Question and Answers for Request for Quotes NNC17ZC010Q

Question 1

Sollicitation Contract Pg. 4, & 5, A.5 Price page

The total amount that is to be filled in comes from the summary tab of Attachment B correct?

Answer:

Yes

Question 2

Scope of work page 2 B. Lists all of the specific wastes / recyclables by characteristic that are to be managed thru this contract i.e. (glass, paper, wood. Street sweepings are also listed in the S.O.W.

Street sweeping due to their nature and potential of being special waste are classified different than solid waste. Attachment B Detailed Pricing tabs base thru IDIQ list specific individual rates for each classification except street sweepings. Due to the weight these should be managed in a 10 yard container. Can a line item for a 10 yd. roll off for street sweepings be added to the pages of Attachment B?

Answer:

At this time the Government utilizes a 20 yard roll off for street sweepings. The Government does not anticipate a change in the requirement.

Question 3

When submitting, Alternative proposal do we submit our own pricing pages or use the same format provided and just list the pricing pages as Alternatives?

Answer:

The Government has not request alternative proposals please adhere to the requirements of the Statement of Work (SOW) and the Solicitation.

Question 4

SOW Pg. 9, 5.0 IDIQ.

A. In addition to the routine there are unscheduled and undefined requirements for removal.

Would the IDIQ be containers requested for buildings or locations that are not listed on attachment I ?

An example would be a solid waste 20yd needed at bldg. 110 would this be an IDIQ?

Or is the IDIQ any container above the quantity listed by waste / recycling characteristics on the price page.

Example

Once 10 landscaping container are hauled for the service year every container above the 10 would be an IDIQ?

The Government anticipates that during the life of the contract, additional requirements, which are within the general scope of this contract, but not specifically identified under the firm-fixed price portion of the contract, will be required in support of NASA’s mission. Additionally, anything above the hauls per period in Routine Services would be considered IDIQ.

Questions 5

S.O.W.

Pg 5, 4.1 B Pg7, 4.2.2B Pg. 8, 4.2.5B

The container specifications state “ALL”

The concern with these definitions is that all roll off containers ( not just the scrap) would come with a lid or tarp system. The contractor is only responsible for loading the steel consolidation 20 yd. container that are about 4 ½ feet tall and should be covered. NASA employees or contractors would be required to open and close the lid or traps on all other containers many of which are at 6 ½ feet and 8 feet height for 30 & 40 yd. These heights especially when there is snow fall make the opening and closing of the containers extremely difficult. The cross bars that are needed to hold the tarp up also present a challenging to loading large items.

Type pf Solid Waste Hauls Per Period Price Per Haul Price Per Period of Perfromance **Containers Solid Waste 25 - **Landscaping Base 10 -

The Following Routine Services provided on NASA's request

Can the SOW be clarified that only the roll off containers for scrap steel consolidation are required to have a cover system?

Lids are required only for metal recycling. SOW has been amended.

Question 6

Attachment E states Plumbrook has 12 containers serviced 1 x week. What are the quantities of each size of container on site?

Answer:

Plum Brook Station requires nine (9) 2 yard containers and three (3) 8 yard containers.

Question 7

SOW Pg. 6, 4.2 Pg. 12, 9 Solicitation pg. 11

“Contractor is to multiply the weight of each type of recycled material by the corresponding price of the defined price journal”

The rates listed in these journals are what the mills will be paying for prepared full truckloads of individual commodities, not mixed loads of several commodities that must be processed. The recycling facilities provide rebates below the listed prices to pay for cost of their operations.

Can this statement be changed to?

Copies of rebate checks and reports to be provided with invoice and the amount of rebate provided by the scrap facility is to match the credit provided to NASA.

The Contractor shall obtain and deliver to the COR all receipts and provide a credit for 100% of the recovered value based on the Fair Market Value at the time of collection for the following recycled materials: paper, scrap metal, and cardboard in accordance with section 9.0 of this Statement of Work.

Question 8

Working on the price page today I found that on the tabs base thru option 4 there is not a formula in cell D13 to calculate out Price Per Period of Performance which will tally into the summary sheet. Is this correct how the price sheet is or will a new need to be posted.

The pricing sheet has been amended to correct this error.
