ATTACHMENT I
GENERAL STATEMENT OF WORK
TECHNICAL, LOGISTICS, & ADMINISTRATIVE SUPPORT SERVICES
NATIONAL INSTITUTES OF ENVIRONMENTAL HEALTH SCIENCES
RESEARCH TRIANGLE PARK, NC
1.0. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in Research
Triangle Park, North Carolina, is one (1) of 27 research institutes and centers that comprise the National Institutes of
Health (NIH), U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to discover how the environment affects people to promote healthier lives. The Office of the Director (OD) provides leadership, coordinates initiatives, oversees the scientific research and administration, and communications on behalf of the
NIEHS and the National Toxicology Program (NTP). The OD works with other federal agencies, as well as public and private institutes and organizations, to coordinate and support research on environmental health sciences. The
OD must communicate effectively with all divisions of NIEHS, and play a lead role in the development of communication and outreach materials that inform both Institute and external stakeholders of activities and scientific information related to environmental health. This requirement will directly support the OD.
2.0. OBJECTIVES: The basic service objective is to provide technical, logistics, & administrative support services to the NIEHS Office of the Director.
3.0. SCOPE: This Statement of Work (SOW) will be used to execute a broad range of technical, logistics, & administrative tasks under the resultant multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. During the contract period, the Government will identify tasks required to complete each specific project. Task orders with more specific details will be placed as needed by the NIEHS. Specific performance dates and quantities will be specified on each individual task order. This is a non-personal services contract. The contractor shall be required to have an in-depth understanding of the science that is involved in some of the work (i.e., presentations, document preparation and production). The OD covers such a wide range of environmental health science topics and specific topics cannot be narrow down at the contract level. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for contractor personnel, subcontractors, or contract service providers.
4.0. GENERAL TASKS: The Contractor shall provide services to manage and execute a broad range of technical, administrative, & logistics task orders awarded under this contract. In general, the Contractor shall provide services which may include but are not limited to:
• Data entry and management of material archives and systems to assist program planning, monitoring, and evaluation;
• Technical assistance with analysis and reporting of program strategies and initiatives;
• Preparation and facilitation of staff meetings, conference calls, and online meetings, including webinars and teleconferences with global participation;
• Development of scientific content for communication and outreach materials for dissemination at meetings and events;
• Development of content for the Office of the Director;
• Technical assistance with the development of newsletters, podcasts, reports, PowerPoint presentations, and manuscripts;
• Development and coordination of networks of research institutions including other partner groups around the world;
• Convening and organizing meetings, conferences, and workgroups of scientists and program staff to review scientific issues, develop scientific consensus and produce documents, including peer reviewed publications, to help translate research results and inform public health protection; and
• Development and dissemination of educational materials, and conducting training and educational sessions.

4.1. COMMUNICATIONS PRODUCTS & WEBPAGE TECHNICAL SUPPORT SERVICES: The
Contractor shall provide the Office of the Director with:
4.1.1. Production speaking and written materials as follows:
• The Contractor shall screen PubMed for relevant articles published by NIEHS grantees and staff that supports the topic of the presentation
• The Contractor shall screen current legislative activities related to the topic of the presentation
• The Contractor shall write summaries on selected literature study related to Director and Staff presentations.
• The Contractor shall create layout and graphic design for scientific presentations
• The Contractor shall provide expert copy editing
• The Contractor shall maintain a repository of presentations/research
4.1.2. Maintenance support for webpages as directed.
4.2. LOGISTICS SUPPORT SERVICE: The contractor shall provide logistics support service by assisting with coordination of meetings and workshops related to environmental health by performing the following:
4.2.1. Technical Meeting Facilitation: Facilitate technical assistance activities related to activities of institutions focused on Shared Issues relating to the Strategic Goals. Aid the COR and relevant collaborators with development of agendas, and supply speakers with ready access to information for presentations. Contractor may also develop and provide recommendations with respect to topics, participants, and agenda items.
4.2.2. Advanced Logistics: Provide administrative support to activity participants with logistical details such as site arrangements, lodging, and development and distribution of preparatory materials, and information developed in advance of the technical meetings or workshops. Administrative support shall include contacting attendees with information by telephone, in writing, or other appropriate means, and making travel arrangements for guest speakers and other guest participants.
4.2.3. On-Site Coordination: When directed, coordinate logistics and provide on-site assistance at the activity site to include registration of participants, distribution of materials, set-up for audiovisual requirements, and arrangement of note-taking and capturing of the technical workshop proceedings. Workshop costs for some on-site expenses including meeting room rentals, workshop materials, postage and shipping, audio-visual equipment rentals, and costs for recording the proceedings during events will be handled as Other Direct Costs (ODCs).
4.3. SPECIAL PROJECT SUPPORT: The Contractor shall provide support for special projects as requested. The
Contractor shall:
4.3.1. Assist with the development of educational materials for environmental health, including professional training and capacity building and pre-college education.
• Support NIEHS Office of the Director program efforts to collaborate with outside partners to develop and distribute lesson plans, exercises, and other materials
• Provide educational experts to assist in the development of lesson plans, exercises and other materials related to environmental health.
4.3.2. Assist with the development of other scientific manuscripts.
4.3.3. The Contractor shall provide administrative support during while working on programs with Non-
Governmental Organizations (NGOs) to ensure requested efforts are accomplished.
4.3.4. Assist with other administrative tasks as needed.

