Q. In what format should Offerors put forth the FAR for prompt payment, 15 days term?

A. All NLM’s contracts will incorporate Prompt Payment Act at net 30 days.

Q. Will the Offeror be notified by NLM for negotiation of cost/price factor?

A. NLM will contact Offerors via email for negotiation of cost/price after technical reviews are completed.

Q. Will there be access to ergonomic work space? Access to standing desks and ergonomic desks or chairs?

A. Vendors working onsite will be given access to a designated work station that includes a desk, chair, computer, monitor, printers, telephone, and some storage for paper files. The government will provide additional property and equipment when appropriated funds are available and designated for additional property and equipment.

Q. If an award is made for one (1) service, will the Offeror have the opportunity later to perform in other services areas?

A. After an award is made for one (1) service area, following task(s) cannot be issued in other service areas.

Q. Can the IDIQ contract be terminated by the contractor at any time for any reason? Is there a financial burden on the contractor? Can the contractor leave the task without completing the remaining hours?

A. Contract shall not be terminated by a contractor at any time for any reason. Contract termination for default by a contractor, contractor shall be liable to the Government for any and all rights and remedies provided by law. After a task is issued, a contractor shall perform and complete a task in accordance to a specific task. There is consequence for not completing a task as describe in “Quality

Assurance Plan” and may involve financial burden on a contractor. NLM will make an appropriate course of action based on case by case basis.
