About this file
This Statement of Work (SOW) is for the Hawthorne Army Depot (HWAD) New Bomb Design and Build project, focusing on rehabilitating and redesigning three existing stormwater detention basins at the New Bomb Open Detonation Range (ODR). The primary objective is to design basin structures that can withstand a 500-year flood event, restore original design capacity, and ensure safe management of stormwater runoff and potentially hazardous waste. The project scope includes conducting a hydrologic/hydraulic analysis, utilizing existing studies, and potentially adding a fourth basin, with an emphasis on earthen construction and minimizing rip rap usage.
The contract has a twelve-month period of performance and requires comprehensive deliverables including a Program Execution and Management Plan, design specifications, as-built drawings, maintenance records, and a final report. The contractor must comply with various environmental regulations, safety standards, and design criteria, including Unified Facilities Criteria and OSHA regulations. Key requirements involve detailed design reviews at 35%, 90%, and final design stages, bi-weekly project team meetings, and submission of various technical and administrative documents. The project prioritizes environmental stewardship, safety, and minimal disruption to HWAD operations, with all design documentation and engineering reports becoming property of the U.S. Government.

STATEMENT OF WORK
FOR
Hawthorne Army Depot (HWAD) New Bomb Design and Build
1.0 Project Description
1.1 Background
Hawthorne Army Depot (HWAD) provides essential ammunition storage, distribution, and demilitarization services. Supporting the Joint Munitions Warfighter, HWAD maintains stocks of conventional and critical munitions and oƯers rapid deployment capabilities. The depot prioritizes safety, security, environmental stewardship, and sound management practices. The New Bomb Open Detonation Range (ODR) is a critical component of HWAD’s operations
1.2 Objective
To rehabilitate and/or redesign three existing stormwater detention basins at the New Bomb ODR to withstand a 500-year flood event, restoring their original design capacity and ensuring the continued safe and eƯective management of stormwater runoƯ and potentially hazardous waste.
1.3 Project Scope:
1.3.1 Design Rehabilitation of Existing Stormwater Controls at the New
Bomb Open Detonation Range (ODR): Following a separate UXO remediation, the contractor will design basin structures and the possible addition of a fourth basin, to withstand a 500-year flood event and must retain water from a 100-year event or the worst storm event on record for the area . All basin berms should be earthen construction, limiting the amount of rip rap used to the maximum extent possible. This encompasses the design, preparation of construction documents, and any necessary permitting support for the rehabilitation/redesign of the stormwater detention system.
1.3.2 Hydrologic/Hydraulic Analysis: Contractor to utilize the existing New Bomb H&H Study to develop and evaluate various rehabilitation options for each existing basin, considering cost-eƯectiveness, environmental impact, and ease of implementation and ease of maintenance.
1.3.3 Survey: Contractor to utilize recent survey and survey data to develop design and plans for stormwater controls at the HWAD ODR.
