The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

2. Offer must agree with all terms, conditions, and provisions included in the solicitation.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

1. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and that will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Requirements

Past Performance

Price

Technical Requirements and past performance, when combined, are significantly more important when compared to price. Price is the least important.

(a) Technical Requirements:

The offeror’s technical requirements will be evaluated and assigned a rating of acceptable or unacceptable.

NASA will evaluate the documentation submitted to determine the offerors to meet or exceed the requirements of the attached SOW. Offerors that do not meet or exceed the requirements of the SOW will not be considered for award.

(b) Past Performance

The offeror’s past performance record will be evaluated and assigned a rating of acceptable or unacceptable. The evaluation will consider past performance information obtained from the past performance questionnaire replies, PPIRS and/or other reasonable basis. An offeror that is rated unacceptable will not be considered for award.

The offeror shall provide a maximum of five (5) references relevant to its past performance and subcontractor’s past performance in providing similar services under existing or prior contracts for the last three (3) years. The offer shall have its references complete the Past Performance Questionnaire (see attachment) and have the references submit the completed Past Performance Questionnaire directly to the

Jenny Staggs, Contract Specialist, at NASA AFRC, P.O.Box 273, M/S 4811-140, Edwards, CA 93523 by March 2, 2016. Fax and electronic copies of the Past

Performance Questionnaire are acceptable and should be faxed to 661-276-2904 or email to jenny.y.staggs@nasa.gov.

(c) Price:

Price will be evaluated for reasonableness by comparing the proposed prices received in response to the solicitation.

(d) Basis for Award:

The Government will award a purchase order resulting from the RFQ to the responsible offeror that having the highest past performance rating possible represents the best value continuum when compared to any lower priced quotation. By submission of its offer, the offeror accedes to all RFQ requirements, including terms and conditions, representations and certifications, in addition to those identified as evaluation factors.

Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and
