Statement of Work Replace North Plant HTHW Air Separator Valves
National Institute of Environmental Health Sciences Task Order Request #214-26

Replace NP HTHW Air Separator Valves 1 January 17, 2014
This Scope of Work details the replacement of three (3) North Plant HTHW Air Separator System Valves and renewal of associated insulation. The Contractor is to provide all services for review of existing conditions; preparation of construction documents/submittals; and construction in accordance with contract requirements.
I. GENERAL:
The Contractor shall provide all services necessary to complete the project as stated in this SOW. The Contractor is responsible for providing demolition/construction, temporary contractor access, and must maintain the functionality of the existing systems.
II. CONSTRUCTION:
A. The Contractor shall comply with the quality control requirements for construction in accordance with the Contractor Quality Control Program and the contract.
B. The Contractor shall provide an overall project schedule showing the submittal and construction phases. The schedule shall be updated and submitted with each pay request. Final construction must be completed 90 calendar days from task order Notice to Proceed. The work shall be scheduled for completion during the off-peak heating season (May 1st – September 15th).
C. The Contractor must give a minimum of 15 day written notice before the start of work and before any system outages.
D. The Contractor must construct the project in accordance with the 2008 NIH Design Requirements Manual for Biomedical Laboratories and Animal Research Facilities as modified by the FMB-NC Engineering Guidelines and Material Requirements Manual (Revision C).
III. SCOPE OF WORK
A. Select, submit for Government approval, and provide replacement valves and insulation that meet the following requirements:
1. Valves - Provide 14” Triple offset butterfly valves for HTHW applications. Valves shall be designed for use with 400°F, 400 PSI water, shall be Class 300 carbon steel, with steel disc, positively retained stainless steel and graphite seat, and flange
2 January 17, 2014 pattern meeting the existing. Suggested manufacturers: Adams (Model WAK-A9), Zwick (Tri-Con Seris), Jamesbury, Dezurik, and Tyco Flow Control.
2. Valve Operators - Provide gear operators for the new valves. Handwheels shall be steel and sized to accommodate field operation by one Operator without the use of additional equipment.
NOTE: Insulation system, jackets and adhesives shall be U.L. rated and FM approved.
3. Pipe Insulation System - Mineral fiber pre-molded pipe insulation meeting the requirements of the NIH Design Standards and suitable for continuous temperatures through 1200º F. Maximum K-factor 0.4 BTU/in∙hr∙sf∙F @ 400 deg. F. Finished insulation system shall both a fire retardant jacket, 30 pound Rosin Paper and 8oz canvas jacket. Final insulation thickness to be a minimum of 4” thick.
4. Removable Lagging Blankets for Valves and Expansion Joints - Silicone Impregnated Fiberglass 17 oz. / Square yard Jackets with Flexible Elastomeric or Fiberglass insulation as applicable for system. Blankets shall be secured using Ballistic Nylon strap 1-1/2” with buckles, Velcro, or quick release clasps.
5. SUBMITTAL: Contractor to submit Manufacturer cutsheets, descriptions and applicable manufacturer drawings for the valves and insulation system provided in this section. Submittals shall be reviewed and approved by the Project Officer prior to ordering material and the start of installation activities.
B. Accomplish the following:
1. Isolate the North Plant HTHW Air Separator System.
Note: System valves shall be operated and locked out of service by the Central Utility Plant O&M Personnel. Contractor shall add their lockout devices in addition to the O&M.
2. Remove all insulation and lagging blankets from the system piping as indicated between points “A” and “B” in Attachment 1.
3. Remove to scrap the existing V-1, V-2 and V-3 valves.
4. Clean the existing pipe/valve flanges to accept the new valves.
5. CONDITION REPORT: Submit a condition report listing any pipe flange issues found prior to resurfacing the flanges.

6. Following review and acceptance of the submitted condition report, Resurface the face of each valve flange to accept the new valve installation.
NOTE: No work, either resurfacing or replacement, will begin until the contractor receives a response to the Condition Report by the Contracting Officer. The contractor shall include one (1) day in the proposed schedule for the Government to review each Condition Report individually. If a replacement is required, the Government will exercise the associated option. If no replacement is required, the Contracting Officer will provide the contractor written notification that they shall proceed with resurfacing.
7. Install contractor provided valves using new gaskets and hardware rated for the systems service. Valves shall be positioned per manufacturer’s recommendations and to facilitate actuation by one Operator. Modifications required to accommodate operation and valve installation shall be identified by the Contractor and listed/included in their proposal.
8. CHECKPOINT: Accomplish an inspection of the newly installed valves with the Project Officer. Deficiencies shall be addressed prior to the start of insulation work.
a. CONDITION REPORT: Submit a condition report detailing the results of the inspection accomplished in paragraph 8.
9. Once approval to proceed is received from the Project Officer, Reinsulate the Air Separator system. Insulation work shall be accomplished by an approved insulation company. Installation shall follow National Commercial & Industrial Insulation Standards (published by MICA) or Project Officer Approved equivalent.
NOTE: Insulation contractor shall be a member of a Government approved insulation association.
10. Install new removable insulation blankets on the new valves and existing expansion joints.
11. Label the pipe and new valves per the FMB-NC Engineering Guidelines and Material Requirements Manual (Revision C).
12. CHECKPOINT: Accomplish an inspection of the completed system with the Project Officer. Deficiencies shall be addressed prior to final contract closeout.

C. OPTIONAL PRICING
NOTE: This section is written to provide optional pricing for flange replacement if found necessary based on review and Government concurrence with the Condition Report provided in section B paragraph 5.
1. The submitted pricing shall cover all necessary equipment and material to accomplish the replacement and include any estimated schedule impacts. The contractor shall submit a separate Task Order Pricing Template for each option. If any or all of the options are exercised by the Government, the firm-fixed price included for the option on the Task Order Pricing Template will be the amount at which the option is exercised.
2. If it is determined following the Contractors inspection that flanges require replacement (see Paragraph B-5), this pricing shall be used as the bases of a Contract Modification.
3. OPTION 1: Contractor to submit with their proposal, pricing for the replacement of pipe flanges for Valve V-1. Replacement shall be with like make and type as existing. Weld testing shall follow the mandatory minimum nondestructive examinations required for pressure welds as per ASME B31.1.
4. OPTION 2: Contractor to submit with their proposal, pricing for the replacement of pipe flanges for Valve V-2. Replacement shall be with like make and type as existing. Weld testing shall follow the mandatory minimum
5. OPTION 3: Contractor to submit with their proposal, pricing for the replacement of pipe flanges for Valve V-3. Replacement shall be with like make and type as existing. Weld testing shall follow the mandatory minimum
D. All equipment shall have a warranty period of at least 1 calendar year from the beneficial occupancy date.
I. CLOSE-OUT REQUIREMENTS
In addition to standard requirements provided in the contract base specifications the following additional services are required for close-out and completion of this task order.

A. New Equipment Data Worksheets: The Contractor shall complete a New Equipment Data Worksheet whenever new equipment is installed. This data will be used to replace or add new equipment to real property equipment lists and schedule preventative maintenance tasks. In addition, the contractor shall return to the COR any existing equipment identification tags found on existing equipment so the equipment can be revised on real property equipment lists. New equipment identification tags will be issued to the Contractor for placement on the new equipment. Equipment tag checks will be part of the Pre-Final Inspection.
B. Tags for Warranted Equipment: The tag for equipment shall be similar to the following. Exact format and size will be as approved by the COR.
