NEW FAQ’s – 8.12.2015 -
THE FINAL DATE TO SUBMIT QUESTIONS IS TUESDAY, AUGUST 18.
18. The RFP asks for three built project examples. As this work is for urban and economic framework strategies, could you provide clarification on your definition of “built” as it relates to the three qualifying projects?
o “Built” refers to a project that has been implemented. This could occur through physical means such as a construction project, or non-physical such as policy development, operational guidance, etc. In other words, the projects submitted as example of work must have had a direct impact on the built environment.
19. The fee for professional services is $150,000 -- $200,000. Will reimbursable expenses be allowed in addition to this budget (i.e. for travel and venue rental for the workshops and meetings)?
o This a Firm Fixed Price contract. All expenses should be captured in your cost proposal. We can hold meetings and events at NCPC, and can also reach out to our partner agencies for additional meeting space.
20. When is last day to submit Questions?
o Questions may be submitted through the close of business on Tuesday, August 18th.
We will post final responses by close of business on Wednesday, August 19th.
21. Amendment 2, Question 11 describes two (2) follow-on phases. Is it the intent of NCPC to negotiate with the Phase 1 award holder for those services or issue independent RFPs?
o NCPC will issue independent RFPs.
22. There is no format to submit price. If cost or price is approximately equal to all other combined evaluation factors yet responses to Question 15 (schedule) and 17 (meetings) are flexible to a vendor’s proposed process, how will costs be compared and evaluated?
o Submissions will be scored based on the criteria listed in the RFP. We will look at the cost based on the best value to the government, not on the lowest bid.
