Description Of Work:
Task 1 Core TDT Support:
The scope of this effort is to participate as a member on a NASA Engineering and Safety Center (NESC) Non-Destructive Evaluation (NDE) Technical Discipline Team. The Contractor shall make and/or express expert opinion, advice, and/or guidance on NDE and other related areas of interest; perform quick response and initial evaluations of technical assessment requests; and support NASA Technical Fellow by performing short duration special discipline studies. The Contractor shall perform technical research, reviews, and analysis on NDE related areas of interest. The Contractor shall participate in TDT team meetings via teleconferencing and in other technical meetings as requested by NASA Technical Fellow. The Contractor shall be required, upon request, to prepare a technical presentation(s) and record a training video(s) to be re-broadcast on the NESC Academy training website. The Contractor may need to collaborate with others to develop the presentation content and provide support during the video editing process.
Option 1: Support to NDE Technical Discipline Team:
1. Participate in team meetings as required by the NASA Technical Fellow
2. Make and/or express expert opinion on NDE related topics.
3. Provide findings/comments or opposing viewpoints to NASA Technical Fellow.
Option 2: NDE Technical Discipline Team Face-to-Face Meeting Attend and participate in one face-to-face meeting at a domestic location.
Option 3: Support NESC Technical Assessments, Technical Support, Special Studies and/or perform activities to assess and advance the state of the NDE technical discipline.
Perform quick response and initial evaluations of independent assessment requests. Support the NDE technical discipline by performing short duration special studies.
Provide written draft sections of team reports and other products as requested by technical lead. (Specific tasks to be performed may be stated as a separate task when appropriate.)
Data Sensitivity: NASA/NESC may furnish or require access to a variety of documentation (reports, drawings, etc.) that are considered restricted or sensitive. In accordance to established guidelines, appropriate handling of such data must be adhered to. Technical experts will be required to complete appropriate nondisclosure agreements. The MSFC Support requires expertise in supporting ongoing propulsion R&D efforts; investigating technologies associated with propellant storage; and utilization for both cryogenic and storable fluids, chemical propulsion systems, nuclear propulsion & power activities and electric/plasma based propulsion concepts. This covers hardware components and system configurations to assess technology approaches including the use of advanced manufacturing techniques and development of specialized fixtures and test equipment. In support of this work, the contractor shall address a wide range of activities such as concept layout, design, analysis, fabrication, assembly, integration and experimental evaluations of hardware components and systems. The primary focus of this support will be to assist in test hardware development, special test/work space equipment, setup, configuration and operations within the Propulsion Research and Development Laboratories for experimental activities under investigation. These activities include, but are not limited to, hardware and supportive systems to investigate propellant fluid management and utilization technologies (cryogenic and storable systems); nuclear based surface power and thermal propulsion systems; fusion propulsion technologies; engine component advanced manufacturing support; and electric/plasma (pulsed/continuous) thruster technologies.
Overall Certifications for laboratory work include the following:

Due to the special circumstances governing the scheduling of work and selection of sources, during the fabrication of articles required, NESC will be responsible for all quality assurance monitoring. The quality assurance employed will normally take precedence over the Contractor's quality program unless specified in advance. Inspection and acceptance of articles under this notice will be the responsibility of the NESC.

The NASA Engineering and Safety Center (NESC) has formed a Robotic Spaceflight Technical Discipline Team, which provides technical expertise to the Agency for issues related to Mission data bases/archives, in particular entry, decent, and landing, thermal protection systems, and similar - Wireless avionics systems and sensors in spacecraft - DC/DC converter design/reliability - Lunar and planetary environments - Planetary protection design/validation - Standards for environmental design/testing - Earth orbit/deep space design issues/options - Data mining in search of recurring anomalies - Bio-inspired technologies.
The Contractor shall make and/or express expert opinion, advice, and guidance on robotics and other related areas of interest; perform quick response and initial evaluations of independent technical assessment requests; and support Technical Lead by performing short duration special discipline studies. The Contractor shall perform technical research, reviews, and analysis on robotics related materials. The Contractor shall participate in TDT team meetings via teleconferencing and in other technical meetings as requested by Technical Lead. MOD #1 (12/18/16) to add additional support to TDN.
The ESD Chief Engineer requested the NASA Engineering and Safety Center (NESC) perform an assessment of ESD's Verification & Validation (V&V) Plan. A cross-program-level review of the plan is requested to identify gaps and areas for improvement. The NESC is requested to implement a phased approach to assess each program's V&V during their upcoming Critical Design Review (CDR). The NESC is requested to complete this assessment by the Exploration Systems Integration (ESI) Build-to Sync (BTS).
The contractor shall support an 8-9 month study to evaluate ESD Office’s V&V planning to 1) understand whether the ESD-level planning approach is adequate; 2) understand the V&V planning response for the three Programs (i.e., Space Launch System (SLS), Multi-Purpose Crew Vehicle (MPCV) to include the European Service Module (ESM), and Ground Systems Development and Operations (GSDO)); and 3) evaluate the actual V&V implementation between the four organizations.
The scope will focus on integrated MPCV, SLS, and GSDO V&V activities to ensure the required cross-program functionality will be verified and validated in time to support the Exploration Mission (EM)-1 launch date. The assessment will be able to identify disconnects across programs, but it is not a deep dive into the programs’ internal V&V activities.

