9. Are metal grommets acceptable to hold blankets together and to provide attachment points?

This is really a design-specific question. Metal grommets are not prohibited assuming the vendor can supply a rigorous analysis which accounts for the heat load associated with them, and from which NASA determines the heat load to be acceptable.

10. “Coversheet may include reinforcing scrim/ threads”. Can the blankets use other reinforcing mechanisms such as tag-pins?

This is a design-specific question. Tag-pins are not prohibited assuming the vendor can supply a rigorous analysis which accounts for the heat load associated with them, and from which NASA determines the heat load to be acceptable.
