About this file
This document outlines the contract terms for the Maine Military Authority (MMA) for the purchase of paint to support vehicle and equipment refurbishment and maintenance operations. The contract will be executed through delivery orders transmitted via email to the vendor's primary contact, with each order assigned a distinct order number. MMA may release multiple orders simultaneously with varying delivery dates. Shipments will only be accepted up to two weeks prior to the stated delivery dates, and orders arriving significantly in advance without prior approval are subject to refusal. Orders not delivered as scheduled may be modified or cancelled at MMA's discretion.
Bid prices must be submitted on a net F.O.B. destination basis with transportation and delivery charges fully prepaid by the contractor. Prices will remain fixed throughout the contract period unless periodic price adjustments are agreed to in writing. The State of Maine reserves the right to pay through multiple methods including check, electronic funds transfer, or procurement card, provided that sellers may not impose surcharges on credit or debit card purchases per Maine statute 9-A MRSA 8-303 (2). The State Purchasing Director retains the right to extend the contract period beyond the indicated expiration date with contractor consent and may cancel the contract with thirty days' written notice. All questions regarding the RFQ must be submitted through the Question and Answer link on the Solicitation Details View page, and vendors are responsible for logging in to view all posted questions and answers.