5.0. DELIVERABLES AND OTHER PROCEDURAL REQUIREMENTS: In addition to the deliverables required in Section 4.0 above, the Contractor shall provide the following:
5.1. A monthly report that provides prospective activities for the upcoming month, including travel, for review and preapproval at that time.
5.2. Meet with NIEHS as needed to clarify specific tasks and subtasks, formatting and other details of deliverables, and timelines.
6.0. COMPLIANCE: Comply with NIEHS guidelines for websites and other communications materials (see

NOTE: If the deliverable includes features and functions in addition to those identified as requirements, these features and functions also need to conform to relevant Section 508 technical provisions, functional performance criteria, and information, documentation, and support.
7.0. PUBLIC AFFAIRS CLEARANCES: Any printing product produced under this contract for public distribution shall be submitted by the COR to the Assistant Secretary for Public Affairs (ASPA) office for clearance using form HHS-615 (to be completed by contractor).
8.0. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES: This section identifies those items such as property, information and/or services that will be provided for the contractor’s use (without cost to the contractor): Existing teleconference services at NIEHS are available to conduct phone conferences. Video conferencing software typically used at NIEHS is WebEx.
9.0. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under section 8 of this SOW.
10.0. TRAVEL: Travel will be performed as required on task orders; fee or profit on travel expenses is not an allowable reimbursement. The reasonableness and allowability of travel shall be governed Federal Acquisition
Regulation (FAR) Part 31.205-46. Any travel will be specifically stated in task orders and requires Government preapproval, authorization, and notification to the COR. Individual task orders will state whether travel is required.
11.0. OTHER DIRECT COSTS (ODCs): These are workshop costs for some on-site expenses including meeting room rentals, workshop materials, postage and shipping, audio-visual equipment rentals, and costs for recording proceedings during events.
12.0. HOURS OF OPERATION: Normal business hours are Monday-Friday, excluding Federal holidays. Core hours at NIEHS typically fall between: 8:00 am – 5:00 pm.

13.0. PLACE OF PERFORMANCE: The Contractor shall be required to provide services within the Continental
United States (CONUS). Work for this contract can be performed at the contractor’s own facility. Most meetings and deliveries shall be done electronically, by telephone, or by videoconference. No office space will be provided for performance of task orders under this contract. Some limited travel to the NIEHS site in RTP, NC may be necessary to perform some aspects of the SOW, but the primary place of performance is at the contractor’s facility.
14.0. ORDERING PERIOD: The requirement has a 5 year ordering period. Individual task orders issued cannot exceed a 12-month period from the date of award.
15.0. SAFETY AND HEALTH: The Contractor shall comply with all Federal, State, Occupational Safety and Health
Administration (OSHA) standards, and local laws and regulations concerning the environmental, occupational safety and health, and hazardous material. The contractor shall ensure employees have all required training and certifications related to OSHA requirements. The documentation shall be readily available for the Contracting Officer to review at any time during the life of the contract.
15.0. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract to the extent permitted by the data rights clauses. The parties mutually acknowledge their understanding that this is the government’s intent. All documents and materials produced under this task order shall be government owned and are the property of the government with all rights and privileges of ownership/copyright belonging exclusively to the government. These documents and materials may not be used or sold by the contractor without written permission from the contracting officer. All materials supplied to the Government will be the sole property of the government and may not be used for any other purpose. This right does not abrogate any other government rights.

SAMPLE TASK ORDER STATEMENT OF WORK
SCIENTIFIC PRESENTATION DEVELOPMENT
1.0. INTRODUCTION: The contractor shall provide technical, logistical, and administrative support services to the
NIEHS Office of the Director (OD). During this period, the contractor shall perform in accordance with the requirements of the contract.
2.0 BACKGROUND AND OBJECTIVES: Under this task order, the Contractor shall provide technical, logistical, and administrative support in creating impactful scientific presentation materials for the NIEHS OD. The NIEHS
OD must communicate effectively with all of NIH, partners, and stakeholders. The NIEHS OD plays a lead role in the development of communication and outreach materials that inform both internal and external stakeholders of
Institute activities and scientific advances related to environmental health. This communication requirement shall be a coordinated effort among the contractor, the COR, and program administrators and points of contact (POCs) within NIEHS. As appropriate, the NIEHS Office of Communication and Public Liaison shall be consulted. This requirement will directly support the NIEHS OD.
3.0. TASKS: The Contractor shall provide the following services under this task order.
3.1. The contractor shall facilitate development of new presentations using PowerPoint or other platform, modify existing presentations, and draft speaking points. Activities include the collection, synthesis, and development of content and graphics. The contractor shall be required to have an in-depth understanding of the science that is being conveyed in the presentations. While the emphasis of this activity is on content development, the contractor shall be prepared to contribute to all steps of document preparation and production. The contractor shall provide document outlines, initial drafts, proofs, copy-editing, and graphic designs. The OD covers such a wide range of environmental health science topics. As such, specific topics being conveyed in the tasks cannot be narrow down much further at this time; however, the topics will only focus on projects the NIEHS & NTP Director is involved in.
3.2. Deliverables: The contractor shall provide:
• Up to 15 finished scientific presentations averaging 25 slides each over the performance period that meet the
NIEHS standard format. At least 1 will be due per month.
• Up to 30 individual slides for use in presentation materials over the performance period that meet the NIEHS standard format. At least 2 will be due per month.
• Up to five (5) two-page summary and speaking point documents describing a specific area of scientific research.
• A monthly summary report of work completed under this task order, due by the 10th of each month, deliverable to the COR.
4.0. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES: See IDIQ SOW.
5.0. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: See IDIQ SOW.
6.0. PERIOD OF PERFORMANCE: The task order has a 12 month period of performance from the date of award.

8.0. PLACE OF PERFORMANCE: Note that travel to this location is not authorized.
9.0. NOTE: The terms and conditions of the Basic contract and IDIQ SOW apply to this task order.
