14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
Amendment 0002 is issued to complete the following:
A. Answer the following questions received in response to the Request for SF330s.

1. Industry Question: Selection Criteria ‘Professional Qualifications’ asks us to complete Attachment C:
Labor Category Crosswalk. If an employee meets several of the labor categories, should we count them in both within column F of the spreadsheet?
Government Response: Yes. However, column “I” labeled “SF330 Page Discussing Labor Category”, shall include each page of the submitted SF330 that discusses the labor category.
2. Industry Question: Please explain what is expected from column I of the Labor Category Crosswalk spreadsheet.
Government Response: The firm shall provide the page number within the SF330 submission in which the Contractor provides a discussion on the Labor Category.
3. Industry Question: The SF330 states “Each labor category title shall be identified accordingly in the
SF330, Part 1.” Does that mean that we need all 41 roles represented in our 25 resumes that we are allowed to submit?
Government Response: No, firms are not required to submit resumes for all labor categories. Per
Amendment 0001, firms may provide information on any other labor categories not included in Section
E, Resumes of Key Personnel Proposed for this Contract, in Section D, Organizational Chart of
Proposed Team, and Section H, Additional Information. Firms are reminded that the Attachment C –
Labor Category Crosswalk columns F through I must be completed for each labor category.
4. Industry Question: Should the total number of staff in column F of the Labor Category spreadsheet tie to the Part IIs that need to be submitted for each firm on the team?
Government Response: Yes. The number of employees should correlate to SF330 Part II.
5. Industry Question: Please confirm the due date for NOAA to receive PPQs. We assume it’s the same as the solicitation itself (Oct 15 @ 3pm ET) but wanted to confirm in case it’s different.
Government Response: The due date for NOAA to receive PPQs is October 15, 2020 at 3:00 pm
Eastern Time.
6. Industry Question: Are fonts smaller than 12 point allowed within graphics inside of Section H or must they also be 12 point font like the narrative?
Government Response: For graphics included in the SF330, fonts shall be no smaller than 9 point.
7. Industry Question: Does the government expect all of the 25 allowed resumes (Section E) to align with specific labor category roles provided in Attachment C?
Government Response: Resumes are required for Key Personnel and must meet the requirements outlined in Attachment C. Firms are not required to submit resumes for all other labor categories identified in Attachment C. Firms shall use their discretion regarding submission of resumes for other than Key Personnel. All resumes provided shall meet the required experience/degree speciality/certification requirements, years of experience, and education level outlined in Attachment C.
8. Industry Question: In reference to Attachment C, Column I, please clarify the intent behind the requirement for "SF330 Page Discussing Labor Category" beyond what is provided in Column H. Does the government expect information on roles and/or labor categories in addition to what is presented in the Section E Resumes?

Government Response: In accordance with Selection Criterion 1, the intent is to ensure that the firm has all labor categories on payroll and therefore the SF330 must specify this information. As a result, column “I” shall include the specific page number of the SF330 that demonstrates the firm has the labor category on payroll. Per Amendment 0001, firms may provide information on any other labor categories not included in Section E, Resumes of Key Personnel Proposed for this Contract, in Section D, Organizational Chart of Proposed Team, and Section H, Additional Information. Firms are reminded that the Attachment C – Labor Category Crosswalk columns F through I must be completed for each labor category.
9. Industry Question: Aside from the Project Manager (noted in Attachment C), does NOAA consider any of the other 35 labor categories listed in Attachment C as "Key Personnel" (thus warranting a resume in Section E)? If so, which labor categories?
Government Response: NOAA has only specified the Project Manager as Key Personnel at the contract level.
10. Industry Question: Is it up to the contracting firm to decide which labor categories are considered "Key
Personnel," warranting Section E resumes?
Government Response: Resumes are only required for Key Personnel, which is the Project Manager.
Firms shall use their discretion regarding submission of resumes for other than Key Personnel.
11. Industry Question: Is it acceptable to include resumes (Section E) for roles/labor categories not listed in Attachment C?
Government Response: It is acceptable to include resumes for roles/labor categories not listed in
Attachment C.
12. Industry Question: Will the table of contents, cover page, cover letter, and dividers count towards the page count?
Government Response: Per the Request for SF330s, “the cover letter, table of contents, list of exhibits and list of acronyms are included in the 100 page total.” Because hard-copy submissions are no longer required per Amendment 0001 to the Request for SF330s, dividers are not required, however, Part I and
II dividers were excluded from the page count in the initial Request for SF330s.
13. Industry Question: Can a font smaller than 12 point be used in tables and figures in Section H?
14. Industry Question: Per the RFP, we are to submit all subcontracting or teaming arrangements with our submittal. Can NOAA please advise where in our submittal, these should be placed?
Government Response: Per the SF330 instructions, proposed teams shall be submitted in Section C, which states “Firm Name, Address, and Role in This Contract. Provide the contractual relationship, name, full mailing address, and a brief description of the role of each firm that will be involved in performance of this contract. List the prime contractor or joint venture partners first. If a firm has branch offices, indicate each individual branch office that will have a key role on the team.” Further, Section D requires the following: “As an attachment after Section C, present an organizational chart of the proposed team showing the names and roles of all key personnel listed in Section E and the firm they are associated with as listed in Section C.”

