About this file

This document is a Statement of Work (SOW) for the design and fabrication of Neutron Detector Beam Loss Monitors (NBLMs) for the Fermi National Accelerator Laboratory (Fermilab) PIP-II superconducting H- linear accelerator project.

The SOW covers the technical requirements for the NBLMs, including that they must be photomultiplier/scintillator-based, have a 6Li(n,a) neutron reaction, and be able to measure a neutron energy spectrum between 1-5 MeV. The NBLMs must also meet specific requirements for neutron flux range, x-ray and thermal neutron attenuation, gamma source response, and physical dimensions. The supplier must provide a detailed quality assurance plan, examples of past projects, and a production schedule for 2 prototypes and 28 production detectors. Design reviews with Fermilab are required, as well as acceptance testing of the prototypes and production detectors. The federal contract opportunity associated with this SOW is Solicitation #RFP361279KMW issued by the Department of Energy's Fermi National Accelerator Laboratory.

1. INTRODUCTION

The Fermilab PIP-II superconducting H- linear accelerator will use neutron detectors to monitor beam losses along the accelerator. These detectors operate in a high-radiation environment between cryomodules.

2. SCOPE

This Statement of Work (SOW) covers the Neutron Detector Beam Loss Monitor (NBLM) to be designed and fabricated. The scope of this document is limited to the neutron detector including its housing and internal components. Cables, high voltage power supply and electronics are excluded from the scope.

In this specification the following key words (in bold text) will be used:

shall: Indicates a mandatory requirement. Designers shall implement such mandatory requirements to ensure interchangeability and to claim conformance with this specification.

Should: Indicates flexibility of choice with a strongly preferred implementation.

Note: When not in bold text, the words in the table above are being used in the traditional sense; that is, they do not adhere to the strict meanings described above.

3. REQUIREMENTS

Table 1 lists technical requirements for the NBLM. The supplier may request modifications to facilitate fabrication, decrease price, or improve performance. Any requested deviations shall be clearly indicated, discussed, and be subject to written approval by FNAL.

Table 1: Technical Requirements

Requirement # Requirement Statement

3_1 The detector shall be a photomultiplier/scintillator-based moderated slow neutron detector.

3_2 The neutron reaction shall be 6Li(n,α).

3_3 The scintillation material shall be 6LiF × ZnS(Ag).

3_4 The detector shall be able to measure a neutron energy spectrum with an average of between 1 and 5 MeV before the moderator.

3_5 The detector shall have a response to a neutron source such as 252Cf of >0.05 nA/(neutrons/cm2/sec).

Fermi National Accelerator Laboratory 5

Requirement # Requirement Statement

3_6 The detector shall have a measurable neutron flux range of ~102 to 107 neutrons/cm2/sec.

3_7 The detector shall have an x-ray attenuation rate (via Pb shield or similar) of >90% for x-rays < 300 keV.

3_8 The detector shall have a thermal neutron attenuation (via Cd layer or similar) of >1.6x104.

3_9 Detector response to 137Cs and 60Co gamma sources shall be < 0.4 nA/(mRad/hr).

3_10 The detector shall be a passive device, i.e. there shall be no onboard signal processing or high voltage generation.

3_11 The detector shall have an embedded LED for operational checks.

3_12 Required high voltage shall be less than 3000 V.

3_13 Current draw from high voltage shall be less than 200 μA.

3_14 High voltage shall be supplied externally via an SHV connector.

3_15 The signal shall be output via a BNC connector.

3_16 The LED signal shall be input via a BNC connector.

3_17 Overall dimensions of the detector shall not exceed 7in x 7in x 18in.

3_18 The PMT shall be magnetically shielded.

4. DOCUMENTATION REQUIRED FOR PROPOSAL

The supplier shall plan, establish, implement, and adhere to a documented quality assurance program that fulfills all the requirements described in this SOW. In addition to the requirements of Section 3, the supplier may propose any internationally recognized design standard, subject to prior written approval by

FNAL. The supplier shall state their intended method of design including applicable codes as part of their proposal. FNAL reserves the right to disapprove the use of certain codes or standards if it is considered that their application will not fulfill the technical specifications of this statement of work. Any information in the documentation that is considered proprietary should be marked as such. FNAL shall not release proprietary information to a third party without written permission from the supplier.

The proposal shall include the following:

1) Detailed information on all materials, including material properties.

2) A detailed quality assurance plan, including methods to be used to verify material properties, find defects and flaws, and other test procedures, and criteria for rejecting parts.

Fermi National Accelerator Laboratory 6

3) Examples of past projects (within the last five years) that closely match this scope in complexity and value, and that best illustrate the bidder’s capability, experience, and performance.

4) Examples of past experience building prototypes for FNAL.

5) A production schedule to deliver 2 prototypes with a FNAL option to procure an additional 28 production detectors.

5. DESIGN REVIEWS

To ensure proper understanding of the specifications and of the design proposals the supplier and FNAL shall have the following program reviews:

1. Initial program kickoff meeting to review requirements and approach.

2. Preliminary Design Review to include:

a. Review of the design.

b. Review of the estimated delivery of initial prototypes, production detectors, and any schedule risks.

3. Final Design Review before production fabrication to include:

a. Review of final design incorporating any agreed-upon design changes.

b. Review of updated production delivery schedule and any schedule risks.

The Final Design Review is not needed if there are no significant changes after the Preliminary Design

Review.

6. DELIVERY AND ACCEPTABILITY TESTING

The supplier is required to procure, build, test, and deliver items per Section 3. All phases of fabrication shall be in accordance with the documents provided by the supplier and conform to the specifications in

Section 3 above. Any conflict or ambiguity in the document(s) shall be brought to the attention of the

FNAL procurement representative prior to any work being done or cost being incurred by FNAL.

For the 2 prototype detectors, the supplier shall provide a Certificate of Conformance that includes the following:

1) Sensitivity to neutrons with standard neutron sources in the energy range 0.025 eV – 11 MeV, such as 252Cf

2) Sensitivity of detector to 137Cs or 60Co gamma sources

3) Device equilibration (or “warm-up”) time for amplitude to be stable within ±10%

4) Amplitude stability over temperature range 10 – 40 °C

Fermi National Accelerator Laboratory 7

5) Plot of dark current over operational voltage range

6) Plot of detector response as a function of PMT voltage

7) Response of detector to calibration pulse of LED

For the 28 production detectors, the supplier shall provide a Certificate of Performance that includes just measurements 1), 5) and 7).
