1. Question 12: The second portion of this question was not answered which stated, “Page 85, Proposal Submission: The instructions state to provide cost information in the technical proposal, but in the next sentence it states that pricing data related to individual salary information, indirect cost rates or amounts, fee amount, and total costs should not be discussed in the Technical response. These instructions are unclear. Can NIH clarify if they are asking vendors to provide commercial rates and/or general rate information not related to NIH in order to provide a baseline? If not, can NIH provide clear instructions on what cost information should be included in the Technical?” Answer: No cost information is to be included in the technical proposal Can NIH clarify if the response is intended to mean that none of the cost information is now required in the technical proposal? Answer: No cost information is to be included in the technical proposal

2. Question 15: On Question 15 of the Questions & Answers, it states that we should be to review all the links of the solicitation. However, we have attempted to both copy/paste the links into a browser and type them in manually and the links do not work. To ensure we can review all requirements of the solicitation, we must have access to the information to which the links refer. Can NIH please provide the correct links and/or original RFP documents with links that work, or provide the documents referenced to by the links? Answer: See updated PWS Version 5.4

3. Question 24: No answer was provided for question 24. The Government requests a "listing of each related contracts completed within the last three years or ongoing." Is there a limit to the number of contracts an offeror can submit? Answer: Vendors may provide this information in an appendix as there is no limit.

4. Past Performance section: NIH has requested past performance information on major subcontractors. Can NIH verify that it will evaluate the past performance of major subcontractors on the same basis as the prime contractor’s past performance? Answer: No, this is a small business set aside and 51% of the work must be performed by the Prime. More specifically, please clarify whether this past performance information will be considered and weighed equally as between the prime and major subcontractors. Answer: past performance may be considered but may not be weighed equally. Also, please clarify whether NIH will evaluate the past performance of partners to a joint venture prime contractor and, if so, whether such past performance information will be considered and weighed equally as between the JV partners. Answer: past performance may be considered but may not be weighed equally. We request that the deadline for submitting proposals be extended by a month after the answer to this question has been issued so that small business contractors are allowed adequate time to set up their teaming arrangements based upon how NIH responds to the question. Answer: The due date of the proposals is hereby extended to May 24, 2019.

5. The answers to questions and the amendment stated that proposals are now to be submitted via email. The amended RFP in section L.2 still states that they are to be delivered to the offices at 6011 Executive Blvd. Will NIH be revising the RFP to match the amendment and Q & A? Answer: No, the amendment SF-30 is sufficient.

6. There is only one CLIN for both on-site and remote CART. These rates are significantly different. To provide the most cost effective prices to the government, will NIH provide two separate CLINs for CART services – one for onsite CART and one for remote CART? Answer: See updated PWS Version 5.4 & Updated Price Sheet.

7. Can NIH clarify if the Video Remote Interpreting CLIN is to be is to be calculated based on rates per minutes or rates per hour? Answer: Please refer to price sheet, as it is requested rates per hour for standardization through the other services, even though VRI is typically billed by the minute.
