ATTACHMENT I

GENERAL STATEMENT OF WORK

TECHNICAL, LOGISTICS, & ADMINISTRATIVE SUPPORT SERVICES

NATIONAL INSTITUTES OF ENVIRONMENTAL HEALTH SCIENCES

RESEARCH TRIANGLE PARK, NC

1.0. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in Research

Triangle Park, North Carolina, is one (1) of 27 research institutes and centers that comprise the National Institutes of

Health (NIH), U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to discover how the environment affects people to promote healthier lives. The Office of the Director (OD) provides leadership, coordinates initiatives, oversees the scientific research and administration, and communications on behalf of the

NIEHS and the National Toxicology Program (NTP). The Office of the Director works with other federal agencies, as well as public and private institutes and organizations, to coordinate and support research on environmental health sciences. The Office of the Director must communicate effectively with all divisions of NIEHS, and play a lead role in the development of communication and outreach materials that inform both Institute and external stakeholders of activities and scientific information related to environmental health. This requirement will directly support the

Office of the Director.

2.0. OBJECTIVES: The basic service objective is to provide technical, logistics, & administrative support services to the NIEHS Office of the Director.

3.0. SCOPE: This Statement of Work (SOW) will be used to execute a broad range of technical, logistics, & administrative tasks under the resultant single award requirements contract. During the contract period, the Government will identify tasks required to complete each specific project. Task orders with more specific details will be placed as needed by the NIEHS. Specific performance dates and quantities will be specified on each individual task order. This is a non-personal services contract. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for contractor personnel, subcontractors, or contract service providers.

4.0. GENERAL TASKS: The Contractor shall provide services to manage and execute a broad range of technical, administrative, & logistics task orders awarded under this contract. In general, the Contractor shall provide services which may include but are not limited to:

• Data entry and management of material archives and systems to assist program planning, monitoring, and evaluation;

• Technical assistance with analysis and reporting of program strategies and initiatives;

• Preparation and facilitation of staff meetings, conference calls, and online meetings, including webinars and teleconferences with global participation;

• Development of scientific content for communication and outreach materials for dissemination at meetings and events;

• Development of content for the Office of the Director;

• Technical assistance with the development of newsletters, podcasts, reports, PowerPoint presentations, and manuscripts;

• Development and coordination of networks of research institutions including other partner groups around the world;

• Convening and organizing meetings, conferences, and workgroups of scientists and program staff to review scientific issues, develop scientific consensus and produce documents, including peer reviewed publications, to help translate research results and inform public health protection; and

• Development and dissemination of educational materials, and conducting training and educational sessions.

4.1. COMMUNICATIONS PRODUCTS & WEBPAGE TECHNICAL SUPPORT SERVICES: The

Contractor shall provide the Office of the Director with:

4.1.1. Production speaking and written materials as follows:

• The Contractor shall screen PubMed for relevant articles published by NIEHS grantees and staff that supports the topic of the presentation

• The Contractor shall screen current legislative activities related to the topic of the presentation

• The Contractor shall write summaries on selected literature study related to Director and Staff presentations.

• The Contractor shall create layout and graphic design for scientific presentations

• The Contractor shall provide expert copy editing

• The Contractor shall maintain a repository of presentations/research

4.1.2. Maintenance support for webpages as directed.

4.2. LOGISTICS SUPPORT SERVICE: The contractor shall provide logistics support service by assisting with coordination of meetings and workshops related to environmental health by performing the following:

4.2.1. Technical Meeting Facilitation: Facilitate technical assistance activities related to activities of institutions focused on Shared Issues relating to the Strategic Goals. Aid the COR and relevant collaborators with development of agendas, and supply speakers with ready access to information for presentations. Contractor may also develop and provide recommendations with respect to topics, participants, and agenda items.

4.2.2. Advanced Logistics: Provide administrative support to activity participants with logistical details such as site arrangements, lodging, and development and distribution of preparatory materials, and information developed in advance of the technical meetings or workshops. Administrative support shall include contacting attendees with information by telephone, in writing, or other appropriate means, and making travel arrangements for guest speakers and other guest participants. Costs for travel, meals, per diems etc. will be determined for each event and provide through a contract modification.

4.2.3. On-Site Coordination: When directed, coordinate logistics and provide on-site assistance at the activity site to include registration of participants, distribution of materials, set-up for audiovisual requirements, and arrangement of note-taking and capturing of the technical workshop proceedings. Workshop costs for the Contractor involve some on-site expenses including meeting room rentals, workshop materials, postage and shipping, audio-visual equipment rentals, and costs for recording the proceedings during the event.

4.3. SPECIAL PROJECT SUPPORT: The Contractor shall provide support for special projects as requested. The

Contractor shall:

4.3.1. Assist with the development of educational materials for environmental health, including professional training and capacity building and pre-college education.

• Support NIEHS Office of the Director program efforts to collaborate with outside partners to develop and distribute lesson plans, exercises, and other materials

• Provide educational experts to assist in the development of lesson plans, exercises and other materials related to environmental health.

