TEAMS 3 Draft Request for Proposal (DRFP) Questions and Answers

The DRFP in L.8 states that "Written questions or comments should be submitted within 10 calendar days of the issuance" which would be the 14th October and in L.10 it states "Comments in response to this Draft Request for Proposal (DRFP) shall be emailed to larc-teams3@mail.nasa.gov with the subject of “DRFP Industry Comments” no later than 12:00 p.m. EST on Wednesday, October 26, 2016." Please would you clarify the date by which questions must be submitted?
Provision L.8 refers to questions in response to the final RFP. Provision L.10 refers to questions in response to the draft RFP. On October 25, 2016, the comment period in response to the draft RFP was extended to November 2, 2016.

FedBizOpps shows that this is a total small business effort. Does this mean that all of the performers on a team must be small businesses? Or, can small business teams include medium/large businesses as well for a portion of the work?
The determination has been made that TEAMS 3 is a small business set-aside; therefore, the prime offeror must be a small business concern. The small business requirement applies to the prime offeror only; the prime small business can propose “other than small businesses” as subcontractors. However, in accordance with FAR clause 52.219-14, Limitations on Subcontracting, “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” The “concern” is the proposed small business prime contractor.

For additional information, please reference the Small Business Administrations (SBA’s) rules on affiliation at 13 CFR 121.103 and website (https://www.sba.gov/contracting/getting-started-contractor/make-sure-you-meet-sba-size-standards/affiliation), including SBA’s Ostensible Subcontractor Rule.

Past Performance L.20 (b) (10). Although the mission of TEAMS 3 spans 13 discipline areas, the government is only requesting that the TEAMS 3 offeror demonstrate specific experience in a limited subset of the work content. Can the government please clarify its intent for the difference in covered PWS elements between L.20 (b) (9) and L.20 (b) (10), and consider adjusting the requirements to cover PWS sections 4.1 to 4.13? If an offeror is required to address the complete description of work and describe the contract management for those areas, it seems that it would be in the best interest of the government to demonstrate the relevant experience in all areas of the PWS.
NASA selected these specific PWS sections represented in L.20 (b) (10) to reflect the diversity of the types of work anticipated under this contract, and, in addition, represents a significant portion of the projected work to be performed under the contract.

Past Performance L.20 (b). If size and complexity relevancy will not be evaluated for subcontractors, can the government please describe what evaluation method they will use to evaluate subcontractor past performance?
In accordance with Section M.3 Evaluation Factors, Factor 3 - Past Performance, “NASA will evaluate subcontractors’ current/recent records based on the similarity of content to the performance work areas specified in L.20 (b) (10) for which they are proposed to perform.”

Also in accordance with Section M.3 Evaluation Factors, Factor 3 - Past Performance, “In assessing performance, the Government will make an assessment of the Offeror’s (including significant subcontractors) overall performance record. The Government will evaluate the Offeror’s (including significant subcontractors) past performance record for meeting technical, contract management, schedule, cost management, occupational health, safety, security, overall mission success, and other contract requirements.”

Attachment 11. Should offerors assume that iSite is the COTS ECMS referenced in PWS 3.2

Electronic Contract Management System based on iSite being identified in Attachment 11?

Yes, NASA currently anticipates the use of iSite as the COTS ECMS for the TEAMS 3 contract.

Attachment 10. The attachment provides general guidance on the level of labor categories. For

example, in Discipline 12 the guidance is to allocate 45% of the hours to Engineer Levels 1-

9. Given the broad salary ranges within the engineering categories, can the government please provide more granularity with respect to the labor categories and the corresponding allocations?

Yes, NASA will revise Attachment 10 in the final RFP to provide a greater level of granularity in the levels for the Supervisor Engineer and the Engineer labor categories for the Systems Analysis and Concepts Development Discipline (Discipline 12).

Attachment 9. In the technical professional family of labor classifications, a Master’s degree is required to achieve a level greater than (4). Typically, years of experience can be used to extend the higher classification levels to bachelor degreed professionals. Would the government consider modifying the requirements to include an education/years of experience equivalency matrix?
No, for proposal purposes all offerors should utilize the labor classifications described in Attachment 9.

Exhibit B.15 and Attachment 7. Exhibit B.15 states, “The Contractor shall submit a Safety and

Health Plan within 30 calendar days of contract effective date.” Attachment 7 states, “The Offeror shall submit a detailed safety and health plan with Volume II of its proposal.” Can the government please confirm that the Safety and Health Plan is due within 30 days of the contract effective date?

The Safety and Health Plan shall be submitted within 30 calendar days of contract effective date. The final RFP will include the following changes:

NFS 1852.223-73, Safety and Health Plan, will be deleted from Section L and Attachment 7 will be revised to reflect the submission requirements of “within 30 calendar days of contract effective date”.

Instructions, Conditions, and Notices to Offerors L.7. Can the government please confirm that the

Offerors shall require only “significant subcontractors” (as defined as a subcontract greater than or equal $25 million) to submit a Total Compensation Plan as part of their proposal?

In accordance with NFS 1852.231-71, Determination of Compensation Reasonableness, the prime offeror shall provide a Total Compensation Plan addressing the entire workforce including all subcontractors. Subcontractors meeting the requirements in paragraph (d) of 1852.231-71 are required to provide information requested in the clause, as part of their proposal to the prime offeror.

