TEAMS 3 Final Request for Proposal (RFP) Questions and Answers As of December 19, 2016
Question Answer 1 L.7 Item (D) – Total Compensation Plans from all service subcontractors. Will the government consider modifying this instruction from “all service subcontractors” (regardless the role and value on the program) to “significant subcontractors” with significant subcontractors as defined in Section L.13?
In accordance with NFS 1852.231-71, Determination of Compensation Reasonableness, the prime offeror shall provide a Total Compensation Plan addressing the entire workforce including all subcontractors.
Subcontractors meeting the requirements in paragraph (d) of 1852.231-71 are required to provide information requested in the clause, as part of their proposal to the prime offeror.
In accordance with Section L.18, MGMT 2(1)(ii), the prime shall provide evidence that service subcontractors (as defined in paragraph (d) of NFS 1852.231-71) have acceptable compensation.
2 L.15 Item (d)(1) Page Limitations. Please confirm the referenced page limitation applies to each individual TCP (from the prime and subs) and not the combination of all TCPs?
The page limit of the Total Compensation Plan is 15 pages in total, and shall be in accordance with NFS 1852.231-71, Determination of Compensation Reasonableness.
3 Cover Letter and L.8. Cover letter states questions are due no later than December 12th.
The RFP section L.8 states within 10 calendar days of issuance which would be December 16.
Please clarify.
The RFP section L.8 is correct. Questions are due within 10 calendar days of the issuance of the solicitation. The solicitation was issued on December 6th making the questions due no later than December 15th by 2:00 p.m. local time. The Solicitation Notice was updated on December 13, 2016.
4 T3 Exhibit B CDR Final and T3 Attachment 11 Phase-In. T3_Attachment 11_Phase In lists AWP as a phase-in deliverable. Exhibit A PWS indicates that first AWP is due 15 days after effective date of contact. Please clarify the due date.
T3_Attachment 11_Phase In lists Safety and Health Plan as a phase-in deliverable.
T3_ExhibitB_CDR_Final section 15 indicates that the plan is due within 30 calendar days of contract effective date. Please clarify the due date.
T3_Attachment 11_Phase In lists IT Security Management Plan as a phase-in deliverable.
T3_ExhibitB_CDR_Final section 16 indicates that the plan is due within 30 calendar days of contract effective date. Please clarify the due date.
Attachment 11, Government Expectation of Phase-In Activities, is included in the RFP as an example for informational purposes only
T3_Attachment 11_Phase In lists Final Baseline Plan as a phase-in deliverable.
T3_ExhibitB_CDR_Final section 1 indicates that the initial baseline financial report is due within 30 working days of contract effective date.
Please clarify the due date.
T3_Attachment 11_Phase In lists On-Site Near- Site Staffing Report as a phase-in deliverable.
T3_ExhibitB_CDR_Final section 26 indicates that the report is due within 30 calendar days of contract effective date. Please clarify the due date.
The following documents are listed as deliverables in T3_Attachment 11_Phase In but are not listed as contract documentation in T3_ExhibitB_CDR_Final. Please clarify.

