About this file
This is an Addendum No. 3 to an Invitation to Bid issued by the City of Newport, Oregon for the South Beach Tank and Wastewater Treatment Plant Painting Project (City Project No. 28-25012), dated February 10, 2026. The addendum addresses clarifications regarding project scope, timeline, and operational requirements for surface preparation and recoating services at four municipal facilities: the WWTP Headworks Building, Lime Silo, Storage Facility, and South Beach Water Tank. Mobilization is anticipated to begin in March 2026, weather permitting, with all selected structures required to be fully completed no later than September 30, 2026. Each structure must be completed within 30 days from its individual start date, plus allowable rain or weather days; however, multiple structures may be worked on simultaneously provided each meets its respective 30-day completion requirement. Contractors are limited to five-day work weeks, with Saturday work available only if requested and approved in advance. The bid due date was February 11, 2026 at 2:00 PM, and a mandatory individual site visit was required prior to bid submission.
The addendum confirms that all coating work is strictly weather-dependent, with contractors responsible for verifying that all coating manufacturer requirements for temperature, humidity, dew point, and surface moisture are met; the City reserves the right to suspend or prohibit work if environmental conditions do not meet specifications. Water is available at both sites through City of Newport fire hydrants, with contractors required to rent a bulk-water meter at a $495 setup fee, $382 monthly rental fee, and $11 per 1,000 gallons usage charge. A bid bond is required, along with performance and payment bonds as specified in the contract. No liquidated damages apply to this project, and the warranty period is one year after the Notice of Completion, running from the final date of painting for each individual item. Lead testing will be conducted on the South Beach Tank, though results were not expected prior to the bid due date; the WWTP structures constructed in 2002 are not anticipated to contain lead-based coatings. No third-party inspector will be used; all inspection and quality verification will be performed by City of Newport personnel, including verification of surface preparation, containment, environmental conditions, coating application procedures, and dry film thickness measurements. The project specifications require specific coating systems including Sherwin-Williams Macropoxy 646 Fast Cure Epoxy Mastic primer and Acrolon 218 HS Acrylic Polyurethane finish coat, with no substitutions permitted.
