STATEMENT OF WORK

TITLE: High Speed Spectrometer Requisition Number: NB672050-18-02900 LAB REQUESTING SERVICE: Communications Technology Laboratory (CTL), Radio Frequency Technology (RFT) Division

I. BACKGROUND INFORMATION

The RFT Division is charged with maintaining the microwave noise standards for the US. The project uses radiometers to perform traceable noise measurements. The Division’s current legacy radiometers are ill equipped to address today’s incumbent communication needs. The Division is developing new system architectures to achieve faster detection, finer resolution, and better dynamic range. A high-speed spectrometer is needed to further this development.

II. SCOPE OF WORK

The requirement is for one (1) high-speed wideband spectrometer consisting of a fast-digital sampler and a real-time digital signal processing unit to support traceable interference measurements.

III. SPECIFICATIONS

The contractor shall provide one (1) wideband fast fourier transform (FFT) spectrometer that meets the following minimum technical requirements. The contractor shall deliver the system and warranty as described below.

1. The spectrometer shall meet the following requirements:

1.1. Capable of operating within a minimum frequency range of DC to 400 MHz

1.2. Dynamic range no less than 56 dB at 100 MHz

1.3. Sampling rate equal to or greater than 500 MHz

1.4. Meet an analog to digital converter sampling resolution of 12-bit real

1.5. Data acquisition record length of no less than 64 mega-samples per channel

1.6. Customizable polyphase filter bank coefficients.

1.7. Dual RF input ports with a nominal 50 Ohm impedance

1.7.1. User accessible standard SMA coaxial input connector

1.8. PCIe x8 standard interface

2. The spectrometer shall be capable of being controlled by a PC for test scenario configuration, data acquisition, and test automation. Licensing shall be such that test automation and test scenario development can be parallelized amongst multiple users or is directly addressable through standard commands for programmable instruments (SCPI) architecture.

2.1. Contractor is responsible for providing documentation outlining how computer controlled data acquisition can be accomplished (e.g., a command reference).

2.2. Instrument control by Python, Visual C, VB, Matlab, or LabView

2.3. Streaming of raw data onto a host PC

2.4. Adjustable FFT size and data-acquisition time

2.5. Compatibility with Windows 7/10 64-bit systems

3. The spectrometer shall be shipped with auxiliary components to allow for powering from conventional U.S. power outlets (120VAC). Each piece of equipment shall not draw more than 10 amps at any time.

3.1. The contractor shall include any necessary cables for connecting the system to conventional U.S. power outlets.

4. The contractor shall use only new equipment. The use of refurbished or used equipment is not permissible.

5. The contractor shall include the cost of shipping the completed system to the National Institute of Standards and Technology (NIST) site in Boulder, CO.

IV. WARRANTY

The contractor shall provide a three (3) year warranty to cover the equipment troubleshooting, repair, parts, labor, and routine calibration. Calibration services shall include measurement performance verification (with uncertainty estimates), and necessary adjustments to the hardware. The calibration shall be performed by a laboratory that is accredited to ISO 17025.

The equipment shall be sent back to the vendor for warranty service. Return shipping from the vendor to NIST shall be borne by the vendor. The warranty shall commence upon acceptance of the system.

V. SOFTWARE SUPPORT

The contractor shall provide three (3) year support to include all software troubleshooting, repairs, upgrades, and version changes. The support shall commence upon acceptance of the system.

SOFTWARE LICENSE

The contractor shall provide perpetual licenses with floating capability such that test automation and test scenario development can be parallelized amongst multiple users or is directly addressable through standard SCPI command architecture.

VI. DELIVERY

The contractor shall deliver the system not later than 100 days after receipt of order (ARO).

VII. PLACE OF PERFORMANCE

The system will be delivered to the NIST facility in Boulder, CO.

VIII. DELIVERABLES

Description Quantity Due Date

High Speed Spectrometer One (1) system 100 days ARO Computer controlled data acquisition documentation (e.g., command reference)

One (1) set 100 days ARO

IX. ACCEPTANCE / INSPECTION

Prior to acceptance and final payment, NIST personnel will verify conformance to the requirements set forth in the SOW specifications.

X. GENERAL INFORMATION

Patent Rights: The Government retains a Government use license to all inventions arising from this work.

Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC, COR, and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