• Quality Plan
• Quality Assurance Surveillance Plan (QASP)
5 Pages 83-84, Section L.19(3)(d) Direct Labor indicates that “The Offeror shall show the derivation of its productive work-year.” Please indicate where the Offeror should include this information. Should we add it to the Cost Forms as a separate tab or include it in our narrative?
The derivation of the productive work-year shall be included in the narrative (see Amendment 000001 to the RFP).
6 Page 84, Section L.19(3)(d) Direct Labor states “Direct labor hours do not include contract support labor i.e., the administrative effort supporting the overall contract that may be classified as direct by the Offeror’s accounting system. The total cost of management and administration directly supporting the overall contract including the IDIQ shall be allocated to the Core Mission Support effort. The Offeror shall identify and explain each element of cost in this category as it relates to both the Core Mission Support and the IDIQ efforts. If a service center or indirect rate has been established and proposed for this contract, explain and detail its content.” Where should Offerors include this information? The Cost Forms do not appear to include a provision to include this as part of the Total Evaluated Price.
The details supporting a service center or indirect rate proposed for this contract shall be provided in the narrative (see Amendment 000001 to the
RFP).
7 Page 84, Section L.19(3)(e) Indirect Expense states “all Offerors shall provide a cost history for the last three years, including the actual expense pools and allocation base amounts for the larger indirect pools (e.g., overhead, fringe benefits”
The cost history for each indirect rate shall be provided in the narrative (see Amendment 000001 to the RFP).
Please indicate where the Offeror should include this information. Should we add it to the Cost Forms as a separate tab or include it in our narrative?
8 L.19 (3)(d) Attachment 10. The Engineering Associate and Engineering Supervisor labor categories in the Structures Discipline do not have levels associated with them as they do in the other disciplines. In order to provide a more accurate pricing response, will the Government provide the levels for these labor categories within the Structures Discipline?
The approximate breakout of percentage of labor hours in each discipline by labor category, provided in Attachment 10, is for reference only.
The Offeror shall propose all labor categories and hours needed to meet the requirements set forth in the PWS based on its technical approach. The Offeror may propose different labor categories and hours per discipline from those identified in Attachment 10, but the proposed labor categories and hours must be supported and consistent with its management approach for providing efficient and effective implementation of contract requirements described in Volume I (L.19 (3)(d)).
9 L.19 (3)(d) Attachment 10. The referenced section states that proposed labor categories shall identify the title and level of each proposed category (i.e., Engineer I, Engineer II, Scientist IV, etc.). The following labor categories in Attachment 10 do not have an associated level:
• Acoustics Discipline: Senior Scientist, Subject Matter Expert
• Avionics Discipline: Subject Matter Expert
• Crew Systems: Senior Scientist, Subject Matter Expert
• Engineering: Subject Matter Expert
• Flight Dynamics: Subject Matter Expert
• Hypersonics: Senior Scientist
• Measurement: Senior Scientist
• Prog/Proj Support Discipline: All labor categories
• Structures Discipline: Engineering Associate, Engineering Supervisor, Project Manager, Subject Matter Expert
• Systems Analysis: Senior Scientist, Subject Matter Expert
• NESC: Technical Writer/Editor, Project Coordinator, Subcontract Administrator, Schedule Analyst In order to provide a more accurate pricing response, will the Government provide the levels for these labor categories?

10 Attachments 9 and 10. There are four labor categories in Attachment 9 (Air Traffic Controller, Test Assistant, Test Conductor, and Operational Aircraft Pilot) that do not have estimated hours associated with them in Attachment 10. Will the Government release a modified Attachment 10
The labor categories provided in Attachment 9 are examples, only. The Offeror shall propose all labor categories and hours needed to meet the requirements set forth in the PWS based on its technical approach. Core Mission Support direct annual estimated labor hours and estimated that includes these labor categories with associated percentages and estimated hours by level?

11 L.19 (3)(f). Should Offerors apply indirect rates and proposed fee to the NESC SME plug number provided in the referenced section?

12 L.19 (3)(g). Should Offerors apply indirect rates and proposed fee to the ODC plug number provided in the referenced section?