4.3.2. Assist with the development of other scientific manuscripts.

4.3.3. The Contractor shall provide administrative support during while working on programs with Non-

Governmental Organizations (NGOs) to ensure requested efforts are accomplished.

4.3.4. Assist with other administrative tasks as needed.

5.0. DELIVERABLES AND OTHER PROCEDURAL REQUIREMENTS: In addition to the deliverables required in Section 4.0 above, the Contractor shall provide the following:

5.1. A monthly report that provides prospective activities for the upcoming month, including travel, for review and preapproval at that time.

5.2. Meet with NIEHS as needed to clarify specific tasks and subtasks, formatting and other details of deliverables, and timelines.

6.0. COMPLIANCE: Comply with NIEHS guidelines for websites and other communications materials (see

NOTE: If the deliverable includes features and functions in addition to those identified as requirements, these features and functions also need to conform to relevant Section 508 technical provisions, functional performance criteria, and information, documentation, and support.

7.0. PUBLIC AFFAIRS CLEARANCES: Any printing product produced under this contract for public distribution shall be submitted by the COR to the Assistant Secretary for Public Affairs (ASPA) office for clearance using form HHS-615 (to be completed by contractor).

8.0. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES: This section identifies those items such as property, information and/or services that will be provided for the contractor’s use (without cost to the contractor): N/A

9.0. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under section 8 of this SOW.

10.0. TRAVEL: The Contractor shall be required to travel to Continental United States (CONUS) and OCONUS locations and shall be in strict compliance with all specifications, terms and conditions, and all other provisions contained herein in.

10.1. Travel requires Government preapproval, authorization, and notification to the COR.

10.2. The Contractor shall be authorized travel expenses consistent with the provisions of Federal Acquisition

Regulations (FAR) 31.205-46 Travel Costs and the limitation of funds specified in this contract.

11.0. HOURS OF OPERATION: Normal business hours are Monday-Friday, excluding Federal holidays. Core hours at NIEHS typically fall between: 8:00 am – 5:00 pm.

11.1. The National Institutes of Environmental Health Sciences observes the following holidays:

New Year’s Day Labor Day

Martin Luther King’s Birthday Columbus Day

Presidents Day Veteran’s Day

Memorial Day Thanksgiving Day

Independence Day Christmas Day

12.0. PLACE OF PERFORMANCE: The Contractor shall work out of their own facility and shall be required to provide services within the Continental United States (CONUS) and OCONUS in accordance with the SOW. Any work

OCONUS requires Government preapproval, authorization, and notification to the COR.

13.0. ORDERING PERIOD: The requirement has a 5 year ordering period. Individual task orders issued cannot exceed a 12-month period from the date of award.

14.0. SAFETY AND HEALTH: The Contractor shall comply with all Federal, State, Occupational Safety and Health

Administration (OSHA) standards, and local laws and regulations concerning the environmental, occupational safety and health, and hazardous material. The contractor shall ensure employees have all required training and certifications related to OSHA requirements. The documentation shall be readily available for the Contracting Officer to review at any time during the life of the contract.

15.0. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract to the extent permitted by the data rights clauses. The parties mutually acknowledge their understanding that this is the government’s intent. All documents and materials produced under this task order shall be government owned and are the property of the government with all rights and privileges of ownership/copyright belonging exclusively to the government. These documents and materials may not be used or sold by the contractor without written permission from the contracting officer. All materials supplied to the Government will be the sole property of the government and may not be used for any other purpose. This right does not abrogate any other government rights.

SAMPLE TASK ORDER STATEMENT OF WORK

ENVIRONMENTAL JUSTICE ACTIVITIES SUPPORT

UNDER TECHNICAL, LOGISTICS, & ADMINISTRATIVE SUPPORT SERVICES CONTRACT

1.0. INTRODUCTION: The contractor shall provide technical, logistics, & administrative support services to the

NIEHS Office of the Director. During this period, the contractor shall perform in accordance with the requirements of the contract.

2.0. BACKGROUND AND OBJECTIVES: Under this task order, the Contractor shall provide technical, logistics, & administrative support to the Office of the Assistant Secretary for Health (OASH) and the National Institute of

Environmental Health Sciences (NIEHS). The Interagency Working Group on Environmental Justice (EJ IWG) facilitates the active involvement of all Federal agencies to implement Executive Order 12898, "Federal Actions to

Address Environmental Justice in Minority Populations and Low-Income Populations." The order states that

"Federal agencies must identify and address, as appropriate, disproportionately high and adverse human health or environmental effects of their programs, policies, and activities on minority populations and low-income populations." Established through the Order, the EJ IWG provides a forum for Federal agencies to collectively advance environmental justice principles. The EJ IWG works as a federal family to increase local community capacity to promote and implement innovative and comprehensive solutions to environmental justice issues. The

Charter outlines the governance structure and focus areas for the EJ IWG. The Charter was revised in late 2014 and includes the following focus areas for EJ IWG activities:

