SECTION C: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1. SCOPE. This Statement of Work (SOW) defines the requirements for the security staff uniforms contract for the Office of Protection Services (AOP) of the National Gallery of Art (NGA). It includes specifications for the fabrication of uniforms as well as the associated services, program management, and logistics requirements.

1.1. Background. AOP requires custom uniforms for approximately 300 security employees on its operational staff and various other staff members whose positions necessitate standardized dress. For purposes of appearance and consistency, in accordance with Gallery-wide expectations, AOP is committed to high quality dress standards. The Gallery has no intention to re-outfit the entire security staff. Purchases under this solicitation will be on an as-needed basis to outfit new, promoted, reassigned Security Officers and to replace uniform items, for existing Security Officers, that are worn, damaged, or no longer fit. Consistency with the existing uniform items is imperative, in terms of color, fit and quality, and in accordance with the detailed contract specifications. It is the preference of AOP to solicit bids only to local vendors, within 40 miles from the Gallery, for the purpose of alterations, measurements, and to provide accessibility to a Contractor’s location for pick-up of emergency orders. The contract shall be indefinite delivery, indefinite quantity, with a base year commencing, and four option years, including incentive 5 additional years. The estimated quantities are based on anticipated annual requirements and may fluctuate significantly from year to year.

2. REQUIREMENTS.

2.1. Specifications. The Contractor shall provide a sample of each uniform component, the patch and the direct embroidery to the NGA with their bid submission. Submissions that do not include a component of each item listed, men’s and women’s, unless a reasonable explanation is attached, will be considered non-responsive. Upon notification of award, the samples will be returned to all but the awardee; these samples will be retained, and shall be billed by the Contractor upon contract award.

2.1.1. Pricing and Sizing. The Contractor shall provide pricing and the associated sizes for the full range of sizes available for each item. The bid will include separate pricing for oversize uniforms, specifying the sizes to which the pricing applies.

2.1.2. Quantities. The bid will include notification of any required ordering increments for specific items. For example, if a uniform item has to be ordered in 25-piece increments, the Contractor must provide that information with the bid.

2.1.3. Changes to Specifications During the Term of Contract. After contract award, the Contractor is required to obtain advanced approval from the Contracting Officer’s Representative (COR) for any changes to the specifications as stated herein. Acceptable reasons for changes to the specifications would include:

accommodation of an “emergency” order, as approved by the COR; an article with the stated specifications is no longer available industry-wide; or an article with the stated specifications is no longer practical and is changed at the request of the COR.

Except in the case of an “emergency” exemption, which will be determined acceptable or unacceptable upon delivery, the Contractor shall provide a sample of the new item to the COR with a brief explanation of the difference in specifications from those stated in the contract. The COR may opt to retain the sample at cost. The Contractor will keep the cost of the new item as close to that listed in the contract as possible. Unit price increases are subject to the approval of the Contracting Officer, (CO).

2.2. Line Item Alterations and Measurements. AOP will periodically require alterations to uniforms. There may also be instances when employees need to be sent to the Contractor location to be measured and fitted for particular uniform items. The Contracting Officer’s Representative (COR) for the contract will need to approve all instances of alterations and provide payment authorization. The Task Manager will coordinate all arrangements for alterations and measurements. Instances may be rare and will be charged on an as needed basis.

2.3 Patches shall be sewn onto uniform items as indicated in the contract specifications. A sample patch of the NGA logo must be submitted by the Contractor so the quality of workmanship can be verified once approved and patches will be purchased in quantities of no less than 100 and will remain on the Contractor’s site for application to uniform items, as required. COR approval is required for all use of patches to ensure the product is for Gallery approved use. Uniform items requiring patches will not be accepted for delivery without patches sewn unless specifically authorized in advance by the COR.

Patches may be requested for NGA use at any time (to be reduced from inventory) by the COR. The COR may also request to have patches sewn on to items that the NGA may opt to purchase from the Contractor that are not included in the contract specifications.

Unauthorized use of patches by the contactor will be deemed a violation of Contract Section H.1: Public Use Of The Name Of The National Gallery of Art.

The Contractor will be responsible for keeping an inventory of patches purchased by NGA and may be requested at any time to provide a copy of the inventory to the COR.

The inventory will include, at a minimum, the number of patches purchased, dates of purchase, the number used and what orders they were used for, and the number of patches remaining on hand. Any patches remaining at the close of this contract will be returned to the COR with a copy of the inventory.

2.3. Line Item Embroidery. Embroidery is required as indicated in the contract specifications. An embroidery sample of the NGA logo must be submitted by the Contractor so the quality of workmanship can be verified. Uniform items requiring embroidery will not be accepted for delivery without embroidery unless specifically authorized in advance by the COR. The COR may request to have embroidery on items that the NGA may opt to purchase from the Contractor that are not included in the contract specifications.

2.4. Samples and Embroidered AOP Logos. Offerors shall provide samples of the uniform products (i.e., shirts, pants, jackets, coats, and caps) including the attachment of the AOP logo on specified clothing articles in accordance with Section L.3.1.B.1.a. The department logo measures 3 inches in diameter.

The AOP logo and pictures of the logo will be on display at the mandatory site visit (see Section L.1). It is expected that Offerors will produce a high-quality replica and be flexible in making improvements as requested. The final logo must be approved before the contract will be awarded.

2.5. Uniform Warranty and Replacement Policy

All uniform apparel is required to be of the highest quality and workmanship, with durable fabrics and sturdy seams. so as to withstand repeated, heavy use by law enforcement personnel. Accordingly, the Contractor shall propose a universal, fair warranty and exchange policy for all uniform items. It is expected that the warranty will cover and replace items damaged due to manufacturers’ defects, repeated failure of the same item, or unexpected, extensive irregular damage caused by normal use. It is not expected that the warranty will cover damage from daily wear, tear, and use.

2.6. Delivery.

2.6.1. Delivery Schedule. Deliveries shall be within 15 days, if not sooner. If delivery time is anticipated to exceed 15 days, the COR must be notified with an explanation.

2.6.2. Delivery Requirements/Location. All deliveries are to be shipped to the NGA

Warehouse in Landover, MD. In emergencies, when approved by the COR, certain items may be delivered directly to the Gallery or may be picked up at the Contractor’s location. This will be a rare occurrence and shall require the Contractor to get verbal approval from the COR before proceeding, at which time specific details for pick-up or delivery will be provided. In such instances, only the Task Manager or persons stipulated by the COR are authorized to take delivery or pick up the items. A packing slip detailing the contents of each shipment, including the purchase order number and line items, shall be included with each package. The original invoice should not be enclosed with the shipment. The shipping address for the NGA Warehouse is as follows:

National Gallery of Art (Receiving) Attn.: Michelle Cameron 2000B S Club Drive Landover, MD 20785

2.7. Quality Control. The approved samples from the bid will be retained and used as the standard for comparison to items subsequently received from the firm selected for award.

2.8.1. Ordering.

2.8.1.1. Ordering Procedures. A signed NGA delivery order is required to initiate a purchase. No verbal orders shall be authorized.

2.8.1.2. Ordering Items Not on Contract. The NGA may periodically order items from the Contractor that are not specifically covered under the contract. In such cases, the Contractor shall provide a quote for market research only. A request for a quote is not a guarantee of a purchase. The CO must initiate and approve the actual order, in accordance with the established ordering procedures under the contract.
