To all Vendors: The purpose of this Amendment is to respond to vendor questions to date.

VENDOR QUESTIONS

Question #1: Whether companies from Outside USA can apply for this? (like, from India or Canada)

Answer #1: As stated in the Statement of Work under section G. Mandatory Criteria, item 3, “the project must be conducted within the United States and its territories. In accordance with NIH Guide for Grants and Contracts, the description of the United States is as follows:

“The 50 States, territories, and possession of the United States, the Commonwealth of Puerto Rico, the Trust Territory of the pacific Islands, and the District of Columbia.”

Question #2: Whether we need to come over there for meetings?

Answer #2: No, contractors are not required to attend meetings at the National Library of Medicine.

Question #3: Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)

Answer #3: As stated in the Statement of Work under section G. Mandatory Criteria, item 3, “the project must be conducted within the United States and its territories. In accordance with NIH Guide for Grants and Contracts, the description of the United States is as follows:

“The 50 States, territories, and possession of the United States, the Commonwealth of Puerto Rico, the Trust Territory of the pacific Islands, and the District of Columbia.”

Question #4: Can we submit the proposals via email?

Answer #4: As stated in the Request for Quotations (RFQ) under section 10. Electronic Submission, “Electronic copy via the NLM electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov. All submissions must be submitted by 12:00 PM Eastern Time on July 10, 2018.”

Question #5: I went to the FedBizOperations Web site and it appears the Statement of Work under the 2018 solicitation if the 2017 Statement of Work. https://www.fbo.gov/index.php?tab=documents&tabmode=form&subtab=core&tabid=266c28ecd40724ec3a7d9da0d6fec9ed

Is that the version we should be working with to respond to this solicitation?

Answer #5: An amended SOW has been posted reflecting the correct year – 2018.

Question #6: Are these awards limited to $50,000? If so, does that include direct and indirect costs?

Answer #6: As stated in the Statement of Work under section G. Mandatory Criteria, item 6, the “project budget shall not exceed $50,000.00.”

Question #7: For how many years are the awards?

Answer #7: As stated in the Statement of Work under section E. Period of Performance, page 5, “the period of performance shall be for twelve (12) months from the date the project begins. Awards are anticipated to be made on or around September of 2018.”

Question #8: Is it accurate to say that the budget for the HIV/AIDS Community Information Outreach project can not exceed $50,000? This seems relatively low for the amount of work we had in mind.

Answer #8: As stated in the Statement of Work under section G. Mandatory Criteria, item 6, the “project budget shall not exceed $50,000.00.”

Question #9: the RFQ states in Section 12, page 3, that questions can be submitted until noon on July 10, 2018, so I was wondering which deadline is correct?

Answer #9: The deadline for questions to be submitted was Tuesday, June 26th, 2018at 12:00 p.m. The proposal submission deadline is Tuesday, July 10th, 2018 at 12:00 p.m.

Questions #10: Several of the documents in FedBiz Ops are for the 2017 version of this program, most notably the Statement of Work, and Attachment 3. I was wondering if the Statement of Work and other documents that are from 2017 are applicable to this round, even though they have the 2017 due dates.

Answer #10: The Statement of Work, Terms and Conditions, and the Addendum have been updated to reflect 2018 dates.
