GOVERNMENT PRE PROPOSAL INQUIRY FORM

1 79K39772/40231/39950 Please provide the scope of work for any environmental work associated with the asbestos, lead paint, PCB's or any other environmental hazards that must be handled that are associated with this project based on the test report data that has been provided?

Will the Government provide any items such as drums and/or waste containers?

Will we turn over any items to the Government for disposal onsite at the appropriate landfill or for their disposal off-site?

Environmental scope of work includes but is not limited to hazardous material sampling, handling, and disposal in accordance with the contract drawings and contract Division 1 and Division 2 specification sections. Suspected asbestos containing materials are not to be disturbed and any required asbestos abatement will be a contract change.

The Government will provide the Contractor containers for hazardous and controlled wastes.

Large PCB bulk product waste (non-transformer substation sections) shall be handled and transported by the Contractor for disposal on KSC per specification section 02 41 00, sub-section 3.2.2.d.1.

Hazardous/controlled waste drums and transformer oil will be disposed of by the Government.

Transformer carcasses with paint PCB contamination greater than or equal to 50 ppm shall be containerized by the Contractor for transportation and disposal by the Government.

Lead covered power cables with oil contamination greater than or equal to 50 ppm shall be containerized by the Contractor for transportation and disposal by the Government; reference new Addendum Item No. 20.

2 79K39772/40231/39950 Are we required to take additional paint chip and oil samples prior to beginning any work? No for paint samples. Yes for oil samples; reference specific notes C and D on Sheet H-011 of drawing 79K39772, Revision A. 02

3 79K39772/40231/39950 Is there PCB contamination in the paint chip samples or just PCB contamination in the oil samples?

With respect to drawings 79K39772 Revision A, see Sheets H-009 and H-010 for paint chip samples test results, and drawing H-011 for dielectric oil samples test results. SPECIFIC NOTE D on drawings H-009 and -010 identifies the paint chip samples that tested positive for

PCB contamination (≥ 50 ppm). Note that dielectric oil samples tested positive for PCB contamination, but not greater than 50 ppm.

4 79K39772/40231/39950 Where were the paint chip samples pulled from for the first round of PCB testing for Substations

B & C?

Where these units contaminated with PCB's on the outside or is this just the insulating oil on the inside of the units?

All paint chip samples were taken from the exterior of the equipment.

The exterior paint chip samples that tested positive for PCB contamination (≥ 50 ppm) are on the outside. Note that dielectric oil samples from the inside of the unit tested positive for PCB contamination, but not greater than 50 ppm.

5 79K39772/40231/39950 There was a second set of samples taken for Substation B & C that showed levels that were treatable, but we need to understand where the samples where taken to see if our process will work for treatment?

How do handle if the first sample is highly contaminated and the second sample is treatable?

The paint chip samples taken in 2012 were tested for total metals and PCB’s. The paint chip samples taken in 2014 were tested for TCLP and

PCB’s. All paint chip samples were taken from the exterior of the equipment.

With respect to drawing 79K39772, Revision A, no treatment is required. Equipment with PCB content ≥ 50 ppm shall be containerized for transportation and disposal by the Government in accordance with Specification 79K39774 Revision A, Section 2 41 00, sub-section 3.2.2.c.1 and 3.2.2.c.2.

6 79K39772/40231/39950 Why was Substation EE sampled with a second round? Why was Substation D not sampled with a second round?

Paint chip samples taken from the exteriors of substations, EE, B, C, D, E and F were taken in both 2012 and 2014. The paint chip samples taken in 2012 were tested for total metals and PCB’s. Later, the Government requested that paint chip samples be tested for TCLP. The paint chip samples taken in 2014 were tested for TCLP and PCB’s.

GOVERNMENT RESPONSE

7 79K39772/40231/39950 Due to the levels in Round 1 of the PCB Testing is removing the concrete pad and any soil required as part of this PCB contaminated scope of work?

Reference, Amendment 0002, Section C.2 (b) Addendum Item No. 21. The Contractor shall notify the Government 30-days prior to removing

Substation B, C, D, E, F, and EE equipment as indicated on drawing 79K39772, Revision A. Upon removing substation equipment the

Government shall inspect and, if required, sample the concrete pad for PCB contamination. The Contractor shall not remove any concrete until sample results are returned within 21 calendar days of the sample being taken. For bidding purposes, the Contractor shall assume 4 cubic yards of PCB contaminated concrete and soil material are to be containerized in Government provided containers as PCB contaminated waste for disposal by the Government.

8 79K39772/40231/39950 Does NASA want the oil handled as a TSCA material from Substations B, C and EE?

Oil results were all less than <50 ppm, but was there any contamination on the outside of the unit

>50 ppm?

Yes, handle all transformer oil as a TSCA material.

The outside is contaminated if the paint samples are indicated to have a PCB content ≥ 50 ppm. Oil was sampled from inside of the unit.

9 79K39772/40231/39950 Is there a detailed report that shows where the test analysis where taken and how the samples where chosen for the items sampled?

How was the equipment selected for the second round of samples?

Available test analysis information is on the drawings and in the specifications as an appendix. Paint samples were taken from the outside exterior of the enclosure or structural steel.

In general, substation equipment was tested in both 2012 as was tested in 2014. The only thing that changed was the form of the heavy metals testing; total metals in 2012 and TCLP in 2014.

10 79K39772/40231/39950 Due to the high levels of contamination reflected in the test reports what levels of PPE will be required when working around the equipment or removing for disposal?

The Contractor is required to determine levels of PPE in accordance with Contract Clause J-A-8. 02

11 79K39772/40231/39950 Has a disposal plan been developed by Environmental for this project that we can review? No. The Contractor shall provide the disposal plan as part of the environmental protection plan submittal in accordance with specification section 01 57 20.00 10 sub-sections 1.6, 1.6.1, 1.6.2, and 1.6.3.

12 79K39772/40231/39950 On Drawing E-502 do we install new manhole racking or can we use existing? Can manhole details be provided showing what primary cable racking is required for the new cable and what is being used for the existing cable?

Reference, Amendment 0002, Section C.2 (b), new Addendum Item No. 22. Existing manhole racking details are not available. With respect to drawing 79K39950 assume for bidding purposes new racking for each manhole assuming a 10 foot by 10 foot octagonal size. Existing racking can be used for new cable if in good condition, adequate space is available, and new cables can be racked without disturbing existing energized cables.

13 79K39772/40231/39950 Drawing C-505 shows a Triton Barrier system. Where is this system required, how much is required and can we use an approved equal?

The system is required to protect the temporary parking lot installation of pad mounted transformer T-SSS227A. The enlarged plan details on drawings C-102 and E-407A specify where the Triton Barrier system is to be installed. The quantity shall be as shown. Approved equal products are acceptable.

14 79K39772/40231/39950 Drawing E-623 shows Substations B and C as existing being removed, but the bid item breakdown on Page 8, Note 1 states "Demo Substation A and B"? Is it correct Substation A and

B are new, with B and C being demolished?

Exterior (outdoor) M7-355 Substations B, C, D, E, and F are existing and to be demolished by the Contractor. Exterior Substation 227 (A-

Side and B-Side) is new and to be provided by the Contractor.
