About this file
This is a Statement of Work (SOW) for the Defense Logistics Agency's (DLA) Enterprise Land Mobile Radio System Annual Maintenance contract. The contract will maintain DLA's ASTRO25 trunked radio communications systems and infrastructure at multiple locations worldwide, with a base period from September 3, 2026 through September 2, 2027, followed by two optional 12-month periods extending through September 2, 2029. This contract replaces the current agreement (SP4701-20-C-0073) expiring September 2, 2023.
The SOW requires comprehensive maintenance services across primary sites (Richmond, Columbus, Mechanicsburg, New Cumberland, Tracy, Red River, and Carlisle Barracks) plus remote global locations. Services include 24/7/365 technical telephone support, on-site dispatch services with Motorola-trained technicians meeting standard response times, infrastructure repair with 24-hour advanced replacement of malfunctioning equipment, network preventative maintenance (annual operational testing and alignment), local radio support for consolettes and mobile radios, portable radio repairs with 90-day warranty and five-day turnaround, system security updates and vulnerability management, STIG backporting, NICE recorder support, and Edge Availability support at Columbus, New Cumberland, and Tracy. Additional services include System Upgrade Agreements (bi-annual updates), Richmond emergency call box support for 20 units, and non-recurring services with a $125,000 annual allocation. The contractor must coordinate repairs through certified Motorola Service Shops, provide written service records, maintain specified infrastructure equipment lists for each site, and ensure all services exclude travel reimbursement.

The Contractor shall provide an operational test and alignment of infrastructure or fixed network equipment to ensure that it meets original manufacturer’s specifications.
Once a year, trained Motorola technicians will:
• Physically inspect equipment.
• Remove dust and foreign substances.
• Clean filters.
• Measure, record, align, and adjust the equipment to meet the original manufacturer’s specifications.
This service will be performed based on a schedule agreed upon between the Government and Motorola.
Local Radio Support for Consolettes and Mobile Radios
Contractor shall provide an operational check of any defective consolette radio and any mobile radio to identify external or internal defects. If the equipment has an external defect or can be restored without opening the radio case, the equipment will be restored and returned to DLA.
All cabling and antennas associated with the consolettes, and mobile radios are to be checked for problems and repaired if installed or provided by a Motorola Service Provider.
Portable Radio Repairs
• Contractor shall provide service to keep subscriber radios at 100% operating condition.
• When a repair is required, DLA will ship the radio to the Motorola Depot which shall test, repair, and return the radio to its original factory specifications and return ship to the proper DLA location.
• Radio Firmware shall be upgraded to the latest version.
• The Contractor shall provide a 90-day repair warranty, as well as expedited turnaround repair times.
• Radios damaged from normal wear and tear will be restored to Factory Specifications and if applicable, FM-Approved standards and operationally tested.
• The Contractor shall clean external housings of the radios.
• The Contractor shall upgrade DLA’s LMR’s (Land Mobile Radios) to the latest firmware version and returned within five (5) workdays from date received.
• The Contractor shall, upon request, provide the government with packing/shipping material to minimize risk of damage to the radios during shipment. This includes special custom-made Consolette base station shipping containers.
• The Contractor shall provide the government with a Motorola Federal Express ‘next-day’ account number for the outbound shipment of radios.
• The Contractor shall install subscriber updates (operating software/firmware enhancements) currently published by Motorola under its Field Service Bulletin (FSB) program.
• The Contractor shall reprogram radios to the original operating parameters based on DLA’s template. If DLA’s template or code plug is not usable, a generic template or code plug will be used requiring additional programming by DLA to restore the original template.
System Security Updates
• The Contractor shall test the latest commercial security software updates as they are released by the software vendors and validate them for safe deployment to the DLA ELMR radio network.
• The Contractor shall provide Security Updates ensuring that antivirus definitions for both Microsoft and UNIX platforms, operating system software patches, and Intrusion Detection System (IDS) signature files for Motorola- provided IDS are compatible and will not interfere with ASTRO 25 network functionality.
• The Contractor shall release the Security Updates (i.e. patches) to a web link, from which the Government can download and manually apply tested and compatible patches to the system.
• The Contractor shall perform quarterly vulnerability scans of Motorola’s test systems using third-party scanning tools to identify and address new vulnerabilities and compliance issues.
• The Contractor shall obtain Information Assurance Vulnerability Management (IAVM) alerts issued by the Department of Defense Computer Emergency Response Center (DoD-CERT) and Original Equipment Manufacturer bulletins and technical tips for vendors such as Microsoft, Oracle, Solaris, RedHat, Adobe, etc. to address identified vulnerabilities.
STIG Backporting
The Contractor shall provide STIG Backporting that will address Security Technical Implementation Guidelines (STIGs).
This service will enable DLA to bring the security of certified Microsoft Windows operating systems and Internet Explorer (for supported releases) on ASTRO system infrastructure up to parity, or nearest to parity with the current ASTRO shipping release.
• This service shall consist of a Motorola trained and security certified technician responding to the customer site and applying updates between ASTRO system releases.
• The technician shall validate the updates and apply proper integrity controls to make sure that the updates are applied successfully without negatively affecting the system.
NICE Recorder Support
The Contractor shall provide NICE Technical Support service through a centralized telephone Support Center or Technician. NICE Support shall also include infrastructure repair of all Motorola “NICE” manufactured equipment, as well as equipment from third-party infrastructure vendors.
The Contractor Shall ensure that combined Motorola and NICE dispatches through On- Site Infrastructure Response services provide local, trained, and qualified technicians to diagnose and restore NICE equipment to 100% operating capability.
Edge Availability Support
Edge Availability Sub-systems located at Columbus, OH – New Cumberland, PA – and Tracy, CA, are to be considered part of the Motorola Radio System Infrastructure and be provided the same infrastructure services outlined in this Statement of Work.
System Upgrade Agreement (SUA) (Applies to Richmond – Columbus – Mechanicsburg – New Cumberland – Tracy – Red River - Carlisle Barracks)
• Modern LMR systems are specialized Information Technology (IT) networks that are a hybrid composition of commercial off-the-shelf IT components, specialized Radio Frequency (RF) components and software designed to comply with standards-based specifications. To ensure the highest level of operation, allow for system expansion, provide maximum lifespan and protect the initial investment, regular update and replacement of individual software and hardware components is required.
• The Motorola System Upgrade Agreement (SUA) is a comprehensive approach to technology refreshment of the ASTRO 25 system aligned with the Motorola lifecycle roadmap. As major system releases become available, the SUA will provide one system upgrade bi-annually. The SUA is a complete package of hardware, software and implementation services required to update the ASTRO 25 system to an eligible system release with an equivalent level of functionality.
• Updates to OEM components shall ensure availability of repair services support and may provide increased capacity and processing speed. Regular updates enable system expansion (i.e. expansion of RF sites, dispatch positions, data sub-systems, network management positions, etc.). Professional implementation services shall guarantee live system upgrades are performed with minimal interruption to system operation.
