Consolidated Strategy to Single Family Housing Direct Property Management
Pre-Decisional/Pre-Deliberative Source Selection Sensitive Information
• Implement a long-term, fully integrated business solution to address all phases of post-acceleration single family housing loan servicing.
• The National Default Management Services (NDMS) solution will support the Agency’s mission by focusing on post-acceleration servicing and asset management.
• The approach is to provide a consolidated system for the four key lines of service:
1. Legal Services – Foreclosure, Bankruptcy, Evictions, etc.
2. Appraisal/Valuation
3. Property Preservation/Management, and
4. Real Estate Owned (REO) Management/ Property Disposition
Affordable Housing Crisis in Rural America
• COVID-19 has exacerbated a nationwide housing crisis – especially in rural America.
• USDA needs to act as quickly and efficiently as possible to process vacant properties and get rural families inside these homes.

• USDA Rural Development (RD), Program Management Office (PMO) previously issued a solicitation for Nationwide Default Management Services (NDMS) that was cancelled
• PMO has developed Lessons Learned from the previous solicitation
• The feedback from the Government is intended support responsive, compliant proposal submissions to future solicitations
