About this file
This Addendum No. 3 is issued by ABHA Architects for the New Castle County Vocational Technical School District's Cosmetology Equipment procurement. The addendum addresses six bidder questions and answers clarifying requirements for the 141-item equipment package destined for Paul M. Hodgson VO-Tech High School. Key clarifications include confirmation that styling stations must feature actual stainless steel worksurfaces rather than laminated alternatives, individual power supply to each station through existing floor boxes without requiring power poles, and mandatory UL or ETL certification for the wax pot, steamer, and towel warmer. The addendum also confirms that prevailing wage rates do not apply to this contract and accepts USB drives as an acceptable alternative to CD or DVD for electronic bid submissions. The bid submission deadline is January 7, 2026, at 10:00 AM local time, with equipment delivery, assembly, and installation required between April 1 and April 30, 2026.
The contract term extends from January 7, 2026, through January 7, 2027, with three additional one-year renewal options available. Successful bidders must obtain performance bonds equal to 100 percent of the total contract award and maintain required insurance coverage. The district reserves the right to reject any bids, make partial awards, and select the lowest responsible and responsive bidder. Vendors must register through the Delaware Supplier Portal prior to award and comply with all state and federal procurement laws. Winning vendors will be required to submit mandatory monthly usage reports in Excel format by the 15th of each month and accept multiple payment methods including procurement cards, checks, and electronic means without charging additional fees.
