The project aims to make the owner-occupied, single-family residence safer, more energy-efficient, and more accessible. The RFQ was released on September 24, 2025, with a mandatory pre-quote meeting scheduled for September 26, 2025, at 11:00 am. The roofing scope of work is detailed and includes removing existing roof covering, replacing damaged decking, repairing roof framing, installing new underlayment, drip edge, vents, and flashing, and installing 30-year architectural shingles. The project has budgeted 320 square feet for decking replacement and requires hurricane clip installation if missing. There is no federal funding for this project, and Escambia County may award the contract line item by line item, with a focus on emergency items like roofing and septic/sewer services. Vendors must provide proof of Sunbiz registration, a W-9, contractor licensure, and a certificate of insurance listing Escambia County as an additional insured. The RFQ emphasizes that only electronically submitted bids through OpenGov will be accepted.
