Statement of Work for NOAA Health Services

COVID‐19 TESTING

1) Introduction

a) NOAA Health Services (NHS) is tasked to reduce medical risk of exposure and outbreaks of

COVID19 among sailing crewmembers for the NOAA Vessels, Oscar Sette, in particular. NHS must provide a means of reducing risk of exposure and outbreaks and in doing so requires a combination of several mitigation efforts. One of these particular mitigation efforts is the need to use a laboratory for COVID19 specimen analysis.

2) Scope

a) Provide NHS with a service that provides us with COVID‐19 laboratory analysis on Guam available through September 30th, 2021.

i) Forecasted 150‐200 tests though this number may increase.

ii) Forecasted testing events 4/28/21 and 6/11/21 though the number of events may increase.

3) General Requirements

a) The Contractor is required to be able to collect samples, perform laboratory testing and provide results on Guam, without sending samples off‐island for analysis.

b) The contractor’s technicians must be available to collect samples from individuals billeted in commercial lodging, government lodging at Naval Base Guam, or living aboard ship at Naval

Base Guam. This may require technicians to be able to access federal facilities.

c) Current NOAA policy is that each individual received two separate tests at the same time, therefore the number of individuals being tested will be half of the expected number of tests.

d) The contractor is the sole interpreter/lab analyzer.

e) The contractor is required to be able to administer the tests, using their clinicians, at the location above, or an agreed upon location nearby.

i) If having a vendor supplied clinician to remotely travel at, to or near the ship is not an option, a lab testing site is acceptable as long as there is a guarantee that COVID‐19 risk mitigation efforts are in place that will not inadvertently expose those being tested.

f) Quality Control

i) "The contractor shall use PCR testing under an EUA or full FDA approval with a sensitivity and specificity of 98% or better. Tests that result in "inconclusive" shall be rerun, at minimum of three times before making this a final result."

g) Ordering

i) Contractor must have an efficient lab ordering system in place.

ii) Contractor must be able to respond to a short‐notice testing requirement within three days.

h) Materials/Test media

i) Testing materials must be provided by the contractor.

i) Volume

i) The expectation is to be able to handle up to 50 tests in one day.

j) Turn Around Time

i) The contractor shall have final results as expeditiously as possible but no later than 48hrs after collection.

4) Laboratory testing seeking analysis is the following:

a) SARS‐CoV‐2 COVID‐19 Diagnostic PCR Testing

b) SARS‐CoV‐2 COVID‐19 Rapid Antigen Test Cards if available

5) Customer Service

a) General

i) The contractor shall have a designated account representative.

ii) All customer phone calls and questions shall be responded to on the same day or by the following day.

iii) The Contractor shall only provide materials dated/shelf life of at least 6‐12 months prior to their expiration date.

6) Location

a) General

i) Services will at the location as stated above. Lab requisitions will be submitted for that location, the medical provider will verify pick‐up status.

7) Privacy Act Requirements

a) The information provided in the collection of test falls under the Privacy Act of 1974, as stated in clauses FAR 52.224‐1 Privacy Act Notification, FAR 52.224‐2 Privacy Act and FAR

52.224‐3 Privacy Training. Accordingly, the vendor is required to maintain data collection, retention, access, and destruction of records in accordance with the Privacy Act, including access controls, and initial and reoccurring privacy training for employees accessing this data under FAR 52.224‐3, which is attached in the terms and conditions.
