Statement of Work (SOW) for
North Korean Foundation Data
1.0 General
1.1 Background
The mission of the National Geospatial-Intelligence Agency (NGA) is to provide GEOINT for our nation’s security, enabling customer success through assured access to and confidence in GEOINT data, capabilities, and insights. The mission of the Analysis Directorate is to develop exceptional analytic expertise and mission partner liaisons to deliver integrated GEOINT that informs and enables national security mission. This acquisition is intended to deliver a nation-wide geospatial database of North Korea’s political, economic, cultural and security facilities.
1.2 Objective
This acquisition builds upon previous efforts to explore the diversification of our production of analytic products. While we have in the past utilized contract analytic expertise on site, this acquisition intends to scale our efforts to include offsite resources and improve the delivery of analytic products in a dynamic, scalable manner, delivered to our analysts and analytic managers as a service. In this case NGA is requiring a vendor to deliver a one-time dataset with several thousand previously North Korean foundational features and sites, identified using native North Korean naming conventions, without the increased analytic burden of locating, characterizing, and researching.
1.3 Scope of Work
The vendor is required to deliver a one-time conditioned geospatial database of North Korean economic, industrial, and infrastructure facilities identified using native North Korean nomenclature within 20 days of contract signature. Following the initial delivery, the vendor shall deliver updates to include new construction, error corrections, feature updates, and facilities that are newly mentioned in North Korea press. NGA anticipates that any new or newly identified facility mentioned in North Korean press reporting will be included in the following month’s updates. Those updates shall occur no more than monthly.
The naming conventions should be closely matched to references in North Korean press reporting or North Korean government information.
1.4 Period of Performance
The period of performance for this effort is composed of a base year plus two (2) option years. The period of performance shall proceed as follows:
• Base Period – Date of Award + 12 Months for the initial delivery of a structured data file and subsequently monthly updates. Updates to include corrections, changes, new construction, or facilities newly identified in North Korean press shall be updated on a monthly schedule.
• Option Year 1 – Option Effective Date + 12 Months for updated or refreshed data.
• Option Year 2 – Option Effective Date + 12 Months for updated or refreshed data.
1.5 Place of Performance
All work is to be completed off-site, at the vendor’s location.
1.6 Applicable Documents
Applicable documents include:
A. National System for Geospatial Intelligence (NSG) Application Schema (NAS) https://nsgreg.nga.mil/as/registers.jsp?register=NAS
B. Intelligence Community Directive 203: Analytic Standards C. Intelligence Community Directive 206: Sourcing Requirements of Disseminated Analytic Products
2.0 Specific Requirements/Tasks
2.1.1 Datasets and Sourcing
The vendor shall provide a structured geospatially compatible database of political, economic, cultural and other government related facilities in North Korea based on local North Korean naming conventions correlated to North Korean press. The dataset should include notable facilities of leadership importance as identified North Korean press reporting as well as sites that have been identified by visual exploitation of commercial imagery. Data needs to be spatially accurate and the sites https://nsgreg.nga.mil/as/registers.jsp?register=NAS identified need to be verifiable within 5KM of the center point of the facility when validated on commercial imagery. Data is to be delivered in a compatible geospatial format including ESRI Geodatabase or another format mutually agreed to by NGA and the vendor.
Facility types should be inclusive of and not be limited to the following:
o Dams including assessed condition (damage, importance, size) o Markets and other facilities of economic significance o Communications facilities (mobile phone towers) o Energy and electrical assets (solar panels) o Education and research facilities (schools, colleges, specialized research facilities).
NGA will determine which datasets are suitable based on the quantities of specific features/sites.
o Dams (minimum 1400) o Formal markets (minimum 550) o Mobile Phone Towers (minimum 1100) o Solar Panels (minimum 500) o Education and research facilities (minimum 1800)
The vendor shall provide dates of information for both press reporting as well as the date and source of imagery for sites identified via visual exploitation of commercial imagery.
Data updates shall be delivered on a monthly bases and may include but the addition of newly constructed facilities, facilities newly identified North Korean press, and any corrections to the dataset. Facilities that are newly identified in North Korean press shall be included the in the following month’s update. Dataset shall be updated without notice from NGA on monthly basis.
The data enhancement will bring the data closer into compliance with NSG standards, and make it easier to integrate into Analysis workflow and share with the NSG by:
o Updating geographic and socioeconomic datasets from 2018 to present o Create and convert a layer of military specific features o Reformat from KML to ESRI Geodatabase
3.0 Delivery or Deliverables
3.1 Deliverables
The vendor shall deliver a structured geospatially compatible data file that includes the above described features, facilities and sites using naming conventions transcribed from North Korean for locations and facilities as well as the sourcing data sufficient to allow NGA analysts to independently verify the information. Any sites that have been identified via commercial imagery exploitation shall include the date of information and imagery source (sensor or company name). On a monthly basis the vendor shall deliver, unprompted by NGA, updates that include newly built facilities, newly identified features, and, corrections to the existing data.
3.2 Delivery Methods
The vendor shall deliver all data via security approved electronic means. Data sources on the unclassified network will be downloaded onto a security approved ftp site. NGA and the vendor will discuss at the kick-off meeting within a week of contract award to discuss the most efficient means for transferring these deliverables which may differ depending on size and format. The vendor must be able to deliver within a week after the kick-off meeting.
3.3 Notice to contractors
All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government.
