1 General

My team noted the following language regarding Past Performance has been omitted from the amended RFP. Could you, please, confirm if this was a deliberate omission and clarify if offerors are now restricted from presenting past performance from major subcontractors, predecessor companies, or key personnel. In other words, are offerors now restricted to using only the Prime’s corporate past performance?

Previously RFP Page 33, Section L.4.4 (3) b. (a):

Quoter may also submit past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. For the purposes of this solicitation, a "major subcontract" is defined as supplier, distributor, vendor, or firm that furnishes supplies or services to or for a prime contractor.

One reason that the RFQ was amended was in order to eliminate earlier spotted redundancies. In dealing with partnerships, joint ventures, and prime contractor/subcontractor(s)) statuses, the Government expects that the Contractor will provide evidence of binding commitments to support their proposed teaming arrangements. It is in turn expected that the three (3) references provided by the Contractor will demonstrate the depth and breadth to successfully satisfy all SOW task areas and that the Contractor will present the past performance information in such a manner and in sufficient detail to ensure the Government clearly understands the information provided. Nothing in the amendment alludes to restricting references to only the Prime’s corporate past performance.
