14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
Amendment 0001 is issued to complete the following:
A. Answer the following questions received in response to the solicitation.

1. Industry Question: Please confirm whether bidders must respond to all categories or whether they can respond to just specific categories.
Government Response: Firms must respond to demonstrate their capabilities to be able to provide all of the support required under Attachment B – Statement of Work, as well as their ability to provide all labor categories listed in Attachment C – Labor Category Crosswalk.
2. Industry Question: Would you please confirm that the subcontracting goal for small business is 70%?
Noting that firms are required to subcontract a minimum of 26% of the total contracted value to small businesses, is it correct to assume that of that 26% total, 70% needs to be to small business?
Government Response: Yes, firms are required to subcontract a minimum of 26% of the total contracted value to small businesses. The subcontracting goal for small businesses is 70% of the total subcontracted value.
3. Industry Question: The Labor Category Crosswalk includes 36 required labor categories. The proposal submission guidelines allow for 25 resumes. Is it acceptable to show the remaining 11 labor categories in section D and section H, noting that not all will be present in section E?
Government Response: Firms may provide information on any other labor categories not included in
Section E, Resumes of Key Personnel Proposed for this Contract, in Section D, Organizational Chart of
Proposed Team, and Section H, Additional Information. Firms are reminded that the Attachment C –
Labor Category Crosswalk columns F through I must be completed for each labor category.
4. Industry Question: Is it acceptable to include our CPARS ratings in the submittal?
Government Response: Yes. Firms may include CPARS ratings in their resonse to the Request for
SF330s.
5. Industry Question: Considering the ongoing stay-at-home orders due to COVID-19—and the federal, state, and local social distancing guidance—we respectfully request the NOAA allow electronic-only submittals for the Coastal Geospatial Services proposal, Identification No. NCNP0000-20-001118.
With businesses closed due to local mandates, reduced staffing, and frequent service disruptions to courier routes causing delayed shipments, it is difficult to plan to produce and deliver a hard-copy submittal. For example, industry is experiencing limitations with vendors that provide us with binders, tabs, and associated hard-copy materials. In addition, it will be very challenging for firms to follow the nationwide social distancing guidance if employees are required to produce hard copies.
Government Response: The Request for SF330s is hereby amended to remove the requirement for hard-copy submittals. As a result, the Government will only accept electronic submissions to the email addresses specified in the Request for SF330s.
6. Industry Question: Can you verify that when filling out Attachment C, columns F-I we can use our entire team’s staff and not just the prime contractor’s staff?
Government Response: Firms providing responses to the Request for SF330s may reference the entire team’s staff in Attachment C – Labor Category Crosswalk.

7. Industry Question: May Joint Ventures submit a response to the Request for SF330s?
Government Response: The Request for SF330s states that “this acquisition is being solicited on a full and open competition basis.” As a result, Joint Ventures may submit a response to the Request for
SF330s.
B. All references to the requirement for hard-copy SF330s submissions have been removed from the Request for
SF330s. Electronic copies of responses to the Request for SF330s shall be submitted to
Michael.J.Williams@noaa.gov, with a cc to Stacy.Dohse@noaa.gov. An updated version of the Request for
SF330s is hereby attached to the beta.SAM post.
C. The due date for SF330 Responses is not changed as a result of this amendment. SF330 Responses are due no later than 3:00 p.m. ET, October 15, 2020.
