A. ANSWERS TO BIDDERS QUESTIONS:
1. QUESTION: For the subject solicitation, On page 2 of the Synopsis – ML-AEEB, paragraph III. A-E SCOPE OF SERVICES, professional services required include: performing detailed constructability analysis, developing schedules, and providing professional schedule analysis. If a third tier subcontractor from the construction industry is chosen to provide these professional services, will that firm be allowed to eventually bid on the ML Modification Construction Project for EM-2? Or will this be considered an organization conflict of interest, (OCI) and not allow this contractor to bid the construction work?
RESPONSE: If a third tier subcontractor provides any design services (to include performing detailed constructability analysis, developing schedules, and providing professional schedule analysis) to upper tiers they will NOT be able to bid on the construction work.
2. QUESTION: Reviewing the solicitation, there appears to be a lot of cross over between the requirements of this solicitation and the prior A&E IDIQ contracts for civil, mechanical, electrical, and structural and ground support equipment that were awarded in the past 2 years. What is the reason for not using one of the existing contract mechanisms?
RESPONSE: Due to the contents in the synopsis including, but not limited to, the nature of the scope as demonstrated in the A-E scope of services (Section III of the synopsis), the Acquisition Description (Section I of the synopsis), and the Proposed Contract Information (Section II of the synopsis), it was determined that a separate A-E solicitation was warranted.
3. QUESTION: Will the existing A&E contractors be integrated into the effort or will it be solely performed by the contractor awarded through this acquisition?
RESPONSE: The awardee will be issued task orders consistent with the A-E scope of services (Section III of the synopsis).
4. QUESTION: Capacity is listed as one of the evaluation criteria. Examination of the schedule in the released briefing shows that much work is to begin 4/13/17 and is dependent upon NASA having mature requirements. This requires the contractor to team and dedicate resources significantly in advance of this work. In the event NASA is not ready with requirements, what equitable arrangements will be available to compensate the contractor for having dedicated the workforce or is the contractor completely at risk?
RESPONSE: As indicated in the Acquisition Description (Section I of the synopsis), the released briefing is a general description for informational purposes only. Refer to the
Selection Criteria (Section IV of the synopsis) for information on selection.
5. QUESTION: Are we to use the development schedule in the accompanying briefing to indicate the skills and size workforce required in the high number of parallel efforts?
This schedule is the capacity driver for the effort.
RESPONSE: As indicated in the Acquisition Description (Section I of the synopsis), the released briefing is a general description for informational purposes only. Refer to the Selection Criteria (Section IV of the synopsis) for information on selection.

The professional services required for this project will include, but are not limited to:
conducting field investigations and surveys; alternative studies, including cost-benefit analysis and life-cycle costing; study or report compilation; parametric cost estimating, detailed take-off cost estimating, and subsequent analysis of estimating performance against bids received; preparing 3-D design models utilizing Parametric Technology Corporation (PTC) Creo™ software suites and translating into 2-D final design packages suitable for FFP competitive bidding for construction and/or fabrication; resolving potential interferences utilizing 3-D design models and 3-D laser scanning of existing as-built configurations; performing constructability analysis; preparing engineering reports; preparing trade studies; developing schedules and providing professional schedule analysis (e.g., critical path methods, time impact analysis); complex structural vibration and/or finite element analysis utilizing software; and providing engineering support during construction and/or fabrication (e.g., review and recommended disposition of shop drawings, requests for information, and deviation waivers, construction inspection services, and as-built construction drawings). Some ML element services may take place at other locations prior to integration within the ML.

5. Revise Section III. A-E SCOPE OF SERVICES paragraph 1 as follow:
From:
The IDIQ contract scope of work includes A-E services with major emphases on structural, mechanical, and electrical systems for Mobile Launcher (ML) modifications to include facility/infrastructure, facility ground support systems (F- GSS), ground support systems (GSS), and ground support equipment (GSE).

Major emphasis will also be placed on the integration of said systems.
6. Section III. A-E SCOPE OF SERVICES add the following after paragraph 5:
Systems integration may include, but is not limited to, identifying and documenting interdependencies between disciplines/subsystems; ensuring that the design progresses in an integrated and consistent manner; ensuring that the final design is supported by thorough and complete design analysis reports; address hardware/software integration aspects throughout the design process; and maintain configuration control throughout all aspects of design phase. Note: it is highly likely that technical/systems performance requirements will change throughout ML design phase; it is imperative that thorough systems integration is performed across task orders as well as within a given task order; system performance aspects may affect the performance of a system in a different task order. Similarly, requirements changes may impact systems across multiple task orders.
7. Section IV. SELECTION CRITERIA, No. 1, Specialized Experience revise as follow:
From:
1. Specialized experience and technical competence in the types of work.
Provide no more than 10 projects in Section F of the SF 330. All projects must be ongoing or completed within 10 years from the date of this Synopsis. For submittal purposes, a task order on an IDIQ contract, an order off a basic agreement, an order off a basic ordering agreement, and non-general engineering contracts are considered “projects.” General engineering contracts, IDIQ contracts, basic agreements and basic ordering agreements are not considered “projects.” Through the projects provided in Section F of the SF 330, the A-E team must demonstrate experience managing and performing the planning, design, and engineering services during construction of structural, mechanical, electrical, and other systems as described in the above A-E Scope of Services, including new or modifications of existing facility/infrastructure, F-GSS, GSS, and GSE, while working in multiple project phases. The A-E team will be evaluated on demonstrated relevant experience in managing and performing all of the type of services described in the A-E Scope of Services. Major emphases will be placed in demonstrated relevant experience in engineering and analysis of structural systems, mechanical systems, and the use of 3-D engineering software to perform the work as described in the A-E Scope of Services. Moderate emphases will be placed in demonstrated relevant experience in engineering and analysis of electrical systems; experience in multiple project phases; and specific A-E services including performing studies which include development of requirements or scope definition, developing cost analysis to include cost-benefit analysis, life cycle cost analysis, parametric cost estimating, or detailed cost estimates/quantity takeoffs, experience performing A-E services in KSC, experience designing work packages utilizing SpecsIntact and KSC-DE-512-SM, performing detailed constructability analysis, developing schedules, providing professional schedule analysis, and providing engineering services during construction. Consideration may be given to demonstrated relevant experience with facility/infrastructure, F-GSS, GSS, and/or GSE as it relates to flight hardware for flight vehicles other than space launch vehicles.
