About this file

This solicitation requests proposals for the design, fabrication, delivery, and installation of primate social housing units and a group testing module. The National Institute of Mental Health and National Eye Institute seek to renovate animal holding rooms at the National Institutes of Health campus in Bethesda, Maryland to accommodate larger social groups of nonhuman primates for research purposes. Each of five social housing habitats should consist of six home cages and five connecting squeeze-back cages, allowing social groups of four or more animals. An additional requirement is for eight animal transfer doors to connect home cages. The group testing module may incorporate a large group housing cage connected to two standard lab cages. The project comprises four milestones for prototype and installation. Offerors must be small businesses under NAICS 332999. Proposals are due by July 24, 2020 with award by September 30, 2020. The solicitation is a fixed-price small business set-aside issued by the Department of Health and Human Services National Institutes of Health Office of Logistics and Acquisition Operations.

Item # Question Answer

The Ceiling Construction specifications call for “woven, spot-welded” mesh. Is a welded wire mesh acceptable

Yes, if the gauge of the wire is sufficient to support the weight of the animal(s)/enrichment and the design does not allow animals to access items on the ceiling, back wall, or in the neighboring cage(s).

Could you please clarify if we need to provide any details or pricing on the “Group Testing Module” in our proposal?

No, only the social habitats and access tunnels.

Is NIH providing all the water bottles and holders, and the feeders, and we just accommodate their attachment to the cages?

Yes

Pg 3/ 122 - Would the industry standard 304 Stainless Steel acceptable? Is the industry standard of 304 Stainless Steel an acceptable alternative?

Yes, 304 Stainless Steel would be acceptable.

Pg 4/ 140 - Is it the mounting of each enclosure to the facility that is be sealed and gasketed, or is it "enclosure to enclosure” side walls that also need to be gasketed? During the Q&A it was our understanding it was just the mounting to the facility but the RFP reads a little differently. Please better describe the requirement of the enclosures to be “sealed & gasketed”. Are the enclosures to be sealed & gasketed to the facility walls or sealed from enclosure to enclosure or both?

Yes, all mounting or interfaces between the facility walls/floors and the caging shall be gasketed/sealed. The gasketed interface shall be designed to prevent damage to facility surfaces and prevent the collection of moisture/water and debris between the surfaces. Cage to cage interfaces do not need to be gasketed, but should be designed to dry quickly and not accumulate/harbor water, urine, moisture or debris.

Pg 6/ 241 - Please confirm which is priority, solid construction of door/ panel or the 1”x 1” grid described in line 249?

As the cage pan will not extend under the floor door panel because the panel is designed to permit animal movement between the top and bottom squeeze cages when open, the ideal panel would be of solid construction. The solid door panel would also prevent interaction between animals in the top and bottom cage and if sloped toward the cage waste pan facilitate the collection of waste.

Pg 7/ 315 - How many light fixtures are there per room so we can determine quantity of access doors in habitat ceilings?

There will be one light over each home cage and one over one unit.

Therefore, one access door will be required. Note, that the access door must be large enough to permit light access, as well as access to the automatic watering lines running along the wall of the room.

Pg 11/ 477 - Please confirm delivery timeframe would be from the date of “submitted drawing approval” not PO. Please confirm the delivery timeframe is based on “submitted drawing approval” vs.

date the PO was issued.

Delivery is 150-160 days or less from approval of the submitted drawings.
