Economic + Urban Design RFP | FAQ’s 3 August 2015

1. Under the Proposal Guidelines, Item B, do you require the resumes of the Consultant and sub-consultant team, or do we include them in an Appendix?

o Resumes of both the Consultant and sub-consultant teams are required. They should be included in a format/location in the proposal that conveys your team’s strengths and frames your approach to the project.

2. Under the Proposal Guidelines, Item C, do the 3 qualifying projects have to be built projects?

Can we submit more than 3 relevant examples of work?

Please include 3 built projects. If there are other projects that illustrate your team’s abilities to improve the most symbolic street in our capital city and nation, they may also be included.

3. For the entire proposal, do you have a limit in the number of pages, or perhaps a file size limit?

o There is no page limit for the proposal. We expect clear, concise, and compelling submissions.

o The file size limit for email is 10 mb and there is no size limitation for the NCPC secure file transfer protocol (SFTP) site.

o If file submissions exceed the email size limitation of 10 mb, the submitter can contact the listed points of contact located in the RFP announcement to request an NCPC SFTP account. Instructions to upload files to the SFTP site will be provided upon request. All submissions must be uploaded and received by the SFTP site by 5:00 PM EST on August 21, 2015.

4. If the file is too large to email, would you accept a Dropbox link to the proposal?

o The government will not accept a Dropbox link. Please reference question 3 for electronic submission options.

5. Is there a preferred format?

o PDF is preferred, but we’re open to trying something less static (like a Prezi, video, or other interactive feature). Just make sure the information can be easily accessed through a URL (without any special plug-ins), and that your submission includes everything we’re asking for in the Proposal Guidelines.

6. This submission is to be delivered digitally so should we assume it will be viewed on screens only? Or will it be printed?

o The government will review digitally and print copies for panelists to review.

7. Are you able to provide a full list of the agencies that will be on the client team, as well as the list of Selection Committee members?

o The client team is the Initiative’s Executive Committee. Agencies include:

National Capital Planning Commission (NCPC) National Park Service (NPS)

General Services Administration (GSA) DC Department of Transportation (DDOT) DC Office of the Deputy Mayor for Planning and Economic Development (DMPED)

Representatives from NCPC, NPS, GSA and DDOT will serve on the selection panel.

8. On the Statement of Qualifications, are the three project examples from the primary consultant alone, or is it 3 projects from the primary, and 3 each from all sub-consultants on our team?

o The government is looking for a total of three projects from the whole team. However, if you have additional projects that clearly align with the RFP, they may also be included. For each project example, please indicate the Consultant and/or sub-consultant roles.

9. On the Proposal Evaluation, you had specified Environment Planning under 2a – can you please elaborate on the scope of work you expect under this discipline?

o The team must possess experience that holistically examines environmental, social, and economic impacts as part of the decision-making process.

10. What is the project budget? Is the money allocated?

o The government estimates this effort ranging in costs from $150K to $200K. Funding is allocated.

11. When might the future planning effort you refer to take place?

o We anticipate an update to the PADC Plan in the next five years. To get to the Plan update, we anticipate this RFP to be the first of three phases. The results of Phases I and II will be used as a decision-making tool to scope Phase III.

Phase I: Frame the potential strategies (current RFP).

Phase II: Analyze potential strategies and investigate potential routes for implementation.

Additional work may include:

• Multi-modal transportation study

• Conditions assessment

• Cost-benefit and economic analysis

• Operational strategies analysis

• Site and infrastructure survey, including title search

Phase III: Update the Plan (using NEPA/106 process as key decision-making tool).

NOTE: This planning effort is subject to change due to funding, additional information found during Phases I and/or II, or other factors.

12. What is the planning horizon for this project?

o While the planning horizon is still to be determined, there is a significant national anniversary approaching in 2026 that may align well with our planning efforts.

13. How many copies of the submission would you like to receive?

o One electronic or paper copy is sufficient. We would prefer an electronic copy.

14. Is there a percentage of M/W/DBE that is required for this project?

o There is no M/W/DBE requirement for this RFP.
