About this file

This is Addendum No. 2 to an Invitation to Bid issued by the City of Newport, Oregon for the South Beach Tank and WWTP Painting Project (City Project No. 28-25012), dated February 4, 2026. The addendum modifies the original ITB solicitation for industrial coating services on four municipal facilities including the WWTP Headworks Building metal deck ceiling and overhead crane, the WWTP Lime Silo, the WWTP Storage Facility, and the South Beach Tank. The addendum establishes mandatory minimum contractor qualifications requiring bidders to demonstrate substantial industrial coatings experience, including successful completion of at least five industrial or municipal coating projects within the past seven years, with at least two involving steel tanks or large exterior steel vessels. Additionally, bidders must designate a superintendent or lead applicator with a minimum of seven years of experience supervising or performing industrial coating work on municipal water, wastewater, or industrial process facilities, and the contractor must have been actively engaged in industrial or municipal coatings contracting for a minimum of ten consecutive years. Bidders are required to submit a list of five qualifying past projects with owner names, project descriptions, completion years, and contact information, along with a resume or experience summary for the proposed superintendent or lead applicator. The original bid deadline remains February 11, 2026 at 2:00 PM.

The addendum clarifies the primer coating scope of work for Bid Items 1, 2, and 4 (Lime Silo, WWTP Storage Facility, and South Beach Tank), specifying that the contractor shall apply spot prime to bare metal areas only where metal is exposed after pressure washing and surface preparation, followed by a full urethane finish coat to the entire structure. For Bid Item 3 (WWTP Headworks Building), the original scope requiring a full prime coat followed by a full finish coat remains unchanged. Both the primer and finish coats shall comply with the specifications outlined in Section 3.5 of the ITB, which requires Sherwin-Williams Macropoxy 646 Fast Cure Epoxy Mastic primer and Acrolon 218 HS Acrylic Polyurethane finish coat. Bidders must acknowledge receipt of Addendum No. 2 on the Bid Form. Failure to provide the required qualifications and documentation may render a bid non-responsive or the bidder non-responsible.

ADDENDUM NO. 2

City of Newport South Beach Tank and WWTP Painting Project City Project No. 28-25012

Date: ____2/4/2026______________

This Addendum forms a part of the Invitation to Bid (ITB) and modifies the original solicitation documents as described below. All other terms, conditions, and requirements of the Invitation to Bid remain unchanged.

1 Addition of Minimum Contractor Qualifications The City of Newport wishes to ensure that all work under this Invitation to Bid is performed by qualified industrial coating contractors with substantial and proven experience performing similar work on municipal tanks, wastewater facilities, and other corrosive-environment steel structures. To be considered a responsible bidder under ORS 279C.375 and OAR 137-049-0390, each bidder must meet the following minimum qualifications and provide the required documentation with their bid. The following section, Section 15 Minimum Contractor Qualifications, is added to the ITB immediately after Section 14 (Appendices):

15 Section 15 – Minimum Contractor Qualifications

To be considered a responsible bidder under ORS 279C.375 and OAR 137-049-0390, the Bidder must demonstrate the following minimum qualifications:

15.1 Industrial Coatings Experience

The Bidder must demonstrate that it is an established industrial coatings contractor with significant experience performing corrosion-control coating systems on municipal or industrial steel structures. At minimum:

ITB – SOUTH BEACH TANK AND WWTP PAINTING PROJECT – ADDENDUM No. 2 Page 2

• The Bidder must have successfully completed at least five (5) industrial or municipal coating projects within the past seven (7) years, each involving welded steel tanks, wastewater treatment equipment, or similar corrosive-environment steel structures.

• At least two (2) of the qualifying projects must involve steel tanks or large exterior steel vessels.

15.2 Superintendent/Lead Applicator Qualifications

The Bidder shall designate a superintendent or lead applicator for this project. This individual must have:

• A minimum of seven (7) years experience supervising or performing industrial coating work; and

• Proven experience working on municipal water, wastewater, or industrial process facilities; and

• Documented experience applying epoxy and polyurethane coating systems of similar type and thickness to those required in this ITB.

• The Bidder must have been actively engaged in industrial or municipal coatings contracting for a minimum of ten (10) consecutive years.

Resumes or experience summaries must be submitted with the bid.

15.3 Mandatory Submittal With Bid

Bidders must submit the following with their bid, in addition to the required Bid Form:

A list of five (5) qualifying past projects including owner name, project description, year completed, and contact information;

A résumé or summary of experience for the proposed superintendent or lead applicator.

Failure to provide the required qualifications and documentation may render the bid non-responsive or the bidder non-responsible.

2 Primer Coating Clarification (SPOT PRIME ONLY)

The Invitation to Bid currently states in Sections 3.2 (Lime Silo), 3.3 (WWTP Storage Facility), and 3.4 (South Beach Tank) that the Contractor shall “apply the coating system described in

Section 3.5.”

Section 3.5 requires a full epoxy mastic primer coat followed by a polyurethane finish coat.

However, the intended scope of work for Bid Items 1, 2, and 4 is not to perform a full primer application.

Please change the primer requirement to the following:

ITB – SOUTH BEACH TANK AND WWTP PAINTING PROJECT – ADDENDUM No. 2 Page 3

• Spot prime bare metal areas only, where metal is exposed after pressure washing, power-tool prep, or hand-tool prep (per section 3.5)

• Then apply a full urethane finish coat to the entire structure (per section 3.5)

This Addendum revises Sections 3.2, 3.3, and 3.4 to reflect the intended spot prime only scope.

For Bid Item 3 – WWTP Headworks Building Metal Deck Ceiling and Overhead Crane, the original intent remains correct:

• Full prime coat (per section 3.5)

• Full finish coat (per section 3.5)

The revisions in this Addendum ensure the Scope of Work accurately reflects the City’s intended coating systems for each structure.

3 Acknowledgment Bidders must acknowledge receipt of this Addendum No. 2 on the Bid Form.