The contractor shall have specific expertise and experience in understanding causes of and ramifications inadequate systems verification and validation planning. The contractor shall participate as a member of the NASA Engineering and Safety Center's Evaluation of ESD’s V&V plans. As such, the contractor shall provide the necessary manpower and expertise to perform the following:
1) As requested by the Team Lead, the contractor shall:
Review and evaluate system V&V plans, joint verifications (JVs) in interface requirements documents (IRDs) and interface control documents (ICDs), and other pertinent documentation with respect to the system functions, design, and design implementation approaches to identify gaps and areas for improvement.
Share expertise in interpreting cross-program V&V plans in the areas where the contractor has the strongest systems expertise.
Participate in team teleconferences and team meetings as required.

Description Of Work:
Background: The NASA Engineering and Safety Center (NESC) has formed the Nuclear Power & Propulsion Technical Discipline Team (TDT), which provides technical expertise to the Agency for issues related to Nuclear Power & Propulsion. The Nuclear Power & Propulsion Technical Fellows and their designated nuclear team are assigned to develop a nuclear technology development plan that includes pathways for In-space Propulsion systems and Surface Power systems based on a fixed human exploration architecture, in coordination with HEOMD; and bring HEOMD, SMD and STMD commonality of use forward to APMC to guide the Agency's nuclear investment strategy.
The Nuclear Power & Propulsion discipline is intended to encompass all aerospace-related nuclear systems used to generate electrical power or produce spacecraft thrust. The Nuclear Power & Propulsion TDT will include, but not be limited to, the following sub-disciplines:
- Radioisotope Power Systems (RPS): Systems that convert heat from the natural decay of radioisotopes to produce electrical power. Current systems rely on Pu238 heat sources, in the form of General Purpose Heat Source (GPHS) modules, with either thermoelectric or Stirling power conversion for missions that last 10 years or more. The current RPS produce approximately 100 We (e.g., the multi-mission radioisotope thermoelectric generator used on Curiosity) with growth potential up to about 500 We.
- Fission Power Systems (FPS): Systems that convert heat from a sustained fission reaction to produce electrical power. These systems rely on U235 fuel and a neutron reflector to produce thermal output that can be adjusted with control rods. The thermal energy is delivered by heat pipes or pumped fluid loops to a variety of static or dynamic power conversion devices. FPS are designed to provide long duration electric power from about 1 kWe up to several MWe.
- Nuclear Thermal Propulsion (NTP): Systems that utilize a sustained fission reaction to heat a propellant that is directed through a nozzle for spacecraft propulsion. These systems also rely on U235 fuel and produce 100s MW of thermal energy to heat hydrogen to high temperature for short duration propulsive maneuvers. NTP systems provide high thrust and high specific impulse to enable relatively short crewed flight time or reduced propellant loading compared to chemical rockets.
- Nuclear Electric Propulsion (NEP): Systems that combine radioisotope or fission power generation with electric thrusters for spacecraft propulsion. These systems utilize the RPS or FPS to supply electrical power to a variety of electric propulsion devices (e.g., ion or Hall thrusters) that produce low thrust for long periods with very high specific impulse. Power levels range from several kWe for robotic science to 100s of kWe for cargo delivery up to many MWe for piloted vehicles.
Required Work: The Nuclear Power & Propulsion will:
a. Develop and/or maintain the state of the nuclear discipline status on an annual basis.
b. Provide, and annually update, the Agency's Nuclear investment strategy recommendation in collaboration with the Mission Directorates.
c. Hold monthly teleconference meetings attended by the core team members (additional meetings may be scheduled on an as-needed basis).
d. Conduct at least one face-to-face (F2F) meeting each year.
e. Provide support to ongoing missions as required.
f. Participate in NASA, other government agency, industry, and professional society-sponsored activities that provide the best opportunities to enhance and/or facilitate communication and technical issue resolution within the material discipline.
g. The Nuclear Power & Propulsion TDT may sponsor special technical meetings or workshops for the advancement of the electrical power discipline community of practice.
h. The Nuclear Power & Propulsion TDT may sponsor nuclear discipline state-of-the-art white papers.
The team is comprised of experts from NASA, industry, academia, and other government agencies. The team is led by NASA Technical Fellows.
As a member of the Nuclear Power & Propulsion TDT, the contractor shall participate in the following tasks:
Option 1 - Support to Nuclear Power & Propulsion Technical Discipline Team Participate as a member of the Nuclear Power & Propulsion TDT in team meetings and activities as required by the NASA Technical Fellows (typically one per month via telecom).
Make and/or express expert opinion, advice, and guidance on electrical power and other related methods of interest.

