance with the Contractor’s accounting system.
38. Reference Section L.15(a)(1) 1.4
Question Section L.15(a)(1) 1.4 requires "Verification that the Treatment, Storage and Disposal Facilities (TSDF) selected is on LaRC's approved list…" Please clarify what specific information or documentation will be considered as acceptable "verification" for purposes of meeting this requirement.
Answer Offerors shall provide a statement that they plan to use LaRC’s approved Treatment, Storage and Disposal Facilities (TSDF). If not using an approved TSDF, the offeror will be required to complete a LaRC audit report for the non-approved TSDF.
39. Reference Section L.15(a)(1) 1.2
Question Section L.15(a)(1) 1.2 requires submittal of certification documentation for the proposed Environmental Laboratory.
Does this requirement for certification documentation apply only to the laboratory(ies) that will be providing support under PWS 8, Laboratory Services, or would it also include the laboratory(ies) supporting other PWS areas such as PWS 14, Remediation?
Answer Utilizing a certified laboratory would apply to all areas of the contract. The certification for PWS 14, Remediation Services does not need to be provided at this time and may be different from the laboratory used for PWS 8 Laboratory Support.
40. Reference RFP Attachment 3 (Required Certifications, Training and Work Experience Matrix)
Question In Attachment 3 (Required Certifications, Training and Work Experience Matrix), for the column titled "# and/or % of WYEs proposed," please clarify whether the WYE number is intended to be (a) the number of proposed staff who have the indicated qualifications (which would always be a whole number such as 1, 2, 3, etc.); or (b) the overall planned level of support for each Area of Responsibility (which may be a fractional number such as 0.5, 1.2, etc.).
Answer For the WYE number in Attachment 3, please include the overall planned level of support for each Area of Responsibility.
Please refer to Question 15 for additional details regarding Attachment 3.
41. Reference Exhibit A, PWS 16.1
Question In PWS 16.1, please clarify what is meant by “The inspector(s) performing the work shall have the required training/qualifications for each environmental media area being inspected as identified in Attachment 2.” Does that mean that in addition to the qualifications under “Field Services and Inspection” in PWS Appendix 1, that the inspector(s) must also have the qualifications specific to the other program areas, such as “Air Quality Program,” Water Quality Program,” “Tank Program Support,” etc.?
Answer There is no Attachment 2 to the PWS, but from the context of the question, it appears the question deals with Appendix 1 to the PWS. As projects, research, and activities at NASA vary greatly, the inspection requirements in the PWS cover an array of situations. There may be more than one inspector involved in a single inspection or audit to allow for properly qualified personnel to inspect the media areas of concern. As discussed in other answers, the more routine and regulatory driven inspections are listed specifically in each of the primary media area sections. The field inspection services section (Section 16) was written to complement those inspections and create a robust inspection and monitoring program. The inspector(s) performing the work shall have the required training / qualifications for each environmental media area being inspected as identified in Appendix 1.
42. Reference Exhibit A, PWS, Appendix 1 and RFP Attachment 3
Question For the "Field Services and Inspection" row in PWS Appendix 1 and RFP Attachment 3, would the Government consider a combination of training and experience to be a viable substitute for the ”3 years of documented RCRA Hazardous Waste Management training in accordance with 40 CFR 262.34(a)(4);

Question Please clarify the deliverables required for PWS 16 (Inspection Services).
Answer The deliverable required for PWS 16 is a completed inspection report, as amended in Exhibit B Section II, Technical Submittals UU. Information collected in the field such as photos should also be provided with the inspection report, for the Government to determine how to proceed, follow-up or assign additional monitoring.
44. Reference Section L.15(a)(1)1.1
Question Section L.15(a)(1)1.1 refers to "position categories." Are "position categories" the same as "labor categories" which are referenced in instructions for the Price Proposal (Section L.15(b)(7)(a) and Attachment 2)? If not, please clarify the difference between the two terms.
Answer For purposes of this RFP “position categories” and “labor categories” are the same and may be used interchangeably.
45. Reference Exhibit B Contract Document Requirements
Question Please confirm if the Programmatic Agreement Annual Status Report should be included in the Contract Documentation Requirements (PWS Exhibit B).
Answer The Government has added the Historic Preservation Annual Report (Programmatic Agreement Annual Status Report) as item TT in Exhibit B, Contract Requirements Document. In addition, a copy of the most recent report has been provided in Attachment 14 Supporting Documents.
46. Reference Section L.15(a)(1)1.2
Question Section L.15(a)(1)1.2 requires a copy of the certification for the proposed Environmental Laboratory to be included in the Technical Proposal Volume. Please advise whether this certification documentation (which can run to several pages) is included in the page count for the Technical Proposal Volume.
Answer The lab certification will not count against page count in the Technical Proposal Volume. Clarifying language has been added to Section L.15(a)(1)1.2.