• Public Participation

• Regional Engagement

• Title VI of the Civil Rights Act of 1964

• National Environmental Policy Act

• Native Americans/Indigenous Peoples

• Rural Communities Engagement

• Impacts from Climate Change

• Impacts from Commercial Transportation (Goods Movement)

• Strategy and Implementation Progress Reports

2.1. Executive Order 13045, issued in 1997,1 established the President’s Task Force on Environmental Health Risks and

Safety Risks to Children (Task Force). The Secretary of HHS and the Administrator of the EPA co-chair the Task Force, which comprises representatives of 17 federal departments and agencies and White House offices. It is charged with the following: Identifying priority issues of environmental health and safety risks to children that are best addressed through interagency efforts; Developing strategies to protect children’s environmental health and safety; |Recommending and implementing interagency actions; and Communicating information to federal, state and local decision makers for use in protecting children from environmental health and safety risks.

2.2. A new report of the President’s Task Force on Environmental Health Risks and Safety Risks to Children catalogs federal efforts to understand, prevent, and reduce various sources of lead exposure among children. The report, Key

Federal Programs to Reduce Childhood Lead Exposures and Eliminate Associated Health Impacts, provides a starting point for a comprehensive federal lead strategy, and will enable increased coordination and collaboration among federal agencies to further protect the nation’s children.

3.0. TASKS: The Contractor shall provide administrative support services in order to execute this task order.

3.1. HHS EJ Working Group Meeting Planning and Support - The Contractor shall:

3.1.1. Provide support to meetings of the HHS EJ Working Group, including preparation of draft meeting agendas, meeting summaries, and follow-up action items.

3.1.2. Provide support to HHS in planning and conducting other meetings as assigned.

3.1.3. Provide administrative support to activity participants with logistical details such as site arrangements, lodging, and development and distribution of preparatory materials, and information developed in advance of the meetings or workshops. Administrative support shall include contacting attendees with information by telephone, in writing, or other appropriate means, and making travel arrangements for guest speakers and other guest participants. Costs for travel, meals, per diems etc. will be determined for each event and provide through a contract modification.

3.1.4. Provide support to meetings and related activities of several HHS EJ implementation groups

3.2. Environmental Justice Strategy Planning and Evaluation of Implementation - The Contractor shall:

As part of its mission, NIEHS Federal agencies must identify and address, as appropriate, disproportionately high and adverse human health or environmental effects of their programs, policies, and activities on minority populations and low-income populations. To advance these efforts, the contractor shall gather information for the synthesis and evaluation of research accomplishments and will enter data for required reports. Key sub-activities include, but are not limited to the following:

3.2.1 Track implementation of the 2012 HHS EJ Strategy and the Priority Areas of Focus.

3.2.2 Provide assistance in developing quantitative and/or qualitative metrics for assessing HHS progress in meeting environmental justice goals and objectives

3.2.3 Provide support for development of a new HHS Environmental Justice Strategy and/or Priority Areas of Focus document.

3.2.4 The contractor may be asked to develop techniques and methods to evaluate programs, including defining evaluation questions and developing logic models for various program areas.

3.2.5. Provide support to HHS in the completion of EJ Strategy tasks.

3.2.6. Provide support to HHS in developing additional EJ actions, e.g., climate justice initiatives.

3.3. Materials Development - The Contractor shall:

3.3.1 Prepare HHS Environmental Justice Implementation Progress Report and other documents as directed.

3.3.2 Provide support to HHS in the preparation of PowerPoint presentations and other materials for periodic meetings of the HHS EJ Leadership Advisory Group, the Federal EJ Interagency Working Group, and other Federal agency partners.

3.3.3 Prepare additional materials for HHS as assigned.

3.3.4. Prepare fact sheets, newsletters, and other communication materials to inform HHS officials and stakeholders about the status of EJ implementation activities.

3.4. Stakeholder Engagement Support - The Contractor shall:

3.4.1. Provide technical support (e.g., draft presentations, identification of stakeholders) and logistical support to

HHS/OASH for its participation in stakeholder engagement activities at EJ-related conferences and meetings (similar to e.g., 2016 National Funding Resources Training Summit to Revitalize Vulnerable Communities, 2017 National

Environmental Justice Conference,), and various webinars.

3.4.2 Provide support to HHS/OASH in creating partnerships with key HHS stakeholder organizations, e.g., National

Medical Association, WE ACT for Environmental Justice, and American Public Health Association, in EJ implementation activities.

3.4.3 Develop and maintain directory of key HHS non-federal stakeholders.

3.5 Children’s Environmental Justice Focus Area - The Contractor shall:

3.5.1 Provide support for activities related to children’s environmental health disparities, including childhood lead exposure. This includes stakeholder engagement, analytical and logistical support, as well as communications efforts, such as preparing documents for dissemination via webinar and/or phone calls or other media.

3.5.2. The contractor shall ensure that all conference-related activities are in compliance with current policies in accordance with OMB Memorandum M-12-12 related to Executive Order 13589: Promoting Efficient Spending.

3.6. Deliverables:
