(3) Quote Content:
1. VOLUME I – MISSION CAPABILITY: The Mission Capability volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Legibility, clarity and coherence are very important. The Technical volume shall be organized according to the following general outline:
(a) Tab 1 – Technical Approach (Attachment I): Quoter shall provide the following:
a. Management Concepts and Organization Plan Summary: Management consists of management philosophy and human resources, i.e. general management principles and applications that include overall administration of the work performed, the interaction between and among the contractor’s organizational elements and personnel (balance of control, autonomy, and empowerment), administration of the contract and any subcontracts, and internal personnel management, including issues such as pay, benefits, and employee relations. The Quoter shall also provide the following:
• A detailed organizational chart with management roles and responsibilities;
• The authority to be delegated to the contractor’s project manager and subordinate managers and supervisors within the proposed organization and how it will contribute to effective management of the work to be performed.
• The provisions incorporated into the proposed contractor organization for interaction and liaison between the contractor’s and the Government’s personnel to ensure effective communication and problem resolution.
• The type of controls the contractor will use to ensure timely and quality work by any subcontractors, the extent of any such subcontracting within the processes and organization identified, and how such subcontract work will be obtained, coordinated, and controlled.
• Details of how qualified personnel will be identified, recruited, and retained.
b. Contract Technical Approach: Quoter must provide the following:
• Provide a detailed narrative describing your technical approaches and strategies proposed for satisfying all the activities listed in section 3 of the SOW. Identify all assumptions upon which your approach/solution is based, and the rationale supporting the assumption (i.e., why do you believe the assumptions are valid). Discuss technical alternatives considered and why the proposed alternative was chosen.
• Provide a detailed narrative that demonstrates your understanding of 508 and WCAG compliance principles, and your existing experience analyzing content and applying 508-specific alternatives to technical content.
• A System Security Plan (SSP): Quoters should detail a security plan in their technical response.
Quoter shall provide an SSP appropriate for journal copy-editing and composition and shall provide the rationale for their decisions. Quoters shall provide the following and must ensure their systems comply with the requirements of Attachment V located at Section J of the
Solicitation and HHS Information Security and Privacy Policy (IS2P).
- Identify any revisions, or development, of an internal corporate policy to adequately address the information protection requirements of the SOW.
- Identify the Contractor’s existing internal corporate policy that addresses the information protection requirements of the SOW.
- Identify measures to ensure contractor/subcontractor compliance with safeguarding personally identifiable information (PII) and security and privacy controls in the NIST 800-
53.
- Identify your system information categorization to ensure the identification of the PII requiring protection.
- Provide a narrative detailing your existing system risk assessment.
- Provide a narrative detailing your existing internal corporate policy that addresses the information protection requirements of the SOW.
- Provide a schedule for performing regular penetration tests and security evaluations, and a narrative of how those results will be shared with the government.
- Provide a narrative explaining your understanding of:
o The security and privacy controls of NIST Special Publication 800-53 , latest version, involving the encryption of transported information that will be implemented when PII is physically transported to or stored at a remote site;
o The NIST Special Publication 800-53, latest version, security and privacy controls requiring authentication, and how virtual private network (VPN) connections and other technical safeguards will be implemented.
o The NIST Special Publication 800-53, latest version, and how security controls enforcing allowed downloading of PII will be implemented.
o How your system is commensurate with the size and complexity of the requirements listed in the PWS based on your System Categorization.
If any of the security measures required in Section H of the Solicitation cannot be followed, the Quoter must provide a detailed equivalent security strategy to provide similar protection of the content.
c. Quality Control Plan (QCP): Quoter shall provide the following:
• A narrative that describes your control system and inspection techniques used to attain the level of performance required by the SOW;
• A narrative that describes your methodology for identifying deficiencies in the quality of service performed before the level of service became unacceptable;
• A narrative that describes your internal processes for documenting, maintaining records and reporting quality related problems for performance improvement.
(b) Tab 2 – Sample Task Order Technical Solution (Attachment V): Provide detailed response to satisfying the STO by completing the translation test to verify their ability to provide an accurate translation. A test file and a copy of the current version of the EHP style manual are included. The Quoter shall submit a translated XML file using the following guidelines:
• Provide your technical solution to the setting in Section J, Attachment VI – STO. Your detailed narrative must describe your technical approach proposed for satisfying all the activities listed in the
Sample Task Order.
• Translation shall be completed in XML, and shall conform to the guidelines of the DTD declared in that file.
