NLRB Unified Communications Request For Information (RFI) Page 4 of 18
Executive Summary
The National Labor Relations Board (NLRB) is seeking to gather ideas, best practices or recommendations to inform the development and implementation of our future state telephony, video and network architecture. Our objective is to provide enhanced functionality to our users while achieving cost savings through such strategies as consolidating networks and taking advantage of lower cost technical alternatives and contract vehicles. Specifically, the Agency is trying to create a modern single unified communications platform and network to empower Agency personnel to communicate with voice, video and data from all locations including the office, at home and on the road. Ultimately, the NLRB would like to aggregate these separate components under a single contract wherein a vendor (or multiple vendors) can provide these services in a comprehensive manner.
The NLRB requests responses to this RFI that will help the Agency understand what is available in the marketplace to meet our needs as well as relevant contract models. We are providing a description of “as-is” architecture and yearly cost summary (~$3M), as well as a description of our desired “to-be” state. Some elements of the “to-be” state are non-negotiable. We are looking to vendors to provide additional ideas, options and trade-offs.
The NLRB must continue to adhere to various government mandates and standards regarding access, security, compliance and control of its data and networks. These include the use of a Trusted Internet Connection (TIC), maintaining FISMA and FedRAMP compliance at the moderate level on the wide area network, and meeting various other government standards.

Background Information
The NLRB is an independent Federal Agency created by Congress in 1935 to administer the National Labor Relations Act, the primary law governing relations between and among unions, employees, and employers in the private sector. The statute guarantees the right of employees to organize and to bargain collectively with their employers or to refrain from all such activity.
Generally applying to all employers involved in interstate commerce – other than airlines, railroads, agriculture, and government – the Act implements the national labor policy of assuring free choice and encouraging collective bargaining as a means of maintaining industrial peace.
Through the years, Congress has amended the Act and the Board and courts have developed a body of law drawn from the statute.
In its statutory assignment, the NLRB has two principal functions: (1) to determine, through secret-ballot elections, the free democratic choice by employees whether they wish to be represented by a union in dealing with their employers and if so, by which union; and (2) to prevent and remedy unlawful acts, called unfair labor practices, by either employers or unions.
The NLRB does not act on its own motion in either function. It processes only those charges of unfair labor practices and petitions for employee elections that are filed with the NLRB in one of its fifty-two Regional, Subregional, or Resident Offices.
The NLRB is organized into two major components: a five-member governing Board, and the Office of the General Counsel. The Board is a quasi-judicial body that decides labor issues, while the General Counsel investigates and prosecutes cases.
The NLRB is a 1,700 plus person organization with Regional Offices throughout the country and a Headquarters Office in Washington D.C.

Objectives
The NLRB is seeking to gather ideas, best practices or recommendations to inform the development and implementation of our future state unified communications architecture such that we provide enhanced functionality to our users while achieving cost savings through strategies such as avoiding heavy investments in expensive phones, consolidating our networks from four to one or, possibly, two, and taking advantage of lower cost technical alternatives and contract vehicles within a reasonable timeframe – i.e., payback year of capital investment given current expenditures.
Specifically, the Agency is trying to create a modern single unified communications platform and network to empower Agency personnel to communicate with voice, video and data from all locations including the office, at home and on the road. The Agency believes a successful implementation of such a unified communications strategy is making sure the resultant network is capable of handling all Agency data needs and increased services in communications, presence and video, while simultaneously achieving cost savings by consolidating four separately managed networks for (1) data communications (WAN), (2) voice and telecommunications, (3) video conference and (4) mobile communication, thereby eliminating redundant services and costs.
Ultimately, the NLRB would like to aggregate these separate components under a single contract wherein a vendor (or multiple vendors) can provide these services in a comprehensive manner. The NLRB would like to move away from trying to estimate the requirements for network bandwidth and other individual items and towards having a vendor meet service level agreements (SLAs) for access to the various services. Such a comprehensive contract should result in a service or services that is/are is easier to manage and more affordable over the period of the contract. This cost model and resultant return on investment should be detailed in the response to this RFI. The Agency is looking for a model which does not require the NLRB to purchase all equipment as an upfront capital expense, but one in which equipment can be purchased in a timely manner commensurate with growth in actual usage across the life of the contract. The NLRB would like RFI responses that help the Agency understand what is available in the marketplace to meet our needs and relevant contract models.

