• Develop and present to the Office of Management and Budget and the President an annual scientifically justified budget estimate for NIH AIDS related research activities.

• Submit an alternate AIDS budget to the Secretary, Department of Health and Human Services (DHHS), and the Director, NIH, in accordance with the strategic plan.

• Receive and disburse all appropriated funds for NIH AIDS research activities to the NIH Institutes and Centers (ICs) in accordance with the strategic plan.

• Direct the planning, coordination, and integration of all AIDS research activities across and throughout the NIH ICs.

• Evaluate the HIV/AIDS research program developed by the strategic plan and carried out by the ICs.

• Advise the NIH Director and senior staff on the development of NIH wide policy related to AIDS research, and serve as principal liaison with other agencies of the Public Health Service, DHHS, the Federal Government, and the Office for National AIDS Policy Coordinator.

• Represent the NIH Director on all outside AIDS related committees requiring NIH participation.

• Provide staff support to the OAR Advisory Council, NIH AIDS Executive Committee, and the Coordinating Committees for each AIDS research discipline at NIH.

• Develop policy on laboratory safety for AIDS researchers, and monitor the AIDS surveillance program.

• Develop and maintain an information data base on intramural/extramural AIDS activities, and prepare special or recurring reports as needed.

• Develop information strategies to assure that the public is informed of NIH AIDS research activities.

• Recommend solutions to ethical/legal issues arising from NIH intramural/extramural AIDS research.

• Facilitate collaboration in AIDS research between government, industry, and universities.

• Foster and develop plans for NIH involvement in international AIDS research activities.

To fulfill its mission, OAR requires technical and analytical support services. This procurement is a re-competition of a contract awarded in September 2007.

When this document has been signed and returned, and within 48 hours of receipt of funds in to the contractor's bank account from NIH, issue a check or initiate a wire transfer.

II.(2) Special Requirements

a. To assure rapid response to changing program needs and to assure adequate day to day management of multiple complex activities that must be conducted in close concert with activities of OAR staff, other NIH institutes or Federal agencies, and other Contractors, the project staff of the successful Contractor (and subcontractors, if any) must be available to meet with OAR program staff in Rockville, Maryland, with as little as 2 hours advance notice. Such meetings on any given day shall involve one or more members of the Contractor's team representing different areas of service.

b. The Contractor shall have sufficient staff so that the Project Officer can develop a long-term working relationship with the same individual or individuals over the life of the contract to maintain continuity in the delivery of services. The available staff must be extensive and flexible enough to staff up to 20 FTEs in one month and then cut back to 10 FTEs a few months later to accommodate fluctuations in work volume and type.

There must be an adequate depth of staff to allow projects to be staffed and begin without delay. It is important that the Contractor have a plan for maintaining trained staff with experience working with the OAR.

c. The Contractor shall assist, often under tight deadlines, with the development of issue papers, briefing books, research papers, summary reports, etc., regarding the mission of the OAR, programs underway, budget, and other substantive issues. Analytical and editorial staff must have a thorough knowledge of HIV/AIDS research issues and familiarity with resources for quickly compiling current data. The Offeror must have a plan for making individuals with this knowledge available upon very short notice.

d. OAR is a top-level, policy making office, in which NIH staff work under considerable pressure to carry out the office's mission through its various programs and activities, as well as respond to high-level requests for information regarding the AIDS research program at the NIH. The Director is frequently called on to make presentations or give testimony to Congress regarding budget appropriations for AIDS research or to discuss the progress being made in the NIH AIDS research program. These activities challenge OAR program staff to efficiently assemble appropriate data for presentation. Schedules that are set up are non negotiable, frequently with stringent deadlines. Offeror staff must be prepared to react competently to these quick-turnaround requirements by compiling documentation into briefing books, summary reports, and presentation materials (e.g., slides, PowerPoints, poster size visual aids, etc.).

- 14 -

The Contractor shall be able to interact efficiently with OAR staff and quickly turn around materials that cannot always go back and forth by fax or electronic copy for review and revision cycles (e.g., enlargements, color, visual aids, final copy, etc.). The Contractor shall have adequate facilities, with back-up staff and equipment, to produce materials, often overnight, without delay. A Contractor location within close proximity of the NIH campus facilitates communication and work flow, maximizes Contractor and client resources, and conserves costs. The Contractor must have the ability to have key staff in person at the OAR offices within 2 hours notice and must have the ability to have materials picked up and/or delivered with 1 hours notice.

e. Because OAR serves as a lead agency representing NIH's AIDS research effort nationally and internationally, its documents and communications are distributed widely with target audiences including the Congress of the United States, the Department of Health and Human Services, other Executive Branch Departments, the medical and scientific research communities, and the public. Therefore, it is imperative that all materials and services delivered to OAR be provided in a timely and accurate manner and that all materials leaving OAR be error free and received by the proper audiences. The Contractor must provide a detailed plan for an effective system of quality control, citing examples of its experience with the type of errors that shall be encountered in work of the kind to be performed under this contract and the mechanisms that it has in place to guard against future occurrences of such errors. Contractor staff shall interact on highly sensitive matters with individuals from the highest levels of the U.S. and foreign governments, community groups and advocates, scientists and medical professionals and HIV+ individuals. Offerors must demonstrate experience working in a highly sensitive and confidential environment successfully.

f. The Contractor shall provide staff with demonstrated experience in arranging meetings nationwide and internationally. The Contractor shall provide, either through internal resources or with the assistance of a reputable travel agency with whom the Contractor has an established relationship, all necessary preparations for travel reservations, hotel accommodations, arrangements for meeting rooms, refreshments, recording arrangements, and audiovisual aids. Contractor staff may be called upon to work with VIPs from the U.S.

and other countries. Contractor staff shall be knowledgeable regarding all of the requirements for use of Government and non-Government space for meetings. Contractor staff shall demonstrate experience with high-level arrangements including briefings on protocol and cultural issues, security, required documentation, escort services for VIPs, etc. Contractor staff shall have experience organizing events outside of the continental United States.

g. The Contractor shall shall provide staff with demonstrated knowledge and understanding of the regulations regarding payment of honoraria for consultants and the provisions of the Federal Travel Regulations regarding reimbursement of travel, per diem, and other subsistence costs. The Contractor shall be responsible for compensating all nonfederal public hearing and other meeting participants for daily honoraria and travel expenses as authorized.

h. The Contractor shall be required to make payments, upon approval by the Project Officer, to organizers of collaborative or supported events; to pay vendors for products and services required for conferences or other project activities; and to reimburse meeting participants, as specified by the Project Officer, for travel related expenses and honoraria. Offerors must demonstrate the ability to make payments without delay (single transfers of up to $500,000 within 48 hours of receipt of the funds from the Government into the Contractor's bank account) and expend as much as $2 million over a 2-month period under standard reimbursement procedures from the Government.