Description Of Work:
The scope of this effort is to provide technical expertise/consultation and services, including testing and fabrication, to support a NASA Engineering and Safety Center (NESC) technical assessment, special study, or other technical activity in relevant engineering or scientific areas.
The Contractor shall be required, upon request, to prepare a technical presentation(s) and record a training video(s) to be re-broadcast on the NESC Academy training website. The Contractor may need to collaborate with others to develop the presentation content and provide support during the video editing process.
The NASA Engineering and Safety Center (NESC) has convened an expert team for the purpose of characterizing NASA's composite overwrapped pressure vessels (COPVs). In support of this task, a Contractor expert in the field of designing efficient tests and modeling under uncertainty is being requested to work with the team and provide expertise in his field.
The Contractor shall participate as an active member of the team for the period of time during which his expertise is required. The Contractor shall provide technical expertise and consultation support to the team in any of the following sub-discipline areas as requested by team lead(s): Design and Analysis of Experiments; Statistics; Data Analysis; Reliability; Systems Analysis; or Technical Risk. As such, the Contractor shall provide the necessary time and expertise to perform the following:
1. As required, the Contractor shall participate as a member of the team by providing expertise and support in his designated sub-discipline areas.
2. Specifically, the Contractor shall assist in:
a. Formulation of statement of problem and factors to be considered in certain tests to be sponsored or performed by the team.
b. Evaluation of and recommendations for optimization of test matrices and test performance practices where appropriate, including randomization and blocking schemes, recommendations on sample size and application of specific quantities of samples to specific test input factor conditions, recommendations on input and output measurement processes, suggestions for inclusion and disinclusion of specific input factors, etc.
c. Formulating test plan(s) where appropriate.
d. Analysis, characterization and presentation of resulting test data.
e. Writing sections of the final report as assigned by the assessment lead.
3. The Contractor shall additionally analyze and characterize other data as required for team purposes. The Contractor shall inform the team of related findings and make the team aware of the significance of the findings to the team's objectives.
4. The Contractor shall attend teleconferences of the team when topics for which the team requires to be addressed. Attendance at face-to-face meetings at specific sites may be required by the Contractor.
The Contractor shall participate in team meetings mostly through teleconferencing and other technical meetings as requested by technical team lead. The Contractor shall participate via teleconferencing in out briefs of assessed findings, observations, and recommendations to the NESC Review Board and to stakeholder(s).

Quality management for articles authorized to be procured under this notice: Due to the special circumstances governing the scheduling of work and selection of sources, during the fabrication of articles required, NASA LaRC will be responsible for all quality assurance monitoring. The quality assurance employed will normally take precedence over the Contractor's quality program unless specified in advance. Inspection and acceptance of articles under this notice will be the responsibility of the NESC.