• The translation shall be added to the original XML provided, using the appropriate translated elements built into the DTD specified (for main text, the translation shall be grouped into a single
element; all translated tags shall include the appropriate @xml:lang attributes, or other attributes as specified in the tagging guidelines, applied throughout). The XML file shall not contain any parsing errors upon its return to EHP.
• All translations shall adhere to the EHP style guide.
• Grammar, spelling, and punctuation shall be correct.
• All MathML tagging shall be preserved in the final deliverable (EHP currently follows the
MathML 2.0 Presentation specification). If changes are needed in the display of the math to conform with certain grammatical rules in the translated language, the contractor shall provide correct MathML for the new equation in the XML deliverable.
• “Math” is defined as any construct containing an operator, variable, sub/superscript, or Greek character. The contractor shall ensure that appropriate fonts and symbols are used. Note that all equations shall be tagged in their entirety; for example, in the expression x2 = 5, it is not sufficient to only tag the left-hand portion of the equation. Some general mathematical guidelines include:
o Do not capture spaces between operators or characters, unless the space conveys mathematical meaning (there is no instance where extra space around an operator conveys meaning). When space is appropriately captured, always use the <mspace> tagging.
o Blank or empty tags are not allowed.
o Certain characters (such as the degree symbol, when paired with a temperature) are not considered operators, and shall not be captured in math unless they are part of a larger equation.
o Fences (parentheses, brackets, braces) are considered operators when used in mathematical expressions. Do not capture fences in MathML when used as part of text – this includes when the fences surround a mathematical expression in its entirety, and have no mathematical influence on the expression.
o Variables shall be tagged consistently throughout the manuscript – all variables shall be tagged as “math”, not just italic text.
o Correct symbols shall be used for all characters, and these must map to the appropriate
Unicode character. For instance, hyphens or dashes cannot be used in place of a minus sign. SGML/HTML entities shall not be used.
• Figures and images shall be translated along with the paper; however, changes shall not be made to the figures themselves. Any figures or images containing English text shall have translated text added to the figure caption. This may take the form of a verbatim translation, or simply a summary of what the English text means. Specific instructions for the scope of such translations will be provided with each paper.
• Tables shall be translated along with the paper. Tables shall follow EHP style with regard to headings and layout, and shall meet 508 accessibility guidelines.
• Translators shall translate the alternative text that is provided for figures, equations, or any graphical elements as needed to conform with 508 accessibility guidelines.
• Translators shall query EHP for any problems they are unable to resolve, or to confirm any translations that may change the meaning of the text.
• All translations shall be proofread for accuracy prior to delivery.
• Any changes made or errors introduced to the original English content will be considered a failure.
(c) Tab 3 – Staffing Plan & Technical Experience (Attachment I): The Quoter shall provide the following:
- Provide a list of labor categories deemed necessary to perform the services. This list of labor categories must correspond to those listed in Attachment I – General SOW.
- Team Structure: Describe your team structure (to include utilization of subcontractors), the work/work area allocated to each team member.
- Resumes associated with each key labor category should be submitted to demonstrate the knowledge, skills, training, and education levels for this labor category considered necessary for each key labor category proposed (Simply claiming the proposed qualifications is not acceptable).
- Provide a detailed narrative that demonstrates your existing experience of translating articles from English to Simplified Chinese, and into other languages (as specified in the SOW), for a scientific publication.
- Provide a detailed narrative that demonstrates your existing ability to handle varying amounts of input on a week-to-week basis (shall indicate how translation assignments are made to staff or freelance contractors).
- Provide a detailed narrative that demonstrates your use of an existing publisher portal, its capabilities, flexibility, and the ability for the contractor to tailor it to the needs of EHP.
- Provide a detailed narrative that demonstrates your existing strong customer service abilities.
- Provide a detailed narrative that demonstrates your existing expertise in XML journal publishing principles, MathML publishing principles, and participation in the scholarly XML publishing community. The contractor shall have demonstrated experience working with and modifying XML content for a scholarly client.
- Provide a detailed narrative that demonstrates your prior familiarity with and experience implementing
AMA style.
- Signed Contractor Teaming Arrangements. Quoters must provide evidence of binding commitments
(partnerships, joint ventures, prime contractor/subcontractor(s)), if applicable.
2. VOLUME II – PAST PERFORMANCE: The Past Performance volume shall be clear, concise, and include sufficient detail to demonstrate the Quoter possesses the relevant technical experience required to successfully perform the contract requirements. The Quoter shall submit the following information:
(a) Tab 1 – References: The Quoter shall provide a minimum of three (3) references.
A list of three (3) references with who like or similar services has been provided within the past three (3) years.