15. Industry Question: The RFP states, “Use no smaller than 9-point font for SF330 forms and no smaller than 12-point font for non SF330 pages (Section H).” Many subcontracting and teaming agreements were already executed prior to the RFP release. They contain different font sizes than the RFP required
12 point font. Can these teaming agreements be excluded from the font size requirement?
Government Response: Official teaming agreement documentation is not required within the SF330s submission. The Government will review qualifications of prime contractors, in conjunction with their proposed subcontractors, joint-ventures, and contractor team arrangments (CTAs). Please see response to question 14.
16. Industry Question: Each teaming agreement may be several pages long and would severely limit us in teaming with small businesses if the teaming agreements are to be included in the 100-page count. Can you please confirm that the Teaming Agreements are not counted towards the 100-page submittal requirement for this proposal?
Government Response: Refer to questions 14 and 15 of this amendment: Official teaming agreement documentation is not required within the SF330s submission. The Government will review qualifications of prime contractors, in conjunction with their proposed subcontractors, joint-ventures, and CTAs.
17. Industry Question: Inclusion of Part IIs in the 100-page limit could also limit us in teaming with small businesses since each prime and subcontractor must include a Part II for every office that might support this contract. Can you please confirm that Part IIs are not counted towards the 100-page submittal requirement for this proposal?
Government Response: Per the posted Request for SF330s submission requirements, the 100-page limit applies to both Part I and Part II.
18. Industry Question: Can NOAA please advise, where in the submittal Attachment C should be included?
Government Response: Attachment C – Labor Category Crosswalk shall be submitted as a separate document and does not count against the page count.
19. Industry Question: Does NOAA want one Attachment C for the prime and each subcontractor or all information of the team on one Attachment C form?
Government Response: Attachment C – Labor Category Crosswalk shall be submitted as one spreadsheet that encompasses all personnel from the prime contractor and subcontractor team.
20. Industry Question: Can one qualified person serve in two or more Labor Categories?
Government Response: Yes, see response to question 1.
21. Industry Question: By what date can we expect all questions to be answered by NOAA?
Government Response: All questions are answered within Amendments issued under the Government-wide point of entry post on beta.SAM. Therefore, the date the amendment is published is when all questions are answered by NOAA.

23. Industry Question: Please confirm that the number of personnel currently on firm’s staff refer to the firm for which the resource works.
Government Response: Attachment C – Labor Category Crosswalk, Column F, refers to the number of personnel in which the proposed team holds for each labor category. This number is inclusive of prime and subcontractor personnel.
24. Industry Question: Please provide definitions/examples of “Firm’s Labor category.” Is this simply the position the resource holds within their firm?
Government Response: “Firm’s Labor Category” in Attachment C – Labor Category Crosswalk, Column G, refers to the name of the labor category within the firm that matches the Government’s labor category.
B. The due date for SF330 Responses is not changed as a result of this amendment. SF330 Responses are due no later than 3:00 p.m. ET, October 15, 2020.
