About this file

This is Amendment 4 to a task order request for proposal (TORFP) issued by the Maryland Department of Information Technology (DoIT) for the construction and installation of a communications tower and site improvements at New Germany State Park in Garrett County, Maryland. The solicitation, designated BPM054089, seeks a master contractor (FA 13) to complete the project in two phases, with Phase 1 and Phase 2 each estimated at 120 business days from their respective notices to proceed, for a total estimated performance period of approximately 240 business days excluding approved excusable delays. The revised proposal due date is March 6, 2026 at 2:00 PM local time, extended from the original February 20, 2026 deadline. Proposals must be submitted electronically via eMMA only, with no physical delivery or alternative submission methods permitted.

Amendment 4 clarifies and corrects multiple technical and administrative requirements, including specifications for the integrated load center components (accepting Square D equipment in lieu of the discontinued Transtector ISP 200/400), floor loading requirements for the equipment room (500 pounds per square foot in a reinforced 12-by-24-inch area and 300 pounds per square foot elsewhere), and vehicle gate width (12-foot double-leaf gate). The amendment removes requirements for Attachment L (Location of Performance), eliminates the proposal bond requirement, and corrects the prevailing wage attachment designation while adding Attachment X—Prevailing Wage Form, which offerors must comply with in accordance with Maryland law and COMAR 21.11.11. Additional clarifications address erosion and sediment control certification requirements, requiring at least one team member with Maryland Department of the Environment Responsible Personnel Certification, and liquated damages calculations assessed separately for each phase upon expiration of the 120-business-day completion periods. All other terms and conditions of the original TORFP remain unchanged.