Background and Problem: The NESC has been asked to investigate the fault tolerance and redundancy of the SpaceX Falcon and Dragon proposed flight avionics systems non-deterministic architecture for the Commercial Crew Programs (CCP) crewed missions. This effort is required to validate the level of fault tolerance and redundancy of the flight avionics systems based on CCP Program requirements and to identify candidate electrical, electronic, and electromagnetic (EEE) parts for in-depth review, which is the subject of a separate concurrent NESC assessment. Fault tolerance and redundancy of their avionics architecture have been cited by the Partner, in addition to short mission duration, as rationale for the use of a nontraditional EEE parts selection, qualification, and screening approach. Also, CCP Engineering has expressed concerns with possible risks associated with the perceived non-deterministic nature of the architecture.
The SpaceX Dragon and Falcon flight avionics systems proposed for crewed missions for NASAs CCP employ a nontraditional approach to EEE parts selection, qualification, and screening for critical flight avionics systems. Due to the claimed high fault tolerance and redundancy of the Partner's avionics systems, coupled with the relatively short mission duration (nominally less than 10 days powered on, except for the Dragon Power Unit, which is powered on for up to 270 days), the Partner has proposed the use of commercial off-the-shelf EEE piece parts of automotive and/or industrial grades with no part-level screening. The Partner proposes box- and/or board-level testing in lieu of traditional part-level testing to screen for infant mortality parts. It also proposes that a generic manufacturer's reliability and quality attributes as captured in Production Part Approval Process (PPAP) documentation for automotive-grade parts or equivalent are sufficient for mission assurance in their application. The fault tolerance of the Falcon and Dragon avionics systems designs should be verified against Program requirements, and critical parts for candidate evaluation should be identified by a second assessment activity for parts testing. Also, CCP Engineering has expressed concerns with possible risks associated with the perceived non-deterministic nature of the architecture.
Description of work:
The contractor shall participate in conducting an independent assessment of the SpaceX Crew Dragon and Falcon avionics systems redundancy and fault tolerance against CCP Program requirements.
The contractor shall assist in identifying candidate EEE parts for evaluation by the NESC as a separate assessment.
The contractor shall assess the possible non-deterministic features of the architecture and their associated risks.

Background: The NASA Engineering and Safety Center (NESC) has formed the Electrical Power Technical Discipline Team (TDT), which provides technical expertise to the Agency for issues related to Electrical Power. The Electrical Power discipline is intended to encompass all aeronautical and aerospace-related electrical power systems. The team membership encompasses all of the discipline in meeting electrical power engineering needs and emphasis is placed on the most critical electrical power needs of the NASA projects which vary as the Agency's major missions change over time. The TDT provides expertise for independent test, analysis, and evaluation of NASA's most difficult electrical power problems. The TDT provides leadership, stewardship, and role models for the NASA electrical power engineering community. The team provides a forum for electrical power experts from across the Agency to share experiences, document lessons learned, define and execute tasks that address common needs, and maintain awareness of the needs of projects not in their typical area of assignment. The team is comprised of experts from NASA, industry, academia, and other government agencies. The team is led by a NASA Technical Fellow.
The Team's membership includes, but is not limited to expertise in the following sub-disciplines:
Electrical Power Systems: Electrical power system design and analysis (such as architecture and energy balance evaluation), requirements definition, requirements flowdown, requirements validation (through test or analysis), integrated modeling, integrated tool development, safehold and safing modes, failure detection and correction systems (developed in concert with the systems engineering team), and electrical power system integration and testing.
Power Management and Distribution (PMAD): PMAD-related efforts involve, but are not limited to, power distribution switching, power system sizing, all aspects of power system protection, such as overvoltage or overcurrent protection, power system control, power quality characteristics and specifications, and energy balance analysis.
Electrical Power Energy Storage Systems: Energy storage systems include, but are not limited to, chemical energy storage, such as batteries or fuel cells, mechanical storage techniques, such as flywheel energy storage systems, capacitor energy storage, and thermal energy storage.
Electrical Power Generation Systems: Electrical power generation systems include solar photovoltaic, chemical energy conversion systems, such as fuel cells, solar thermal or waste heat to electrical conversion systems, and nuclear-based power generation systems such as radioisotope thermal generators (RTGs).
Electrical Power System Electronics: Electronics coverage includes power converters, inverters, shunt control systems, hybrids, electrical power-related parts, and other technologies related to power system electronics.

Contractors need to support the SMAP Anomaly Circuit Investigation aiding the Mishap Review Team within NASA by providing technical consulting on the potential failure modes associated with a satellite power supply currently on orbit. The review of the SMAP Low Voltage Power Supply Design schematics and PSPICE circuit models will be provided to the consultant as will a summary of the observables telemetry on orbit. The contractors will advise the Technical team on possible failure mode that matches the observables. 4 cases have been developed by the NASA internal team and the consultant will also try to assess those cases for feasibility and provide their opinion on which case(s) is/are more likely.
