About this file
This is a Questions and Answers document issued by the State of Maryland's Department of Information Technology (DoIT) on February 18, 2026, addressing inquiries from potential bidders regarding the New Germany Communications Tower project (BPM054089) at New Germany State Park in Garrett County, Maryland. The project involves construction and installation of a communications tower and associated site improvements, requiring bidders to submit proposals via emma.maryland.gov. Key technical specifications include tower design Rev I with a compliant E1 LED lighting system, a 100' x 100' fenced site compound, both balloon testing and photo simulation documentation from at least 12 different viewpoint locations at 1, 2, and 2+ mile distances, topographic survey with property metes and bounds verification, and construction of a shelter building, generator facility, and liquid propane (LP) tank foundation. The access road and parking area requirements include a 10' x 30' access road and 100' x 10' parking area outside the fenced compound. Phase 1 work involves design approvals and agency permitting, while Phase 2 encompasses actual construction with an anticipated 180-day performance period for construction activities following Phase 1 completion and acceptance.
The project specifications establish detailed equipment requirements including a 75 kW (or 80 kW equivalent) generator from approved manufacturers Kohler/Rielco or Cummins with weatherproof emergency receptacles, a 400-ampere integrated load center or equivalent configuration, and a general floor loading of 300 PSF with reinforced areas of 500 PSF for equipment. Site preparation includes clearing trees eight feet outside the fenced compound perimeter with a two-foot stone and fabric buffer, and contractors may reuse suitable spoils for backfill under Maryland Department of Environment (MDE) compliance requirements. The performance bond remains at 100% until final project acceptance by the State. All Erosion and Sediment credentials must comply with current Maryland requirements, foundation designs require manufacturer approval where applicable, and formal geotechnical reports are not required for foundation analysis. Bidders must reference Amendment No. 4 for clarifications regarding proposal submission procedures, attachment requirements, and performance bond terms.

Questions and Answers New Germany Communications Tower
BPM054089
February 18, 2026
1. Question: Is the tower design to be Rev H and I or just Rev. I?
Response: Rev I
2. Question: Should an E1 + 1 light kit be quoted?
Response: No, a compliant E1 LED system is in scope. There is no requirement for an additional strobe/beacon, i.e. +1, system.
3. Question: Confirming the site dimensions that are fenced in will be 100’x100’?
Response: Yes
4. Question: Will spoils from the tower and building foundation be allowed to be spread on site?
Response: Spoils deemed suitable (compliant with proctor test and compaction requirements) may be reused for backfill. Any remaining spoils will need to be removed at the contractors expense to a suitable dump site. All MDE requirements listed in the Clearinghouse Review report must be followed.
5. Question: Will the balloon test and photo simulation both be needed or will it be an either-or situation?
Response: Both will be required.
6. Question: Reference Attachment Q, Phase 1, Section M. Are there specific viewsheds that are requested and/or a specific number of views that will need to be presented for the balloon test site line graphs?
Response: There are no specific view sheds requested. For the balloon test, views from at least 12 different locations ranging from ¼ , 1 mile and 2 miles with 360 views of the site. For Tower simulation, 3 drawings. Locations TBD.
7. Question: Section 5.4.3.A.8. This states that copies of our Green/Yellow Erosion & Sediment (E&S) credentials are to be submitted with our proposal. It is our understanding that the Green/Yellow Cards have been replaced by the White Card. Please confirm that we can submit our White Card in lieu of the Green/Yellow Cards.
Response: See Amendment No. 4, #9
8. Question: Section 5.5.5. This says to assume that soil conditions for foundation construction are normal for the area. A geotechnical report was provided for this site. Should we base pricing on the soil conditions shown in the geotechnical report?
9. Question: Reference Attachment Q, Phase 1, Section e. As part of the construction drawings, we will include the foundation design for the shelter, generator and LP foundation. Will any formal foundation analysis reports be required to substantiate those designs?
Response: The designs must be approved by the manufacturer where applicable (See Attachment Q, p. 2). The LP foundation should be a slab on grade and be in accordance with construction best practices. The state will deem the LP foundation satisfactory based on the provided drawings and recommendations. Formal reports are not required.
10. Question: Reference Attachment Q, Phase 1, Section g. For the topographic survey to include metes and bounds for the property, can we assume that we only need to include the metes and bounds for the portion of the property line directly to the south and west of the tower to confirm that the tower location will not be on the property owned by Carol Lawson (Account ID: 005801, Deed Ref 01764/00462)?
Response: The end state is to document and ensure the entire proposed facility is located within DNR/State of Maryland owned property. If that is the only adjacent property then this solution is acceptable.
11. Question: Reference Attachment Q, Phase 1, Section 1. Are there specific viewsheds that are requested and/or a specific number of views that will need to be presented for the photo rendering?
Response: See Response to Question No. 6
12. Question: Reference Attachment Q, Phase 2, Section A.15. This states the vehicle gate should be a 20’ wide, double leaf gate. Attachment B, Phase 2, Line 11 states the vehicle gate should be a 12’ wide, double leaf gate. Please clarify.
Response: See Amendment No. 4, #8
13. Question: Reference Attachment Q, Phase 2, Section C.2. The specified 400A integrated load center, Transtector ISP Series has been discontinued.
a. Is there another brand of integrated load center that can be specified?
b. Alternatively, we can provide a 400A Square D main distribution panel with a separate safety disconnect switch, surge suppression, and manual transfer switch if that would be acceptable.
Response: Reference to the Transtector ISP Series was by way of example only. See Amendment No. 4, #6
14. Question: Reference Attachment Q, Phase 2, Section C.2. Is there a list of approved manufacturers for the generator?
Response: Generac shall not be offered. Kohler/Rielco and Cummins are acceptable solutions.
15. Question: Reference Attachment Q, Phase 2, Section C.2. The specified generator size is 75 kW. If the manufacturer offers an 80 kW in lieu of 75 kW, will that be acceptable?
16. Question: Reference Attachment Q, Phase 2, Section C.4. Please confirm that you want an Appleton Generator Receptacle.
Response: The Section calls for a weatherproof emergency generator receptacle such as Appleton AJA20044-200.
17. Question: Reference Attachment Q, Phase 2, Section C.12.
