About this file
This document contains questions and answers related to a solicitation for foundational data features on North Korea. The solicitation requests geospatial datasets and economic, industrial, and infrastructure facility information for North Korea using native North Korean nomenclature. Vendors must be able to deliver an initial database within 20 days of award and provide monthly updates to include all previous and new data. The solicitation is conducted as a full and open competition with no set aside. The National Geospatial Intelligence Agency is seeking English translations of North Korean names but also requests the names be provided in the original North Korean dialect of Hangul.

· Clarification: Please confirm the version for the National System for Geospatial Intelligence (NSG) Application Schema (NAS) to be utilized. Schema will be provided upon contract award.
· Clarification: Please clarify what this statement “NGA WILL determine which datasets are suitable based on the quantities of specific features/sites.” based on the list of feature minimums. Each vendor will have to submit at least the minimum dataset outlined in the RFP, and any additional feature/sites could be considered a strength. NGA will validate additional features/sites for accuracy
· Clarification: Please clarify the current schema and/or data sources, if applicable, for this statement: “Updating geographic and socioeconomic datasets from 2018 to present”. NGA is asking for the most current geographic and socioeconomic datasets, we do not want the FREE dataset from 38N that was available up until 2018.
· Question: We have active NGA contracts utilizing Digital Globe’s G-EGD, will NGA consider utilizing established agreements to provide the awardee with connection access? NO, we expect vendors to use commercial imagery. NGA will not provide access to NK data/imagery.
· Or will the contractor be tasked with acquiring imagery per the SOW statement: “Any sites that have been identified via commercial imagery exploitation SHALL include the date of information and imagery source (sensor or company name).”? Yes, any pre-2018 data will be grandfathered in, and any new data will have to include date of information and imagery source. NGA is not going to provide imagery; we require up-to-date datasets.
· Question: Outside of the initial delivery of a common schema of conflated datasets, will the subsequent monthly deliveries be amendments only? No, the expectation is to include the entire dataset (previous and updated data) each month.
· Question: Will NGA provide access via DoD SAFE or PiX for the secure transfer as per “The vendor SHALL deliver all data via security approved electronic means.”? Once contract is awarded NGA will provide access to a secure transfer source.
· Clarification: Please clarify the conflicting statements:” The vendor is required to deliver a one-time conditioned geospatial database of North Korean economic, industrial, and infrastructure facilities identified using native North Korean nomenclature within 20 days of contract signature.” and “NGA and the vendor WILL discuss at the kick-off meeting within a week of contract award…” | “The vendor MUST be able to deliver within a week after the kick-off meeting.”. The two statements (sentences) are different. The first sentence refers to the initial database delivery will be within 20 days of contract award. The second sentence states that a kick off meeting needs to take place within a week of contract award. The last sentence was modified because the intention is to establish a connection to transfer the deliverables within a week after the kick off meeting.
· Clarification: Please clarify the conflicting statements: “The government WILL NOT furnish any information in association with this requirement.” and “As directed by the NGA CO or COR, the Contractor WILL destroy or return to NGA all Government-furnished information upon contract termination or when no longer required for contract performance.” NGA does not intent to provide any GFI or GFP. Should that become necessary at any point, the Contractor must follow the language stated herein.
· Question: Does NGA intend to, at a minimum, provide a list of NK press mediums to be used for this contract? No. Our expectation is the vendor to supply NK press mediums.
· Clarification: Please clarify conflicting statements: “Unclassified Work Performance Security Requirements: Uncleared Contractor personnel are authorized to work on this contract at the Unclassified level without the requirement of a security clearance.” and “Contractor WILL be responsible for executing specific provisions under the contract for the accreditation of classified information systems, and upon request, SHALL provide the COR a written statement confirming accreditation compliance with the minimum information systems requirements established in the DD254.” Should a DD254 become necessary, then this passage will govern the security requirements. All work is unclassified and a DD254 is not included in the RFP.
· Question: We concur with the applicable safeguarding requirements based on this statement “When the Contractor receives protected information under the terms of this contract, the Contractor WILL comply with all applicable NGA, DoD, and IC information security policies for the proper marking, handling, processing, storing, and safeguarding of unclassified and CUI material.”, however, to date NGA has not provided CUI marked data under our current work, does NGA anticipate this requirement will be implemented during the life cycle of this contract? No, this is a boilerplate security statement.
· Question: Is the following statement: ”The Contractor WILL ensure that document markings are given the lowest possible security classification to maximize dissemination while still maintaining the information’s confidentiality and integrity as necessary.” within the purview of the Contractor or stipulated by the government? All work on the contract is UNCLASSIFIED
· Question: In the execution of this contract what processing does NGA anticipate would be performed on government-owned information systems? Not relevant to RFP.
· The RFP requests features and sites be names using North Korean naming conventions. IS NGA requesting these names in Korean (North Korean dialect) or in English translation of the North Korean and maintaining the NK dialect? NGA requires the English translation, but also requests the NK dialect (Hangul) to accompany the English translation.
