The selection criteria for the work described in this Synopsis are as follows:
1. Specialized experience and technical competence in the types of work.
Provide no more than 10 projects in Section F of the SF 330. All projects must be ongoing or completed within 10 years from the date of this Synopsis. For submittal purposes, a task order on an IDIQ contract, an order off a basic agreement, an order off a basic ordering agreement, and non-general engineering contracts are considered “projects.” General engineering contracts, IDIQ contracts, basic agreements and basic ordering agreements are not considered “projects.” Through the projects provided in Section F of the SF 330, the A-E team must demonstrate experience managing and performing the planning, design, and engineering services during construction of structural, mechanical, electrical, and other systems as described in the above A-E Scope of Services, including new or modifications of existing facility/infrastructure, F-GSS, GSS, and GSE, while working in multiple project phases. The A-E team will be evaluated on demonstrated relevant experience in managing and performing all of the type of services described in the A-E Scope of Services. Major emphases will be placed in demonstrated relevant experience in engineering and analysis of structural systems, mechanical systems, and the use of 3-D engineering software to perform the work as described in the A-E Scope of Services. Moderate emphases will be placed in demonstrated relevant experience in engineering and analysis of electrical systems; experience in multiple project phases; and specific A-E services including performing studies which include development of requirements or scope definition, developing cost analysis to include cost-benefit analysis, life cycle cost analysis, parametric cost estimating, or detailed cost estimates/quantity takeoffs, experience performing A-E services in KSC, experience designing work packages utilizing SpecsIntact and KSC-DE-512-SM, performing detailed constructability analysis, developing schedules, providing professional schedule analysis, and providing engineering services during construction. IX. CONTRACTING OFFICER’S INITIAL SUBMISSION REVIEW
Firms will be checked against the List of Parties Excluded from Federal Procurement and Non-Procurement Programs. Firms who appear on the List will be eliminated without further consideration.
Firms will be checked against the U.S. Department of Labor, Occupational Safety and Health Administration’s database for safety citations/violations. Reports of significant safety citations or violations will be referred to the KSC Safety Office for further review.
Firms will be checked against the System for Award Management (SAM) database.
In accordance with FAR 52.204-7, System for Award Management, a firm submitting a response to this Synopsis acknowledges it shall be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this Synopsis.
Responses will also be checked for minor informalities or irregularities.
X. NEGOTIATIONS
In accordance with FAR 36.602-3, Evaluation Board Functions, discussions will be held with at least three of the most highly qualified A-E firms and the final selection decision will be by the designated Selection Authority. The final selection will be a listing, in order of preference, of the firms considered most highly qualified to perform the work and will authorize the Contracting Officer to begin negotiations with the most preferred firm. The selected firm will be required to submit an Advanced Pricing Rate Proposal (APRA), a Small Business Subcontracting plan (applicable to a large business only), and a Safety and Occupational Health Plan. The three documents should NOT be submitted with original responses. These three documents will be due within 14 calendar days from the date requested by the Contracting Officer.
If a mutually satisfactory contract cannot be negotiated, the Contracting Officer will obtain a written final proposal revision from the firm, and notify the firm that negotiations have been terminated. The Contracting Officer will then initiate negotiations with the next firm on the final selection list. This procedure will be continued until a mutually satisfactory contract has been negotiated.
XI. ADVANCED PRICING RATE AGREEMENTS (APRAs)
For the purpose of simplifying and increasing efficiency in the negotiation and execution of task orders under this IDIQ contract, the A-E firm selected by the Selection Authority as the most highly qualified to perform the work, will submit an advanced pricing rate agreement (APRA) proposal. The APRA proposal must include, but is not limited to, a description of direct labor categories, direct labor rates, annual escalation of rates, G&A rates, overhead rates, computer-aided design rates, and other recurring costs. The APRA proposal will be negotiated and incorporated into the resultant IDIQ contract. If negotiation of the APRA fails, the A-E firm will be ineligible for IDIQ contract award.
XII. SMALL BUSINESS SUBCONTRACTING PLANS
NASA is committed to providing 8(a), Small Disadvantaged Businesses (SDB), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran- Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), Woman-Owned Small Businesses (WOSB), Economically Disadvantaged Woman Owned Small Businesses (EDWOSB), and Historically Black Colleges and Universities/Minority Institutions (HBCU/MI), maximum practicable opportunities to participate in Agency acquisitions at the prime contract level. The participation of NASA prime contractors in providing subcontracting opportunities to such entities is also an essential part of the Agency’s commitment.
In accordance with FAR 52.219-9, Small Business Subcontracting Plan, in order to be eligible for award, large businesses will, upon the Contracting Officer’s request, submit and negotiate acceptable Small Business Subcontracting Plans. Small Business Subcontracting Plans are only required from large businesses selected by the Selection Authority for contract negotiation.
The Contracting Officer has determined small business subcontracting possibilities exist and has established an overall IDIQ small business subcontracting goal of 8%.
The Contracting Officer’s assessment of appropriate subcontracting goals for this acquisition, expressed as a percentage of total contract value ($30M), is provided in the chart below.
SMALL BUSINESS
CATEGORY
SUBCONTRACTING
GOAL
8(a) 0.78%
SDB 0.39%
HUBZone 0.27%
SDVOSB 0.93%
VOSB 1.91%
WOSB 2.51%
EDWOSB 1.22%
HBCU/MI 0.00%
The numbers above reflect the Contracting Officer’s assessment of the appropriate subcontracting goals to be achieved at the completion of contract performance.
Large businesses selected as the most highly qualified to perform the work must perform an independent assessment of the small business subcontracting opportunities and are encouraged to propose goals equivalent to or greater than those recommended by the Contracting Officer in their Small Business Subcontracting Plan. The Small Business Subcontracting Plan shall discuss the rationale for any goal proposed that is less than the Contracting Officer’s recommended goal in any category, the efforts made to establish a goal for that category and what ongoing efforts, if any, are planned during contract performance to increase participation in that category.
The Small Business Subcontracting Plan will be negotiated and incorporated into the resultant IDIQ contract. A selected large business failing to negotiate an acceptable Small Business Subcontracting Plan with the Contracting Officer will be ineligible for award.
XIII. SAFETY AND OCCUPATIONAL HEALTH PLANS
The A-E contractor shall take all reasonable safety and occupational health measures when performing work under KSC contracts. The A-E contractor shall comply with all Federal, State, and local laws applicable to safety and occupational health and with the safety and occupational health standards, specifications, reporting requirements, and other relevant requirements of the awarded contract.