Presence / Instant Messaging / Collaboration / Conferencing
The Agency has acquired and is in the process of migrating all users to Microsoft Office 365 Government Community Cloud (G3) for email services, SharePoint, and the Microsoft Office suite. Additionally, the NLRB plans to deploy Microsoft Lync for instant messaging, desktop sharing, presence, video and audio chat capabilities. At the time of this writing, the Agency uses a third party contractor who provides audio conferencing and Microsoft LiveMeeting services for desktop sharing. The contractor provides all bridging services.
Wide Area Network
The NLRB has a WAN consisting of 55 locations connected over a Multi-Protocol Label Switching (MPLS) network. The MPLS network is a fully managed service that includes the customer premise equipment (CPE) and was procured from the GSA Networx contract. The NLRB locations consist of two co-location data centers, Headquarters, and 52 Field Offices. The data centers and Headquarters locations are serviced by 100 Mbps WAN connections. The Field Office bandwidth varies with the staffing levels: five (5) Field Offices have 3 x T-1 connections, twenty eight (28) Field Offices have 2 x T-1 connections, and nineteen (19) Field Offices have single T-1 connections. The WAN is fully meshed with all Internet traffic egressing from a single data center and Managed Trusted Internet Protocol Services (MTIPS) connection.
The NLRB uses Riverbed Steelhead appliances at every WAN connection. The Steelhead appliances optimize all internal traffic and reduce WAN utilization by as much as 3:1.
Remote Access
The NLRB permits Virtual Private Network (VPN) remote access to Agency resources for employees. The current solution utilizes a Secure Sockets Layer (SSL) VPN and is both web-based and client-enabled. The NLRB uses a VPN client for all Agency-provided equipment and a web VPN connection for non-Agency equipment. The NLRB remote access utilizes end point detection to verify Agency-provided equipment status. The NLRB remote access solution is capable of multiple authentication methods, including local users, RADIUS, LDAP, SecurID and certificates. These methods may be combined. Remote access with Agency-provided equipment, once authenticated and connected, provides the user an experience like being on-premise and connected to the NLRB local area network (LAN). Remote access with non-Agency provided equipment provides limited web-based access to specific Agency resources. The NLRB remote access solution runs on SonicWall EX series appliances.

Presence / Instant Messaging / Collaboration / Conferencing
The Agency is transitioning to Microsoft Office 365 for these services. The Agency has procured Microsoft Office 365 Government Community Cloud (G3) and will utilize this as a primary integrated component in the resultant unified communications system. Thus, the NLRB is looking for responses that best leverage the capabilities of Microsoft Lync in Office 365. All RFI responses should indicate their integration and support of Microsoft Office 365 capabilities including but not limited to email, Lync, SharePoint and Microsoft Office applications.
Wide Area Network
The WAN must be a secure, private, fully meshed, transport interconnecting all NLRB locations.
The WAN must be fully managed by the provider including any required customer premise equipment (CPE). The management solution must include in-band and out-of-band management of all CPE. The WAN must provide sufficient bandwidth with minimum latency for NLRB Agency-wide unified communications combining voice, video and data. The WAN design must take into account staffing levels of various NLRB offices along with all possible local access offerings to the providers’ local point-of-presence (POP) to maximize the best value of bandwidth and cost. The WAN solution must provide portal access for WAN performance monitoring and reporting, trouble ticketing, change requests, billing, ordering and support. As the Agency has a significant investment in, and demonstrated experience with the benefits of, Riverbed products, the solution should integrate WAN optimization into the overall network and communications framework. Optional features that the NLRB is interested in are: gateway connections to cloud service providers from the WAN and redundancy to CPE, possibly at lower bandwidth.