DRFP L.8 (b) - The DRFP states: "Questions or comments shall not be directed to the technical activity personnel. Reference Attachment 4, Communications Blackout Notice. "

We have been unable to locate Attachment 4. Is it being issued later?

Yes, NASA will include Attachment 4 with the final RFP. The communications blackout period starts with issuance of the final RFP.

DRFP L.20 (b) 9 - In the DRFP it states "...Thorough and complete description of contract work content and specific description of how contract oversight experience is relevant to managing a technically diverse workforce spanning fundamental research through mission execution across multiple technical competencies similar to technical PWS sections 4.1 to 4.13..." Please expand on what you mean by "Mission Execution".
Mission execution refers to carrying out work that specifically impacts the advancement toward completion of the NASA mission. The NASA mission refers to NASA objectives in general. The NASA mission is often thought of in terms of major NASA goals such as developing and bringing into service the Space Launch System or perhaps a given satellite system. As such the term NASA mission is often used to refer to high visibility physical systems that are being researched and pursued to bring to fruition. In reality, even the fundamental research that NASA conducts is a part of the NASA mission. However, this referenced statement in the DFRP was an attempt to describe the breadth of the work to be conducted under the TEAMS 3 contract, from fundamental research to the work tasks that might be described as more directly impacting higher-level NASA mission objectives.

DRFP/I.3 - I.3 ORDERING (FAR 52.216-18) (OCT 1995) (Applicable to CLIN 004)

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or Task Orders by the individuals or activities designated in the Schedule. Such orders may be issued from contract effective date through the end of contract period of performance.

(b) All delivery orders or Task Orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or Task Order and this contract, the contract shall control.

(c) If mailed, a delivery order or Task Order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.

Please define “delivery order” – it appears only in this section of the draft RFP.

In accordance with FAR Part 2, “Delivery order” means an order for supplies placed against an established contract or with Government sources. In reference to FAR clause 52.216-18, NASA anticipates only issuing Task Orders under the TEAMS 3 contract CLIN 004 (IDIQ).

DRFP/Attachment 11 Phase-In/Government Expectation, Row 28 in table - Row 28/Receive proposed AWP from new contractor and provide to COR, Discipline Leads, Technical POCs, and Cost/Price Analyst for evaluation. Will the selected contractor receive a copy of the current AWP during Phase-In period?
The selected contractor will receive information similar to what is in the current AWP.

PWS Section 4.13.1 Provide subject matter experts (SMEs) and technical experts to: - "In support of the NESC’s mission, the Contractor shall support critical, high risk projects which may be urgent and of a short duration SME availability within 24 hours of official notification from the CO or COR."

Please clarify what is meant by "official notification from the CO or COR".

"Official notification from the CO or COR" is the initiation of a TDN or TO in the Government provided ECMS or through direction from the CO or COR via e-mail.

PWS Section 3.2 Electronic Contract Management System - Will NASA provide any needed training for use of the subject ECMS, or will it be the responsibility of the contractor to secure training from the software provider?
NASA will provide any training needed for the use of the Government provided ECMS.

L.6 GOVERNMENT PROPERTY MANAGEMENT INFORMATION (NFS 1852.245-80) (JAN 2011) - Sub-paragraphs (a)-(g) of this section appear to be instructions for items to be included in the proposal. Please clarify if these sections need to be addressed in the submitted proposal.
Yes, the items identified in NFS 1852.245-80, Government Property Management Information, are to be addressed in a submitted proposal.

Section G.8, Technical Direction Notices (TDN) - Section G.8, Technical Direction Notices (TDN) states that with each TDN the Contractor is to provide a rough order of magnitude (ROM) estimate for required resources.

Considering the awarded contract will be either CPAF or CPFF, will the contractor be evaluated on the potential costs in excess of the TDN estimates, against adherence to the Annual Work Plan, or some other performance criteria?

NASA will consider the Contractor’s planned vs actual costs incurred at the TDN level.

DRFP L.19 (d) - DRFP states "Direct Labor hours do not include contract support labor, i.e., the administrative effort supporting the overall contract that may be classified as direct by the Offeror's accounting system." Will the Government be providing office space and furnishing necessary equipment (desks, computers, etc.) for the administrative support at the customer desired location?
NASA will provide on-site office space, work area space, and utilities for all TEAMS 3 personnel directly supporting the contract.

Would the Government provide a breakdown of the workforce by seniority in terms of percentages of category WYEs? This will ensure that all offerors are proposing the proper level of benefits.

NASA will not provide the requested information.

DRFP L.19 (f) - Government provides a plug in number for ODCs. Are any labor type charges (buyers, HR, etc.) included in this plug in number?
In accordance with DRFP Section L.19 (f), the plug numbers for ODCs include Miscellaneous Costs associated with specialized training, test equipment, hand tools, cables, circuit boards, computers/accessories (outside NASA ACES IT contract), and software/licenses (outside NASA ACES IT contract); Travel Costs associated with attendance at conferences, meetings, reviews and offsite deployments; and Subject Matter Expert Costs associated with work that supports the NESC PWS Section 4.13.

DRFP L.19 (d), T.3 Attachment 1 - DRFP states, "If a service center or indirect rate has been established and proposed for this contract, explain and detail its content." T.3 Attachment 1 Cost Forms Draft contains a tab called "Cost Form D - Indirect Rates". May the offeror add a line for the administrative support indirect rate if necessary?