RFP).
13 Cover Letter, SF33 Block 9, L.15(b)(2). The cover letter states that Volume III is due January 12, 2017 at 2pm. Block 9 of the SF33 states that proposals are due January 19, 2017 at 2pm.
L.15(b)(2) states, “The Offeror is requested to submit the required number of copies of all three volumes… on or before the date and hour shown in Block 9 of the SF33.” Please confirm that Volumes I and II are due on the date and time in Block 9 of the SF33 and Volume III is due on January 12, 2017 at 2pm.
In accordance with SF 33, Block 9 and Section L.15(b)(2), all three volumes are due on January 19, 2017. The Government requests an earlier submission of Volume III, including the Past Performance Questionnaires (PPQs), on January 12, 2017; however, it is not required until January 19, 2017.
14 L.15(b)(2), L.20(c). L.15(b)(2) states that Past Performance Questionnaires (PPQs) should be submitted on or before the date shown in Block 9 of the SF33. If Volume III is due on January 12 at 2pm, will the PPQs be due to the Government by January 12, or by the date and time shown in Block 9 of the SF33?
The Past Performance Questionnaires are due when Volume III is due. The Government requests an earlier submission of Volume III, including the Past Performance Questionnaires, on January 12, 2017; however, they are not required until January 19, 2017.
15 Proposal Preparation and Submission Instructions L.15 (b2) and Attachment (2) Past Performance Questionnaire. Can the Government please confirm that the Past Performance Questionnaires are due by the date shown in Block 9 of the SF33, which is after the due date of the Past Performance Volume?
The Past Performance Questionnaires are due when Volume III is due. The Government requests an earlier submission of Volume III, including the Past Performance Questionnaires, on January 12, 2017; however, they are not required until January 19, 2017.
16 Proposal Preparation and Submission Instructions L.15 (d)(1). Can the Government please confirm that paper copies are not required for the ISO 9001 compliance and the Government Property Management Information Plan?

17 Proposal Preparation and Submission Instructions L.15 (d)(1). With the sensitive nature of salary information contained in the Total Compensation Plan, would the government consider making this a requirement of Volume II
– Business/Cost Proposal?
All information submitted by an offeror is Source Selection Sensitive and shall be protected in accordance with FAR 2.101 and 3.104, regardless of which volume of the proposal it is submitted in. The Total Compensation Plan shall be included in Volume I.
18 I.15, L.1 (pages 57 and 68). These two clauses contain conflicting information regarding the language of legends for the title page and footers. Please clarify which clause Offerors should follow in their proposals.
FAR 52.215-1(e) provides instructions for offerors to mark their proposal with an appropriate legend, if the offeror is including data in their proposal that they do not want to be disclosed to the public for any purpose, or used by the Government except for evaluation purposes. RFP I.15, Release of Sensitive Information (NFS 1852.237-73)(c)(1)) provides instructions that the Contractor may, in addition to any other notice or legend otherwise required, use a notice similar to that included in this clause.
19 L.20 (b), p. 87 – “..., if significant subcontractors (as defined in L.13) are proposed, each significant subcontractor shall include a list of no more than three most relevant contracts the subcontractor has on-going or completed within the past three (3) years of the RFP release date (including Federal, State and local Government and private contracts) that are similar in content to the performance work areas specified below in number 10 and for which the subcontractor is proposed to perform on the TEAMS 3 contract.”
(emphasis added). We are not clear on how to interpret the use of “and” in this instruction. Will the government evaluate past performance from significant subcontractors who are proposed to perform work in areas not specified in L.20 (b)(10)?
NASA will only evaluate significant subcontractors’ current/recent records based on the similarity of content to the performance work areas specified in L.20 (b) (10) for which they are proposed to perform for the purpose of determining the relevance of experience. Experience and performance in work areas not specified in L.20(b)(10) will not be factored into the evaluation. Size and complexity will not be evaluated for subcontractors.
20 L.19 (3) Cost Forms. Please verify that bidders are permitted to modify Cost Form A1, Cost Form A2, and Cost Form D to accurately present the various Cost Elements of their offer.

21 L.20, p. 88 (c). The RFP states that the PPQ, “must be returned no later than the timeframe specified in this solicitation…” Will the Government please clarify whether the date is

22 Page 75 of the RFP, Proposal Organization Table.
The Electronic Copies column for Volume II shows 2 DVD/CDs or 2 Flash Drives each section for a total of 12 DVD/CDs or 12 Flash Drives. Is it LaRC’s intent to require a total of 12 DVD/CDs or 12 Flash Drives for Volume II or can all sections in Volume II be combined on 2 DVD/CDs or 2 Flash Drives.
LaRC’s intent is for all Volume II sections of an offeror’s proposal be included on the same 2 DVD/CDs or 2 Flash Drives (see Amendment 000001 to the RFP).
