About this file

This is a solicitation sheet from the State of Maine Purchasing Division for a 2-year purchasing agreement contract to supply paint and primer materials for the overhaul of 32 Neoplan Low-Floor Dual Mode Articulated buses at the MMA-Limestone production facility in Limestone, Maine. The solicitation requests bids for six paint and primer products: PPG High Build Clear Coat (Evolution) at 256 gallons; PPG Paint (Black) at 64 gallons; PPG Paint (Blue) at 32 gallons; PPG Paint (Metallic Silver) at 160 gallons; PPG Paint (Silver Line Silver Blue) at 128 gallons; and PPG Primer (High Solids) at 128 gallons. Projected purchase volumes are based on current production projections with no guaranteed minimum or maximum quantities. Bidders may propose all or a portion of the listed items and may submit multiple proposals for any given item. The contract is eligible for extensions beyond the initial 2-year term.

Bid pricing must be submitted on the provided spreadsheet and must include all freight and delivery charges to the Limestone, Maine destination on a fixed unit price basis, regardless of order quantity or partial shipment amounts. Bidders must complete all mandatory entry columns (A through O) for each item, including registered company name, manufacturer information, payment terms, unit price FOB destination, core credit value, price guarantee date, delivery lead time, immediate and future availability quantities, country of final assembly, percentage of U.S. subcomponents, Massachusetts DBE certification status, and additional comments. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and compliance with Buy America Act requirements, with certificates of conformance to OEM standards and product samples potentially required at the contractor's expense. Inquiry regarding the solicitation must be directed to the State Purchasing Division contact rather than the MMA-Limestone facility.
